AMENDMENT 0006

The purpose of this Amendment is to answer the following bidder questions:

Question: Please provide data on the Liebert 100 KVA UPS system in Building 1032, Room 1042A concerning the number, size, type, and manufacturer of the batteries for this system.

Answer:

UPS Information:

Number (Quantity): 1 Size: 100KVA Type (Manufacturer): Liebert Model #: NPOWER Part #: 375A100A0C6LA86 Serial #: M08E3R0014

Battery Cabinet Information:

Manufacturer: Liebert Model #: 32BP100XUX1BNL Serial #: 3T00012453 Battery Model #: HX400

Question: Will there be any tooling provided by the government for this project. Sometimes there is special tooling unique to the equipment provided by the manufacturer (Kohler for example) with the purchase of the generator sets.

Answer: The only tooling that will be provided by the Government is the breaker jack for the 13.8KV switchgear in Building 1011. This is used to lift and insert the transfer switch breakers into the gear frame.

Question: Page 45, Section 3.2 calls for the contractor to submit a PM program with the technical proposal. Additionally, Page 48, Section 3.4 calls for an Integrated Maintenance Program. Both of the sections indicate these are to be turned in with the proposal. However, on page 53, it indicates that both the Integrated Maintenance Plan and the Preventative Maintenance Program are to be submitted within 15 days after award. Please clarify the difference between an Integrated Maintenance Plan and a Preventative Maintenance Plan as stated in the PWS as well as clarify the timing of the submittal of these plans.

Answer: The Integrated Maintenance Plan takes into account the requirements external to the equipment being maintained. For example, ensuring that maintaining the generators also takes into account any effects to the transfer gear or the UPS system. It is a more holistic look at maintenance planning as opposed to maintenance schedules for each piece of listed equipment.

It can also include an emphasis on Reliability Centered Maintenance to provide a more effective and justifiable maintenance program.

Section F has been revised to indicate that the Integrated Maintenance Plan and the Preventative Maintenance plan are required to be submitted 15 days after award, only if changed.

Question: The CRUs are listed as optional pricing in the equipment list. However, in Section B of the pricing schedule it appears they are listed as part of the FFP pricing. Please clarify the listing indicating these are optional pricing items.

Answer: The CRUs are part of the FFP pricing. Attachment J-1502000-04_Equip_Inv- Rev_Amend0006 is provided to remove “Optional Bid Items” from the Title.

Question: Is the contractor responsible for any of the regulatory permitting requirements such as Air Emissions, etc.. Or, is this a government responsibility.

Answer: Air operating permits are handled by the Government. The contractor will be required to provide certain data upon request, such as generator run times, gas tank levels, etc.

Question: Are any of the HVAC systems operated off of a central control system like a Building Automation System (BAS). If so, can the government provide information on the type of system and equipment controlled from this system including the ability for remote monitoring access.

Answer: Though some of the systems are monitored by NASA's site EMCS, the equipment cannot be controlled from there. We do not have access to this system, but the award contractor POC information can be provided to EMCS for contact in the event that specific alarms set in the system go off. There is a local control system in Bldg 1011 that can be controlled and monitored only from the computer in the building.
