QUESTIONS & ANSWERS

The purpose of this amendment is to post potential offeror’s questions and provide the Government’s responses, and to extend the proposal submission deadline to 31 January 2023, as shown herein.

Amendment 0001 Questions & Answers- N6893622R0039

Q1. Is this to replace a previous supplier? The reason I ask is that the 3U VME form factor called out in the specs is a legacy standard and the military/defense market has moved on to 3U VPX, MOSA/SOSA, etc. for new designs. If a 3U VME assembly is required, we could look at possibly repackaging an existing product to meet your spec.

A1. Both variants of the ISRFS are LEGACY components; therefore, the 3U VME functionality and form factor is required.

Q2. In order to utilize Industrial grade QFN devices (DAC, ADC and FPGA..) that are rated to 85 deg C, the Acceptance Operating Temperature according to section 3.6.3.2.1 needs to be between 65-70 deg C. instead of 85 deg C. (we estimate 15-20 deg C temperature rise from ambient to inside components). We also notice that MTBF has been specified at 50 deg C. Using COTS Industrial grade components could provide much better cost SWAP solution compared to ceramic/ high temperature devices. Could Acceptance Operating Temperature according to section 3.6.3.2.1 modified?

A2. These legacy components are installed internal to a 7 slot VME Chassis. The thermal model shows airflow over the top of the ISRs averaging about 80C. The VME Chassis baseplate (where the ISRFS mounts) is actually a bit warmer, averaging around 85C. Therefore, we are unable to lower the acceptance operating temperature range in section 3.6.3.2.1.

Q3. For the KA-Band ISRFS, the outline drawing has the VME Address lines and Data lines as Not Used. However, the specification calls on using the VME bus in case of a calibration requirement (3.2.15). In contrast for the L-Band, the data and address lines are specified in the outline drawing.

A3. The outline drawing for the KA-Band ISRFS is incorrect. The VME Address and Data lines may potentially be used; therefore, the “not used” label should be removed. Drawing will be corrected.

The Government expects to post an amendment with the updated drawing for the KA-Band ISRFS mid-January 2023.
