Talks about developing bystander interventions trainings, however, Requirement 4 states that offerers “Must have a fully developed bystander intervention product ready to implement which incorporates a train the trainer model that NOAA may have access to for up to 3 years”. Can the government please clarify whether they would like a training developed for them or whether an existing training is sought.

Currently no, however we are working with leadership to mandate training for all employees so by time of award and completion of the project the training will be mandatory.

It must be compatible with our LMS system which uses SCORM.

One inperson session will be asked of the contractor as a demonstration for the highest levels of leadership.

Otherwise the leadership verison can be trained via train the trainer.
