Statement of Work

Circuit Breaker Replacement for Emergency Generator Switchgear at Building 352

2011-07-R-NW

NAVSATCOMMFAC Northwest, Chesapeake VA

PREPARED BY:

Christopher Conway 05 January 2011

1. SCOPE:

This statement of work provides the requirements for replacement of five (5) existing draw-out type motor operated circuit breakers located at NAVSATCOMMFAC Northwest, Chesapeake Virginia. The present switchboard has been in service for 20 years. The contractor will perform a survey to identify best methods to follow for replacement or retrofit of circuit breakers. The Contractor shall inspect, test, and calibrate new circuit breakers and their associated trip units to coordinate with a recent short circuit study.

The scope shall include all required design, drawings, and specifications; labor, equipment, tools and material for installation; testing; on-site training; operation and maintenance manuals; as-built drawings.

2. APPLICABLE DOCUMENTS:

NETA Maintenance Testing Specs. For Elect Dist. Eqt. and Systems

MIL-HDBK-1012/1

MIL-HDBK-1004/2A

Uniform Mechanical Code

NFPA 70, National Electric Code NFPA 70E, Standard for Electrical Safety in the Work Space NFPA 72, Fire Protection Code

IEEE C2, National Electric Safety Code, 1997

3. WORK PROCEDURES AND OUTAGES:

The new work will be accomplished in and around areas that will remain in operation. The power system, stand-by generator and UPS critical circuits must be maintained and fully operational throughout the project. Adequate dust control procedures shall be employed as required. Accordingly, measures shall be taken to avoid interference with the operational work routines. The site is a critical operational facility; therefore, the contractor shall ensure that electric power is not interrupted during the generator switchgear maintenance. The contractor shall diligently pursue the installation once started, to minimize the impact on facility operations.

The contractor shall request permission for power outages at least 21 days prior to the desired date of the outage. Operational circumstances may require the approval of the outage to be withdrawn at the last minute; however, the government will make all efforts to maintain the agreed schedule or will reschedule the outage in the shortest possible time. The design and installation of the work shall be planned and performed in a manner that will keep necessary outages (downtime) to the minimum possible; this includes the provision of temporary power or components, if required. The contractor shall coordinate all actions, which impact the facility power, or require a power outage, with the designated COR, or Navy Technical Representative, and the on-site Navy representative.

Work shall be sequenced to ensure that power is available to the critical bus at all times. Station personnel will accomplish all bypass, maintenance bypass and operations. Location of existing UPS, electric panels, and switchboards are shown on facility drawings.

4. PROJECT REQUIREMENTS:

a.) The Contractor shall replace/retro-fit five (5) G.E. Power Break draw-out type circuit breakers and their solid state trip devices. These breakers are electrically operated for the automatic operation of the Utility/generator switchboard. Verify each secondary contact function on existing circuit breakers and ensure new circuit breakers have the same operating characteristics.

OPTION 1:

Replace the existing five (5) G.E. Power Break type circuit breakers with a newer G.E. design, if available. The new design shall have an improved operating mechanism and shall be a direct replacement into the G.E. switchgear cubical cells. New trip units shall be outfitted with correct over-current protection for each circuit breaker for proper fault current trip coordination.

OPTION 2:

Replace the existing five (5) G.E. Power Break type circuit breakers with a different manufacturer’s design. Retro-fit the new circuit breaker and its racking mechanism to fit into the existing cubical cell. The new circuit breakers shall be of the draw-out design for maintenance purposes. New trip units shall be outfitted with correct over-current protection for each circuit breaker for proper fault current trip coordination.

b.) The Contractor shall inspect, clean, and test, the switchgear bus after any modifications. A complete operational test shall be performed on the automatic operation of the switchgear when the project is complete. Testing and maintenance performed shall be in accordance with the manufacturer’s instructions for each component.

c.) The Contractor shall provide written reports for calibration and submit to the on-site Navy representative, including the test results and overall condition of equipment included in this contact.

NOTE: Switchboard bus bar modifications will be addressed during site survey.
