The Government Accountability Office (GAO) requires the services of an organization that can provide panels of experts able to assess the quality of agencies' regulations and for other purposes.
These panels will assist GAO in carrying out its responsibilities under the Truth in Regulating Act of 2000 (TIRA) (Public Law 106-;312) and, more generally, its mission to provide support to the Congress in meeting its Constitutional responsibilities. As explained more fully below, the National Academy of Medicine (NAM) is the single source that can satisfy these requirements. Consequently, award to NAM is justified under 41 U.S.C. Sec. 253 (c) (1). Per IGCE, estimated cost is $40,000-60,500.

GAO conducted market research to determine that NAM is the only entity capable of providing the support needed. (market research memo and research documents are attached separately)
Founded in 1970 as the Institute of Medicine (IOM), the National Academy of Medicine (NAM) is one of three academies that make up the National Academies of Sciences, Engineering, and Medicine (the National Academies) in the United States. Operating under the 1863 Congressional charter of the National Academy of Sciences, the National Academies are private, nonprofit institutions that work outside of government to provide objective advice on matters of science, technology, and health. NAM’s mission is to improve health for all by advancing science, accelerating health equity, and providing independent, authoritative, and trusted advice nationally and globally.
The National Academy of Medicine is an independent, evidence-based scientific advisor. To carry out their work, NAM draws upon the talents and expertise of accomplished volunteers and undertakes meticulous processes to avoid and balance bias. NAM includes members from across the globe and partners with organizations worldwide to address challenges. NAM has more than 2,000 members elected by their peers in recognition of outstanding achievement. Through a commitment to volunteer service, NAM members help guide the work and advance the mission of the NAM and the National Academies.
NAM is a private, non-profit self-perpetuating society of distinguished scholars. NAM has the unique ability to assemble committees and boards of the nation's most eminent scholars, which are then able to render advice and guidance of the highest quality and unparalleled objectivity to address national problems of high priority. NAM can elicit the participation of virtually any physician or scientific professional whom it invites to serve. The credibility of the Academy is maximized by the recognized impartiality of the institution. For studies of the type contemplated in this contract, NAM is able to convene experts with varying points of view who serve without remuneration and undertake the analysis of the specific subjects to be addressed.
