Contract Summary
This document is a Blanket Purchase Agreement (BPA) Solicitation/Contract issued by the Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake, California, under solicitation number N6893627Q0007, issued October 13, 2026, with an offer due date of October 26, 2026, at 04:00 PM Pacific Time. The procurement is set aside 100% for Women-Owned Small Businesses (WOSBs) with a NAICS code 333517 and a size standard of 500 employees. The contract employs the Method of Solicitation as a Request for Quote (RFQ).
The BPA establishes a master agreement with a maximum dollar limit of $9,000,000 over a 60-month period for the supply and delivery of machine tooling equipment and manufacturing services. Individual orders under the BPA will not exceed $25,000 and are subject to the purchasing officer's warrant level, with delivery terms normally FOB Destination. The procurement is a rated order under the Defense Priorities and Allocations System (DPAS) with rating DO-C9. Section B contains an extensive list of over 200 specific equipment items including CNC machines, mills, lathes, inspection systems, 3D printers, welding equipment, coating machines, and various testing and processing equipment. Pricing will be as low as, or lower than, the vendor's most favored customer rates. RFQs under $25,000 will be paid by Government Purchase Card (GPC), while RFQs exceeding $25,000 will require a Purchase Order (SF 1449) with Wide Area Workflow (WAWF) payment instructions. The contractor must maintain active registration in the System for Award Management (SAM) and comply with comprehensive federal acquisition requirements, including export control provisions, small business subcontracting requirements, and various defense-related compliance regulations.

TERMS AND CONDITIONS
I. DESCRIPTION OF AGREEMENT:
Under this Blanket Purchase Agreement (BPA), the vendor agrees to deliver supplies in accordance with the terms outlined in the order.
II. ORDERING PROCEDURES:
Request for Quotes (RFQs) estimated < $25,000 will be issued by the Ordering Officer and paid by Government Purchase Card (GPC). RFQs estimated > $25,000 will be issued by the Contract Specialist and a Purchase Order (SF 1449) will be issued with Wide Area Workflow (WAWF) payment instructions.
The Government User will initiate the RFQ and will be sent via email through the web tool. The vendor has one
(1) business date (or alternate time if specified in the RFQ) to submit its offer. The Government User will evaluate the responses received to ensure that they conform to the request submitted and will award to the lowest priced offer received unless the RFQ states that award to other than the lowest priced offer will be considered. Evaluation terms will be specified in the RFQ/solicitation.
NOTE: Placement of an order to any offeror other than the low offeror will require approval by the Contracting Officer prior to placing the order.
When an order is placed, the Government User will notify the successful vendor and provide their Government Purchase Card (GPC) or the written Purchase Order inclusive of WAWF payment information at that time. The Government Purchase Card (GPC) will be used as the method of payment for all orders placed under this BPA under $25,000.00.
When the GPC is the form of payment, the Material Receiving and Inspection Report, Form DD250, must be signed/approved by the Government prior to the Vendor placing any charges against the GPC. The vendor must submit a detailed invoice to the P-Card user in addition to the DD250.
The invoice should contain, at a minimum:
a) Description of what was purchased
b) Quantity
c) Unit price and extended price of items
d) Name of supplier
e) BPA number
f) Date of purchase
g) Purchase number
h) Date of delivery Upon approval of the DD250, the P-Card user will send the vendor a copy of the signed DD250. At that point, the vendor can submit their charges against the P-Card. The DD250 is needed for acceptance, and the invoice is required for payment.
III. EXTENT OF OBLIGATIONS:
The Government is obligated under this BPA only to the extent of authorized orders placed against this agreement in accordance with the established BPA limits, by authorized individuals holding a valid warrant at NAWCWD China Lake. The term of this BPA is 60 months.

The shipment shall be delivered to the designated site as the Government will not assume any further shipping charges, nor will payment be rendered for any shipments not received and signed for at the designated site.
Please note that failure to properly mark the items for shipment with the proper address and MARK FOR individual may result in the acceptance of the shipment being delayed, which will delay the contractors ability to invoice for the shipment and receive payment.
When it is in the best interest of the Government, direct pick up of material from the vendors place of business may be authorized. However, under such circumstances, the contractor shall be advised to release the material only to a designated representative of the ordering activity that has the BPA contract and order number.
