About this file
This document is a Statement of Requirements (SOR) for the Squadron Officer School (SOS) seeking to procure 100 NAL Research SHOUT Nano satellite communication devices. The requirement stems from the need to maintain two-way communication, track personnel locations, and provide real-time reporting during Field Training Experiences (FTX). The 42nd Contracting Squadron at Maxwell AFB, AL intends to sole-source this procurement under a Firm-Fixed Price contract with a 30-day performance period.
The SHOUT Nano device must feature two-way satellite communication, free-text and canned messaging, waypoint tracking, real-time reporting, 256-bit AES encryption, and ruggedized design. Market research indicates NAL Research is the only vendor offering this specific feature package. The procurement addresses critical operational needs including emergency communication, student location tracking, and situational awareness during field training. The contract will be executed through the Department of the Air Force Air Education and Training Command, utilizing NAICS code 334111 for Electronic Computer Manufacturing.

NAL Research Shout Nano Statement of Requirements
Need: Squadron Officer School (SOS) requires a reliable and robust handheld satellite communication device for field instructors to maintain two-way communication, track personnel locations, and provide real-time reporting during the Field Training Experience (FTX).
Justification: The Field Training Experience necessitates a communication solution that extends beyond traditional cellular coverage. Instructors must be able to communicate with each other, report student progress, and request assistance in emergency situations regardless of location. Furthermore, instructors must have the capability of communicating using two-way communications, free-text and canned messaging, tracking and real-time reporting to ensure proper oversight of the students completing the FTX. Market research indicates that the NAL Research SHOUT nano device offers a uniquely specific feature package, including two-way communication, free-text and canned messaging, tracking and real-time reporting, which is not readily available through other vendors like GSatMicro, to ensure proper oversight of the students completing the FTX.
Impact: The lack of reliable two-way communication and tracking capabilities during the FTX poses significant risks:
· Compromised Safety: Inability to quickly request and coordinate assistance in emergency situations.
· Reduced Situational Awareness: Limited ability to monitor student locations and progress, hindering effective supervision and risk mitigation.
· Inefficient Operations: Difficulty in coordinating logistics, updating training scenarios, and providing timely feedback.
· Inability to meet program objectives: If instructors are unable to communicate using the two-way communication, free-text and canned messaging, tracking and real-time reporting features the program will be unable to properly function.
Technical Details (Brand Name: NAL Research SHOUT nano) The NAL Research SHOUT nano device is required for use during the Field Training Experience. Each device must possess the following characteristics:
· Two-Way Communication: Capability to send and receive messages via satellite network.
· Free-Text Messaging: Ability to send and receive custom text messages.
· Canned Messaging: Support for pre-defined messages for rapid communication.
· Waypoint Tracking: Ability to create and track waypoints for navigation and monitoring.
· Real-time Reporting: Capability to transmit location data and status updates in real-time.
· Encryption: 256-bit AES encryption for secure communication.
· Handheld Form Factor: Compact and lightweight design for easy portability.
· Durability: Ruggedized construction to withstand harsh environmental conditions.
· Reliable Satellite Connectivity: Access to a reliable satellite network (e.g., Iridium) for global coverage.
· Power Efficiency: Long battery life for extended operation in the field.
NAL Research SHOUT nano device is the only known source that specifically provides the uniquely specific two-way communication, free-text and canned messaging, waypoint tracking, and real-time reporting feature package.
