COFFEE SHOP SITE VISIT

2 March 2012

A site visit of the Coffee Shop was conducted on 2 Mar 2012. The items that were discussed are identified below.

1. Who uses the facility? There are approximately 500 daily users of Bldg 210. There are also 248 housing units on base and the families have access to the building.

2. What kind of parking will be available for the coffee shop patrons? FSS is currently looking into getting a couple of parking spots strictly for coffee shop patrons.

3. The counter tops are stone and Lysol antimicrobial will dull the shine. Any other brand of antimicrobial won’t dull the shine.

4. Where would the brewer and espresso machine be plugged in? They will be on the back wall by the airpot.

5. Will a microwave or cash register be provided? No these items will not be provided. The credit card machine will be provided by the Government to the contractor who receives the contract.

6. Can a fountain drink machine be put in? Yes.

7. Will there be a telephone line for communications and to run credit cards? A phone with base line can be provided for use in the local area. The long distance provider will be the contractor’s responsibility.

8. Can pictures and other décor items be brought in? Yes.

9. Are there places for signs to be put up? Signage can be put in the windows and hallway. A sign can be put in the lobby on an easel. A sign can be put up in the windows showing when the coffee shop is open.

10. Are there any functions that will increase the walk through traffic? Retirement and Change of Command functions are held in the lobby. Sometimes there are court room participants, witnesses and observers waiting in the lobby too as well as some other limited functions.

11. How many people do you expect to run the coffee shop? It is the contractor’s decision how to run the coffee shop and to determine the number of employees.

12. Can the hours be changed? Currently the hours are 7 am to 2 pm but the government can be flexible and change the times as necessary.

13. Are there other food operations on Schriever? Yes. In the restricted area there is a dining hall and another facility called the JNIC. Otherwise the only other places to get food and drinks are the shoppette and snack bars. There is a coffee shop in building 24.

14. How should the pricing be done on the proposal and can a percentage be used instead of a flat rate? This will be a NAF contract and can be re-negotiated by either party at a later date. If it is not working out for the contractor then the contract can be ended and if there is a substantial profit then the NAF may want to re-negotiate it for a higher return. A percentage is not acceptable because then the Government has insight to the contractor’s financial records.

15. What kind of traffic is there to determine profit etc.? There is foot traffic in the building and there are classes and testing that is also held in the building.

16. Can samples be given to customers? Per the contracting officer it is the contractor’s business if freebies are used.

17. What are the basics that are needed for this contract? Good food at a good price first then money to NAF.

18. How long has it been since the coffee shop was operated from this building? Two years. This is the reason no reliable data can be provided.

19. Are taxes required? Contractor must comply with all federal and state sales tax laws. Additionally, the federal health inspectors will be inspecting on a regular basis.

20. Could a company hire personnel residing on base to work in the coffee shop? The contractor can hire personnel living in base housing. The contractor can advertise with Tierra Vista, the managers of the base housing.

21. How do we contact the Starbuck’s representative for this coffee shop? This office will provide the contact information on a request basis. Any interested party wanting to propose to this solicitation must contact the contracting office and the information will be provided.

22. Are there any other eating establishments on this location?

23. Can a military discounted price for products be passed onto the contractor of the coffee shop? Any non-Military providing services on bases would only be eligible for their specific Schedule C pricing or standard street pricing if no pricing agreement is in place.

24. Are there any additional requirements for using Starbucks products? The contractor will need to open an account with the Starbucks representative and establish an account with one of Starbuck’s approved broadline suppliers (Sysco, USFS, Shamrock Foods).

25. What items have to be Starbucks/We Proudly Serve and what items can be from any band name? Tazo tea actually is not required for We Proudly Serve, whether in filter bag or brewed tea. Of course Starbucks recommend it and can provide the brewer and dispensers as part of the program if requested. There are no food products required with the Starbucks/We Proudly Serve program. All coffee (drip and espresso) and Frappuccino products must be served in Starbucks cold and hot paper cups. Any non-coffee products (colas, juices, etc.) may be served in any cup you choose.

26. The Government will be providing the first month of non-perishable items. The ground coffee beans and paper products will be provided.

Additional information will be provided on the follow two questions once answers are received. Can cash be stored in the coffee shop and can the contractor install shelving in the storage room?
