About this file

This document contains a template cost summary spreadsheet and instructions for its completion by offerors responding to solicitation N6893622R0017. The solicitation is for development, modification, sustainment, and enhancement of web-based, fully integrated programmatic support applications and tools for the F/A-18 and EA-18G Integrated Product Team software management information system at the Naval Air Systems Command Naval Air Warfare Center. Offerors are instructed to provide labor categories, rates, and hours by period of performance using the template, along with subcontractor costs and the prime contractor's indirect rates and fee structure. The template also requires a breakdown of proposed costs by CLIN and provides rate composites for each labor category by year. Responses to the solicitation must be submitted electronically through the Procurement Integrated Enterprise Environment portal by the deadline specified in Section L.

Composite Rate Worksheet:
In Columns B-F, Enter the Annual Fully Burdened (less fee) Labor rate proposed for the applicable performance period (e.g. Year_#) for each Labor Category by linking back to the applicable performance period direct and indirect rates. This should be a composite rate for all individuals to be charged within a given labor rate. This formula should show the Government how a Prime develops its fully burdened (less fee) composite labor rates in accordance with its disclosure statement so that the Government has a full understanding of how fully burdened (less fee) composite rates were developed. The Government should be able to trace this formula back for each labor category for each period of performance. Offerors are expected to use a similar formula demonstrating how indirect rates are applied to each direct labor rate in order to formulate a fully burdened (less fee) composite rate. Numbers should reflect U.S. Dollar format $###.## rounded to the nearest cent. Annual Fully Burdened (less fee) Composite Labor shall include fringe, overhead, and G&A on total cost, but should not include fixed fee or Fully Burdened Other Direct Costs (ODCs) such as Materials, Travel, and Cost of Money costs. The offeror shall propose only one composite labor rate for each category for each year of the contract.

In Section B, however, prime offeror fee on subcontractor price is a fee element rather than a cost element. Prime offeror fee on subcontractor price should be included in the fee column (rather than the cost column) of Section B.
