QUESTIONS & ANSWERS:
Question 1:
I have a non-technical question related to the above RFQ. In section: 52.212-1 INSTRUCTIONS TO OFFERORS (page 18) – subsection “submission of offers” subsection (8) indicates that a completed copy of FAR 52.212-3 has to be completed and submitted with the offer. We are fully registered and up to date within the SAM system, are we therefore required to complete another copy of the FAR and submit it? That FAR does state that if we are up to date, only section (b) needs to be completed, within this section we have electronically completed all the sections within our SAM registration.
I am therefore a little confused as to what we are expected to submit. Any clarification you can provide is very much appreciated.

Please see the highlighted area below, by submitting your proposal you are certifying the accuracy and completeness of what you have submitted in SAM is current within the last 12 months:
Per FAR 52.212-3(b)(2), “the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.”
