TTS Draft PWS Industry Comments & Gov't Responses

1Level of Effort: Is the 615,574 number hours or dollars?The 615,574 are the projected hours.
2Multiple Award: TTS was issued as a single award for the period 2010-2015 and called TARIF; it was reissued for the period 2016-2021 as a single award and called T4S. TTS will be a MAC IDIQ effort. How will the previously defined single-award effort be broken out under a MAC IDIQ contract?The requirements have matured and thus a MAC is the appropriate strategy. As such, orders will be competed based on incoming requirements.
3General Scope: The PWS describes both labor hours and hardware procurement/development tasks. From PWS 1.2 General Scope: “The requirement is to provide research/development, upgrade, sustainment, engineering, integration, testing, and cybersecurity, with the systems listed in Appendix A. In addition, TTS is responsible for the acquisition of spare parts and auxiliary hardware that includes EW, training systems, subsystems and upgrades to Ranges infrastructure required for the operation of threat systems and aircrew training systems. “ The fee structure will be different for both, with parts/hardware procurement much less profitable for a contractor. How much of this effort will involve acquisition of spare parts and auxiliary hardware?Based on current knowledge we project that 20-30% of the orders will support spares and auxiliary hardware.
4T4S Spend Rate: It appears that the spend rate of the current T4S contract with Jacobs is approximately one half of the rate needed to meet the $427M ceiling. Can you provide an explanation for this?During execution, actual requirements were found to be less than the original projections. Which is not uncommon in an IDIQ scenario.
5Will the Government explain its intent for how the work will be distributed across Task Orders (TO) on the multiple award contract (MAC)?As requirements arise, orders will be competed individually.
6Is it the Government’s intent that Offerors must bid on the entire MAC scope in order to be considered for an award on the MAC, or will the Government structure the solicitation scope to allow Offerors to bid on pools or types of requirements?The Government will consider contractors capable of meeting portions of the requirements.
7Industry’s approach to teaming strategy differs considering single award versus multiple award contracts. Considering the shift from single award to multiple award contract, will the government be willing to outline its intent in regard to teaming and subcontracting prior to release of the Draft RFP so that offerors have time to build the most effective teaming solution to meet the Government’s requirements?Teaming agreements are unnecessary at the IDIQ award since even contractors that are only partially capable will be considered. Contractors can propose teaming agreements at the order level in response to actual efforts.
• Small Business requirements?Large businesses will be required to provide a small business plan in accordance with the RFP. Additionally, small business set asides will considered at the order level.
• Task order level versus contract level requirements?Requirements will be articulated broadly at the Basic level, however finite requirements will be issued through task and or delivery orders.
• Teaming requirements/restrictions based on TO level versus contract level?Teaming agreements will only be evaluated based on actual capabilities at the Task/Delivery Order level.
8Will teaming at the MAC level restrict subsequent teaming for TOs?No. Teaming agreements will be evaluated at either the contract level and the Task/Delivery order level.
9What is the anticipated breakout between labor hours and material on the contract? Will this be roughly the same on each task order, or could they be significantly different?In execution specific expenditures will vary based on each individual requirement.
10Since the TTS contract has changed to a multiple award from the previous single award T4S contract, can you provide a roadmap as to how the Government anticipates breaking out the task orders?At this time the Gov't cannot provide a roadmap, because each order will vary based on fiscal year requirements.
11Given that the Government expects the contract to be a MAC, does the Government anticipate evaluation criteria that acknowledge the value of selecting contractors that are highly skilled in selected PWS tasks, or does the Government expect that all winning contractors will be required to show skills and past performance across the entire PWS?As stated previously, the Government will consider contractors capable of meeting portions of the requirements.
12In order to allow for a clearer understanding of the requirement, will the Gov’t consider releasing a full DRAFT RFP in order to enable competition?Although we would like to release a DRAFT Solicitation, prior to the official solicitation, actual solicitation development timelines may or may not allow sufficient time.
13Can the Government estimate the numbers and magnitude of the Task Orders they expect to be issued annually on this MAC? Do you expect the awards to include a large number of small TOs or a small number of large TOs?At this time, the Government cannot anticipate annual requirements as they vary from FY to FY based on Range and Program requirements.
14Does the Government expect to require key personnel at the contract level or will key personnel requirements be issued at the TO level?All personnel must meet the minimum labor category requirements of the MAC contract, however Key Personnel will be specified at the Task Order Level when necessary.
15Will contract awardees be able to add teammates after award to respond to individual TO Requests for Proposals (RFPs)?Teaming agreements are unnecessary at the IDIQ award since even contractors that are only partially capable will be considered. Contractors can propose teaming agreements at the order level in response to actual efforts.
16Does the government anticipate including Technical scenarios in the RFP response?Proposal submission requirements will be included in the soliciation.
17Given that the Government expects the contract to be a MAC, does the Government anticipate having the bidder provide a Rate Card for services at the Task Order Level?Proposal submission requirements will be included in the soliciation.
18The current T4S contract has a large quantity of procurement on the contract (>70%). Does the Gov’t anticipate a similar amount of procurement with the new TTS contract?Based on current knowledge we project that 20-30% of the orders will support spares and auxiliary hardware. However, the actual ratio of material vs. labor associated with these orders will be based on actual requirements as they are identified.
