About this file

This is a Statement of Work (SOW) for the procurement of one Excalibur 3U XEON6 DP AC Rugged Server by the Naval Air Weapons Center Weapons Division (NAWCWD) at China Lake. The solicitation number is N68936-26-RFPREQ-D550000/E550000-0379. This is a pre-solicitation notice issued for market research purposes only and is not a formal request for quote or proposal. Interested firms must submit written responses demonstrating their capability to fulfill the requirement by the deadline of 15 days after publication. Responses should include a capability statement that clearly outlines the firm's experience, assets, background, and ability to perform the work while maintaining quality, accuracy, reliability, and schedule compliance.

Prospective contractors must be registered in the System for Award Management (SAM) database and satisfy specific compliance requirements to be considered. Contractors requiring access to Controlled Unclassified Information (CUI) must be certified through Defense Logistics Information Services (DLIS), with a single designated point of contact per CAGE code listed as the Data Custodian on the DD 2345 form, approved by the Defense Logistics Agency (DLA). A Cyber Maturity Model Certification (CMMC) Level 1 (FCI Self) is anticipated for this requirement; interested firms may submit alternative CMMC Level recommendations with supporting rationale. The procuring agency is the Department of the Navy Naval Air Systems Command Naval Air Warfare Center.

STATEMENT OF WORK AND TECHNICAL SPECIFICATIONS

FOR 3U RUGGEDIZED SERVER PROCUREMENT

Distribution Statement A. Approved for public release: distribution is unlimited.

1.0 SCOPE

This Statement of Work (SOW) details the minimum technical requirements, environmental tolerances, security configurations, and salient characteristics for the procurement of a 3U, ruggedized server.

This requirement is for the procurement of hardware and integrated system firmware/software only (specifically including the system diagnostics and monitoring module). No physical installation, on-site integration, or ongoing labor services are included or required under this contract. The resulting award will be a Firm-Fixed-Price (FFP) contract.

2.0 HARDWARE SPECIFICATIONS (SALIENT CHARACTERISTICS)

To be considered for award, the vendor’s proposed hardware solution must meet or exceed the following technical specifications:

Chassis Form Factor: 3U Ruggedized Server Chassis with a maximum depth of 31 inches.

Processors (CPU): Two (2) 32 Core, 3.8GHzProcessors with 144 MB cache and 350W max power consumption each.

Memory (RAM): 384GB Total DDR5 6400 MHz RDIMM.

Storage Capacity: Four (4) or more U.2 SSD 2.5-inch NVMe drives totaling 488TB.

Security Requirement: Drives must be strictly FIPS 140-3 compliant.

Graphics Processing Units (GPU): Two (2) RTX PRO 6000 Max-Q Blackwell architecture GPUs with 96GB DDR7 RAM.

Removable Storage Bays: Minimum of six (6) 2.5-inch removable drive bays.

Power Supply Unit (PSU): Two (2) 1600W Load Balancing Power Supplies (CRPS) with 120V NEMA 5-15P inputs.

Wireless Capability Exclusion (Mandatory): The system must not include any integrated or built-in wireless capabilities. There shall be no Wi-Fi, Bluetooth, or Near Field Communication (NFC) hardware, transmitters, chips, or antennas installed in the chassis or on the motherboard, as the system will reside as a standalone asset in a secure physical space.

3.0 ENVIRONMENTAL AND LIFE-CYCLE SPECIFICATIONS

The hardware must be tested and certified by the OEM to meet or exceed the following environmental and operational durability thresholds:

Operating Temperature Range: -5°C up to 55°C.

Non-Operating (Storage) Temperature Range: -25°C up to 65°C.

Operating Humidity: 5% to 95% (non-condensing).

Operating Shock Resistance: Must withstand 30G / 11ms sawtooth shock, 2 pulses minimum per direction along each of the three mutually perpendicular axes (12 total shock pulses).

Operating Vibration Tolerance: Must withstand 5Grms, 5–2000Hz, for a minimum duration of 1 hour per axis.

Standard Lifecycle Support: The system design and component parts must offer a planned standard hardware availability and support lifecycle of 5 to 7 years from the date of award.

4.0 THERMAL MANAGEMENT AND COOLING REQUIREMENTS

Due to the high-density compute, high power draw, and graphical processing capabilities of this system, internal thermal management is a critical performance factor.

Cooling Design: The vendor's proposed hardware solution must be explicitly engineered with proper cooling and thermal management to support the continuous operation of the fully populated system (including dual high-wattage CPUs, dual enterprise GPUs, and dense NVMe storage array) under peak workloads without thermal throttling.

Vendor Validation: The vendor must certify that the internal layout, fan configuration, heat sinks, and chassis airflow are sufficient to maintain safe operating temperatures for all internal components across the full operating temperature range (-5°C to 55°C). The Government reserves the right to request thermal design documentation or testing validation prior to award.

5.0 DIAGNOSTIC & MONITORING FIRMWARE MODULE

The hardware solution must include an integrated, low-overhead hardware diagnostics and asset management firmware module (equivalent to DC Assure Digital Service Evaluation). This module must perform the following functionalities and adhere to strict security configurations:

Platform Compatibility: Must be fully compatible with Windows and Linux operating systems.

Real-Time Telemetry Monitoring: Provide real-time monitoring of system hardware vital signs, including thermal sensors, fan speeds, power draw, and voltage levels.

Hardware Asset Management: Provide automatic hardware asset management and inventory auditing capabilities. System must be able to detect changes in hardware and log potential hardware tampering events.

System Readiness: Offer continuous system readiness reporting and preventative maintenance health indicators.

On-Demand Diagnostics: Enable administrators to launch on-demand diagnostics.

Local Management Interface: Feature a local Graphical User Interface (GUI) with a customizable dashboard.

Customer Facing API: Provide a local, customer-facing API to facilitate integration with localized administrative scripts or security monitoring consoles.

Strict Security Conformance (No Callback): All telemetry, diagnostics, and management features of this module must operate strictly locally and in-band. The firmware/software must not connect to external networks, perform automated internet-based license validations, transmit diagnostic analytics to the vendor, or possess any "phone-home" or remote callback capabilities.

6.0 DOD SECURITY & SUPPLY CHAIN COMPLIANCE

Trade Agreements Act (TAA) Compliance: All offered hardware components, including but not limited to the motherboard, processor, memory, storage, graphics processors, power supplies, and chassis, must be fully TAA compliant (19 U.S.C. § 2501, et seq.). The vendor must provide documented TAA certification/compliance details for all system components with their proposal.

System BIOS Security and Telemetry Restrictions: The system BIOS and device firmware must be strictly secure. The BIOS/firmware must not contain any built-in telemetry, diagnostic reporting, background data collection, or automatic update functionality , for external callback capabilities. All configuration and update paths must remain entirely manual and exclusively under local administrative control.

7.0 WARRANTY

Hardware Warranty: The vendor shall provide a minimum of a one (1) year standard Original Equipment Manufacturer (OEM) warranty covering all provided hardware components against defects in materials and workmanship.

8.0 DELIVERY

All hardware shall be delivered FOB Destination.

Delivery dates and locations will be specified in the final contract award document.
