AMENDMENT 0004
The purpose of this Amendment is to answer the following bidder questions:
Question: Page 9 L.7. and page 27 item 2.8; These sections reference security clearances. Can the process for this be shared along with any costs associated with obtaining the required security clearances?
Answer: Upon award, the Government will assist the Contractor with completion of required base access forms. There are no costs associated with submittal of these forms. Obviously, the Contractor will be responsible for administrative efforts in completing the required forms.
Question: Page 30 item 2.8.3; Will there be any cost associated with the vehicle passes and employee badging requirements?
Answer: None, other than the administrative time it takes to complete them. No vehicle passes are required for Stennis – only employee badging.
Question: Page 4; IDIQ Item 003 Pricing requests a per hour rate however materials may be needed as well. Is the hour rate just to assist you with a budget number? If not are parts just being ignored per say here?
Answer: The fully burdened, per hour rate to be bid will be utilized for post-award negotiation of IDIQ Task Orders. Any associated/required material costs will be added to post-award IDIQ Task Order pricing, as appropriate.
Question: Requesting clarification on FFPS and the pricing provided and how they relate to IDIQ's, especially when looking at page 44 item number 3.1.
A. Please maybe elaborate on the process and provide some examples.
B. It appears that the IDIQ is for repairs, however item number 3.1 makes it seem we are to cover all repairs up to $3000. Please explain.
C. It is stated that we have a limit of liability (LOL) of up to $3000 per occurrence. Where are to "include" our estimated costs we will have to cover? Would we just factor these LOL type of jobs into our FFP prices provided?
Answer: The Central Energy Plant and all associated equipment are covered by the $3,000 Limit of Liability under the Firm Fixed Price requirements of the contract.
Example #1: If a repair requires $250 in parts and another $300 in labor on a valve in a chiller in the CEP yard, the vendor would cover all costs under the Firm Fixed Price requirements of the contract.
Example #2: If in one month, a valve had to be replaced at a total negotiated cost of $5,000, the Government would issue an IDIQ Task Order to cover the $2,000 above the LOL. If a different valve were to fail in the next month and negotiated costs for that repair totaled $5,000, we would pay the $2,000 (after LOL).
Example #3: If during the same month, two valves failed, the Government would pay only costs which exceed the $3,000 LOL.
The point is to avoid issuance of a Task Order for every little repair. In addition, the LOL does NOT apply to CRU or Disintegrator repairs. The Government will pay the full value for everything that is not simple PM related.
Solicitation Section C, 1502000, Paragraph 3.1 is revised to add: The LOL does not apply to Computer Room A/C Unit (CRU) repairs. When applicable, the LOL will not exceed $3,000 per month.
Paragraph 3.2.3 already states that the LOL does not apply to the Disintegrator.
Question: Page 46, Item 3.2.1.1; Will all of these units require seasonal shut down? This does not seem likely so please provide a list of which ones do get shut down seasonally.
Answer: This is a decision based upon the vendor's experience and knowledge of the weather conditions in this part of the country.
Question: Reference is made to an Integrated Maintenance Program. Can you provide a copy of the current IMP that the current vendor follows so that a baseline and general understanding can be realized to ensure what we create would be acceptable?
Answer: This is a document provided by the contractor/vendor based upon their best practices and procedures.
Question: Mention is made in addendum 2 to testing of breakers. Can the scope of work this is referring to be provided or reidentified as I don't recall seeing a scope.
Answer: We defer to the minimum recommended manufacturer's testing procedures
Question: Is there a scope of work for the generators and automatic transfer switches? For instance, I did not see anything detailing what frequency oil changes are to be performed.
Answer: We will require the minimum recommended manufacturer's maintenance procedures, along with the IMP processes developed by the vendor. The intent is to ensure no loss of service.
Question: I did not see a scope of work for the disintegrator.
Answer: See Solicitation Section C, 1502000, Paragraph 3.2.3, Industrial Paper Disintegration System.
Question: Is the base period for 1 year?
Answer: Yes
Question: Can you provide a serial number for the Whitaker Bros Paper Disintegrator?
Answer: Model: WHI310; Serial #: 5215; Type: CS
SECTION C - DESCRIPTIONS AND SPECIFICATIONS is revised:
3.1 Trouble Calls/
Service Calls
The Contractor shall perform trouble call work in a timely manner.
The Contractor will be totally responsible for all equipment under the IMP up to the Limit of Liability (LOL) of $3,000 labor and material cost per piece of equipment per occurrence except where noted. The LOL does not apply to Computer Room A/C Unit (CRU) repairs.
When applicable, the LOL will not exceed $3,000 per month.
If there is a repair or replacement of a piece of equipment required, the LOL of $3,000 will be deducted from the cost to the Government.
The Contractor shall receive trouble calls in accordance with the work reception requirements in Annex 2.
The Contractor shall schedule and perform trouble calls in a way that minimize disruptions to customers and Government operations.
The Contractor shall perform trouble calls to accomplish any work identified within the entire boundary of the installation and will include a wide variety of work.
The Contractor shall maintain sufficient materials and equipment on hand to support trouble call work requirements. Lack of availability of material or equipment will not relieve the Contractor from the requirement to complete trouble call work within the time limits specified.
The Government may combine multiple repair requirements received for the same trade in the same building or structure at the same time into one trouble call as long as the trouble call threshold is not exceeded.
FFP Service and Emergency Trouble calls costs shall not exceed $3,000 per occurrence.
The Contractor shall notify the KO upon identification that the trouble call will exceed the limit listed above in accordance with reporting requirements in Annex 2. IDIQ work may be issued for repairs exceeding the trouble call limit.
Service/trouble calls responded to within one hour of receipt of call.
Service/trouble calls completed within 48 hours of receipt of call.
Work is continued without interruption until emergent condition is mitigated.
Building equipments are restored to normal working condition, including recertification if applicable.
When repair is complete the Building equipment does not present danger to personnel or other equipment.
