Contract Summary: N90 Intersection Improvement Project
This is a Virginia Department of Transportation (VDOT) bid proposal and contract for an intersection improvement project in Gloucester County, Fredericksburg District, on Route 17. The project involves improvements from 0.012 miles east of the intersection of Route 17/17B to 0.274 miles east of that intersection. Bids were submitted on May 27, 2026, at 10:00 AM and must be filed electronically through Bidx. The project includes clearing and grubbing, drainage improvements with concrete pipes and drop inlets, asphalt concrete placement (base, intermediate, and surface courses), curb and gutter installation, guardrail installation, pavement markings, temporary traffic control, and stormwater management facilities. The contract completion date is November 2, 2027. Prequalification is required for bidding, and all contractors must comply with federal and state labor standards, including prevailing wage rates, Davis-Bacon Act requirements, and Equal Employment Opportunity provisions. A bidders' conference was held, and contractors must submit certified payrolls electronically through the AASHTOWare Project Civil Rights and Labor system.
The contract includes extensive specifications for materials, equipment, and construction procedures, with payment based on unit prices for measured quantities of work performed. A five percent bid bond is required, and contractors must provide performance and payment bonds in accordance with VDOT specifications. The project is federally funded under the Highway Safety Improvement Program (HSIP) and is subject to Made in the USA requirements, including compliance with Buy America Act provisions for iron, steel, and manufactured products. Contractors must maintain a progress schedule and submit monthly progress estimates. Price adjustments are available for asphalt materials, fuel, and steel based on published indices. The contract requires compliance with all prevailing wage rates as determined by the U.S. Department of Labor, and includes Disadvantaged Business Enterprise (DBE) requirements with a 0% contract goal under interim DBE program rules. Additional requirements include stormwater management facility documentation, security protocols for portable changeable message signs, and coordination with concurrent projects in the corridor.
