About this file

This is a Questions and Answers document for a Naval fiber optic cabling and installation solicitation at Point Mugu, California (Building B65, Point Mugu CA 93042). The Q&A clarifies technical specifications and project requirements for offerors responding to solicitation N6893626Q5200, issued by the Department of the Navy Naval Air Warfare Center Weapons Division.

Key technical specifications clarified include: fiber cable routes totaling approximately 31,200 linear feet (including 1,000 feet of 24-fiber OS2 backbone, 30,000 feet of 8-fiber OM3 horizontal runs in green and red, 200 feet of inter-cabinet 12-fiber cables, and 1,000 feet of 100-pair copper telephone tie cable); 53 workstation locations requiring 8-fiber green and 8-fiber red terminations at each drop; Corning adapter panels (44 units of CCH-CP12-AF and 36 units of CCH-CP12-DC) using LC UPC connectors for both OS2 and OM3 fiber types; a Chatsworth custom cabinet (model TSZ1056524) equipped with specified PDUs and APC UPS components; approximately 30 feet of 12-inch Eaton cable tray suspended from ceiling; 10-20 fire sleeves for CMU and gypsum wallboard penetrations; grounding locations within 300 feet of new cabinets; and electrical extension of 50 feet from existing 120V power. The government confirmed it cannot provide electronic drawings or site photographs due to funding constraints and will furnish drop-ID labeling conventions after award. All fiber testing must comply with TIA-568.1, TIA-568.2, TIA-568.3 standards with equipment conforming to TIA-1152, including attenuation measurements on factory reels. The project deadline requires complete installation, testing, closeout, and government acceptance by September 30, 2026, with the question cutoff dated September 2, 2026.

QUESTION

ANSWER

1.Drawings: Please provide the drawings referenced in SOW Items 12 and 13, including floor plans, cable routes, workstation/drop locations, telecom-room locations and pathway routing.
We cannot provide electronic copies of drawings.
2.Actual work location: Please confirm the exact building number and work address. The SAM notice identifies the procurement with China Lake, while the solicitation's inspection/delivery information identifies Point Mugu/NBVC.
B65, Point Mugu CA 93042
3.Cable lengths/routes: Please provide route distances for the 24F OS2 backbone, the 106 horizontal 8F OM3 runs, both inter-cabinet 12F cables, and the 100-pair telephone tie cable.
(1) 24F OS2: 1,000 FT

(106) 8F: 15,000 FT green

(106) 8F: 15,000 FT red

(1) 12F OM3: 100 FT

(1) 12F OS2: 100 FT

(1) 100-pair: 1,000 FT

4.Workstation fiber configuration: Please confirm the intended fiber count at each workstation. The SOW specifies an 8F green and 8F red cable at the drops, but the specified 212 duplex LC adapters across 106 MOS boxes appear to accommodate only four fibers per box.
The SOW is written correctly. 8F green and 8F red terminated at each workstation. 53 locations. Review the materials list carefully.
5.Corning adapter panels: Please provide exact part numbers, LC UPC/APC configuration, OS2/OM3 requirements, red/green quantities and cabinet allocation for the 80 shuttered 12F panels.
1.Can cassettes be used instead of adapter plates?
2.Are the connectors LC UPC for OS2 and LC APC for OM3?
(44) CCH-CP12-AF

(36) CCH-CP12-DC

1) Corning Cassettes can be used instead of Corning adapter plates as long as they’re colored the same as the requested configuration.

2) LC UPC for both OS2 and OM3

6.Fiber termination method: Please confirm whether the backbone and horizontal fiber is to be factory terminated, fusion-spliced to pigtails/cassettes, or terminated using field-installable connectors.
All listed methods are technically acceptable.
7.Chatsworth custom cabinets: Please provide the configuration/drawing for TSZEC1056524, including dimensions, bay configuration, process-power components, cable management and accessories.
We cannot provide electronic copies of drawings.

TSZ1056524 cabinet with PDUs E0-1002-C and APC UPS with battery pack: SMX3KR2UNCX145 & SMX120RMBP2U. Rails and cable management need to be installed and adjusted to the correct locations. PDUs and UPS hardware shall be installed per design, furnished after award. Cabinet shall be installed per manufacturer specifications for load and grounded per manufacturer specifications and guidelines contained in the SOW. Contractor to provide any necessary materials in order to accomplish final fit and fabrication of cabinet materials.

8.Life-safety box: Please confirm whether “GFCI” in Item 2 means Government Furnished/Contractor Installed. If contractor-furnished, please provide manufacturer/model and installation requirements.
Government Furnished/Contractor Installed
9.Electrical work: Please provide the approximate distance and source circuit for extending the existing 120V power.
50 FT
10.Eaton basket tray: Please provide tray size, route, footage, elevation, fittings/supports and penetrations—or confirm whether existing tray is intended to be used. The SOW establishes Eaton as the required tray manufacturer but doesn't give us enough quantity information.
No more than 30 FT of 12”, suspended from ceiling above cabinets.
11.Fire sleeves: Please identify the anticipated quantity, locations and wall construction for the required 2-inch fire sleeves/penetrations. The SOW currently says only “as needed.”
10-20 fire sleeves, combination of CMU and gypsum wallboard, throughout project
12.Grounding: Please identify the available TGB/dedicated grounding locations and approximate bonding distances in Room 146E and the MPOE.
Approximate ground location within 300 FT of new cabinets.
13.Site visit: Will an escorted pre-quote site visit be available before the September 2 question deadline? If not, can the Government provide site photographs and marked-up floor plans?
Due to funding constraints, we do not have time to offer a site visit. We cannot provide electronic copies of drawings and, in this case, site photographs
14.Schedule: Does September 30 require installation, testing, closeout and Government acceptance to be complete? Also, will schedule relief be available if the custom Chatsworth cabinets cannot be delivered within the stated period? The solicitation currently shows September 9–30 for both CLINs.
Yes.
15.Testing: Please identify the required fiber testing, and the acceptance test required for the 100-pair copper cable.
Perform telecommunications cabling inspection, verification, and

performance tests in accordance with TIA-568.1, TIA-568.2, TIA-568.3.

Test equipment shall conform to TIA-1152. Perform optical fiber field inspection tests via attenuation measurements on factory reels and provide results along with manufacturer certification for factory reel tests.

Remove failed cable reels from project site upon attenuation test failure.

16.Labeling: Please provide the Government drop-ID/labeling convention or confirm that it will be furnished after award.
Will be furnished after award.
17.Existing conditions/demolition: Please confirm whether any existing cabinets, cable, pathway, or equipment must be removed, relocated or protected.
There should not be any existing cabinets or cable, pathway or equipment to remove or relocate. You must however protect all existing floors, cabinets, cables, penetrations, enclosures, and applicable work spaces appropriately.
18. SOW #1 - Will the two cabinets be placed next to each other?
Within 10’ of each other
19. SOW #6 – What is the length of the cable (including desired service loops)?
Estimated information provided above. At least 10’ service loop on each end.
20. SOW #10 – How many of the colored adapter panels should be red, how many should be green?
Information provided above.
21. SOW #12 – How long should the green cables be?
Information provided above.
22. SOW #13 – How long should the red cables be?
Information provided above.
23. SOW #15 – Is (212 each) half red and half green inserts acceptable?
You need to make that determination based on the SOW and the provided information.
24. SOW #16 – How long should the tie cable be?
Information provided above.
25. Is there a diagram to reference (alluded to in #12) for all the lengths/placements?
We cannot provide electronic copies of drawings.
