NAWCWD FY26 Long Range Acquisition Forecast Estimates

This document is a Naval Air Warfare Center Weapons Division (NAWCWD) long-range acquisition forecast listing 41 planned federal contract opportunities for fiscal years 2026-2029. The forecast includes estimated contract values ranging from less than $2 million to over $250 million, with anticipated procurement methods including competitive and sole-source awards. Contract types are predominantly cost-reimbursement and fixed-price arrangements, structured as single-award and multiple-award indefinite-delivery indefinite-quantity (IDIQ) contracts. Key solicitation activities are scheduled across quarters in FY 2026 through FY 2028, with award decisions anticipated through FY 2029. Notable requirements include Engineering Support Services VIII (>$100M-<$250M, small business set-aside), F/A-18 Sensor System Support (>$250M-<$1B, sole-source), and Range Instrumentation (>$100M-<$250M, sole-source). Incumbent contractors include Raytheon Company, Northrop Grumman Systems Corporation, New Directions Technologies, Inc., and BAE Systems. Places of performance are primarily China Lake, CA and Point Mugu, CA, with some requirements at other locations including Springfield, VA, Milford, OH, and Chantilly, VA.

The acquisition forecast addresses research and development, sustainment, and operational support across multiple mission areas including cyber risk assessment, weapons systems integration, F-35 mission planning, electronic warfare, air combat systems, and range instrumentation. Personnel and facilities clearances required range from none to top secret levels. Small business set-asides are designated for multiple requirements, and one requirement (Blue Water Instrumentation) is planned as an 8(a) sole-source award to a Native Hawaiian Organization-owned firm. The forecast disclaims that all information is subject to modification and is non-binding, with more specific information to be published through sam.gov upon solicitation release. Contracting points of contact are identified for each requirement, with primary offices located in NAWCWD China Lake and NAWCWD Point Mugu.
