Industry Questions and Government Answers
Responses to the following questions have resulted in two minor modifications to the PWS: an update to the pressure limits of the 2200C furnace from 10^-5 to 10^-3, and an update to the power allowance from 60kVA to up to 250kVA.
The Government does not plan to answer any further questions. The Government encourages all offerors to submit their best terms in response to this RFQ by the required deadline.
Industry Question 1: 60 kVA Maximum Power Requirement
The PWS requires the complete furnace suite to operate at 480V, 3-phase, 60 Hz and not exceed 60 kVA. Based on historical experience, a furnace with a minimum 12" 12" 12" usable chamber capable of 2200C typically requires substantially more than 60 kVA.
Could you please confirm whether the 60 kVA maximum is an absolute requirement, particularly for the 2200C furnace?
If it cannot be increased, would the customer consider either:
1) a smaller chamber size,
2) a lower maximum operating temperature, or
3) another configuration that reduces the electrical load?
Government Answer 1: We require the chamber sizes and maximum operating temperatures as noted in the PWS to fit specific parts and conditions.
However, we have reassessed our available power supply panels and can accommodate power requirements of 480V, 3 phase, 60Hz, and up to 250
. The PWS has been updated accordingly.kVA
Q2: Separate Furnaces / Separate Power Supplies
Would the customer accept two standalone furnace systems with independent power supplies and controls, while utilizing a shared/switchable cooling system, instead of a common power supply and switching arrangement? Only one furnace would be operated at a time.
A2: As specified in PWS 2.1.1 and 2.1.22, we require that the combination cabinet(s) be combined or stacked. It must be capable of being switched to operate one furnace or the other. Please note in PWS 2.1.22 we do allow for multiples on the power supply(ies), programmable logic controller(s), and touch screen HMI control system(s) within the combined or stacked combination cabinet.
Q3: Alternative Single-Chamber Configuration
Would the customer consider a single furnace chamber with interchangeable refractory-metal and graphite hot zones, provided the offered configuration can meet the required temperature ranges, part-size requirements, vacuum capability, atmosphere control, and other performance requirements?
Or are two physically separate furnace chambers and two separate vacuum systems mandatory?
A3: As specified in PWS 2.1.1, we do require 2 furnace chambers and 2 vacuum systems. These shall be separate items within the suite. A configuration that uses a single chamber with interchangeable hot zones will not meet our performance requirements.
N6893626Q51410001
Q4: Loading Platform / Drawer Requirement
For a front-loading furnace, is the full-extension drawer/platform specifically required, or would the customer consider a conventional front-loading furnace design where the workpiece is manually placed into the furnace chamber using an appropriate hearth/loading fixture?
A4: As specified in PWS 2.1.7, we require the front-loading configuration to have an integrated platform on drawer glides to accommodate placing /removing a sample on the chamber hearth work without the operator having to reach into the chamber. If a vendor has a mechanism different from drawer glides on a front-loading chamber that accomplishes loading/unloading the sample from the chamber without the operator needing to reach into the chamber, that may be considered to meet the requirement, provided it also meets other chamber requirements, including the stability as specified in PWS 2.1.8.
Q5: Vacuum Requirement for 2200C Graphite Furnace
Please confirm whether the 10^-5 Torr vacuum capability must be maintained for both furnace chambers across their full operating temperature ranges, including the 2200C graphite furnace.
Would an alternative high-vacuum pumping configuration be acceptable provided the specified 10^-5 Torr performance is achieved?
A5: We have not specified what type of elements should be used in either furnace chamber. However, upon further review, we recognize that some typical systems for 2200C furnace chambers have multiple factors affecting the possible vacuum range that can be safely held during heating operations. Our application requires at least remaining in the high vacuum range, so for the 2200C furnace, we will accept a vacuum pump system that can pump the chamber to and hold at least torr during full heating operations. PWS 2.1.12 and 2.1.17 has been updated accordingly.10^-3
Q6: NRTL Certification
Would UL certification/approval performed through an NRTL satisfy the electrical certification requirement in Section 2.2.3, provided the completed system also complies with the applicable NFPA 70, 79, and 86 requirements?
A6: Yes, UL is on the list of currently recognized NRTLs.
Q7: Due to the custom nature of the furnace design and the amount of engineering required to come up with pricing, this would require an Engineering Contract for the design and this would cost in the neighborhood of $100,000 to $150,000.00 to come up with a preliminary design information and price quotation.
A7: During our market research and sources sought phases, we received input from market vendors that the requirements as stated in our PWS were possible and we have received multiple preliminary designs as market research at no cost. No costs will be reimbursed prior to the selection of an awardee. CLIN 0001 of this effort is for the Engineering Design Package to be fully developed, and the quoted price shall be included in an offeror's initial quote.
Q8: Example drawings have been provided.
A8: We note that in at least one drawing reference, service requirements list Burner Pilot Gas: Propane. The PWS specifies in 4.2 that we will provide electricity, water, inert gas (specified as argon and nitrogen in 2.1.14), and compressed air. We cannot provide natural gas, steam, or propane.

Performance Work Statement (PWS) for
High Temperature, Controlled Atmosphere Furnace Suite
1.0 Background
The Composites Engineering Laboratory at Naval Air Warfare Center Weapons Division (NAWCWD) China Lake designs, prototypes, and fabricates composite structures using a variety of methods, striving to remain on the cutting edge of composite materials innovation, new application design, and system prototyping capabilities. Many high temperature, extreme environment materials require heat treatment under careful, fine control of chamber temperature and atmosphere. Different furnace designs are suitable for certain materials processing requirements. Factors such as chamber size and shape, materials used in furnace construction and insulation, power supplies, cooling systems, and furnace element type all influence the final capability of each furnace. The furnace suite features specified in this PWS will fulfill materials processing needs for high temperature composite materials, enabling novel material research and development (R&D), particularly for efforts to develop ceramic and metal composites materials suitable for hypersonic radomes, nozzles, leading edges, and other components. These furnaces are critical material processing tools for the workflow of prototyping additive manufacturing (AM) parts made of ceramic and metal composites. AM material development enables more efficient use of materials, greater capability to test small batches of research materials reducing initial risk, decreased environmental impact through reduced material waste, more complex geometry potential and more consistent composite part production due to AM layer-by-layer build process, and increased potential to successfully transition developed R&D materials and processing methods from lab scale to full scale production.
1.1 Scope
NAWCWD intends to procure a suite of high temperature, controlled atmosphere furnaces in support of current and future capability for metal and ceramic-based composite materials research, development, testing, processing, and production. The furnaces will heat treat metal and ceramic composite test articles and small- to mid-scale proof of concept parts. The Composites Lab routinely prototypes parts of different composite materials and requires high temperature, controlled atmosphere furnaces within its laboratory workflow.
