About this file

This document is a draft Statement of Work (SOW) for the development of low-temperature capable advanced internal insulation for solid rocket motors. The key requirements include:

The contractor shall explore, develop, and test various alternative formulations of thermal insulation materials that meet specific properties such as withstanding temperatures from -65 to 5,000 degrees Fahrenheit, having a maximum tensile strength over 500 PSI, and an elongation capacity greater than 30%. The contractor will provide samples of the materials at the end of each phase for government testing and evaluation. The contract is divided into three phases over 18 months, with the contractor required to revise the formulations based on the government's feedback. The final report at the end of Phase 3 will summarize the mechanical, thermal, and ablation properties of the insulation material.

This draft SOW is attached to a pre-solicitation notice for the associated federal contract opportunity. The anticipated final RFP release is in the first quarter of fiscal year 2025, with an estimated award in the second quarter of fiscal year 2025. The government is conducting market research and inviting feedback on the draft SOW from interested parties.

Statement of Work (SOW) For Rubber Insulation

1. Scope:

This Statement of Work (SOW) supports the Naval Air Warfare Center Weapon Division (NAWCWD) Propulsion and Energetics Division, Code D556000, to research and develop low temperature capable advanced internal insulation for solid rocket motors. Traditional solid rocket motor insulation rubbers may not be suitable for operation at temperatures below -40° Fahrenheit. The intent of this SOW is to develop alternative insulation materials that improve low temperature mechanical properties without significantly reducing thermal insulation performance.
