About this file

This document is a sole source justification for a Navy contract requiring fifteen 100-foot shore power cable assemblies. The cable assemblies must include THOF-500E cables purchased from one of three qualified suppliers and Cooper Crouse Hinds connectors. The connectors are proprietary and required for compatibility with existing Navy equipment. The total value is redacted. The justification cites unusual and compelling urgency due to replacing end-of-life cables. The solicitation will be set aside for woman-owned small businesses and synopsized to identify interested sources. While no immediate plans exist to compete future requirements due to the proprietary connectors, the Navy will consider competition if alternative sources emerge.

b. Reason for Authority Cited:

The required cable assemblies are direct replacements for shore power cable assemblies nearing end of life. In order to ensure form, fit and function, replacement cables must be assembled in accordance with MIL-C-24368 using Cooper Crouse Hinds connectors X8998-1 and X8998-2.

The connectors, on these cable assemblies, are proprietary to Crouse Hinds Cooper and as such, no other connectors may be used. Failure to use correct connectors will cause serious damage to the ships electrical system, as they will not properly mate with the connector receptacles currently owned by the Government.

5. Efforts to Obtain Competition:

The Contracting Officer shall publish the notices required by FAR 5.201.

6. Actions to Increase Competition:

The proposed solicitation will be synopsized and solicited on the sam.gov website. Brand name only connectors are required for compatibility with connectors currently owned by the Government. One of the three vendors on QPL-915 can provide the cables portion of the assemblies.

An individual waiver of the Nonmanufacturer Rule (NMR) will be requested from the US Small Business Administration (SBA) in order to allow for the cables and connectors to be assembled and supplied by a small business.

7. Market Research:

Five small businesses were identified that have the ability to meet the needs of this requirement and are interested in submitting an offer. These sources were found through a sources sought posting on sam.gov, by contacting the manufacturers from the QPL for the THOF-500E Cable (QPL-915), google searches, sba.gov searches, and by looking at which vendors quoted on the previous contract.

8. Actions to Remove Barriers to Future Competition:

For the reasons set forth in Paragraph 4, NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NAVSUP FLCPS will assess whether competition for future requirements is feasible.

9. Any Other facts supporting the use of other than full and open competition:

Not Applicable.
