The MAC will have cost-plus-fixed-fee contract line items and provide acquisition of electronic warfare threat systems, radars, training instrumentation and related products and services to support naval aviation training. The Navy will evaluate proposals based on best value and does not require key personnel at the contract level. Details on proposal requirements and evaluation criteria will be included in the draft RFP.

AEWTTR Draft Solicitation/PWS Questions

1. Given that the Government expects the contract to be a MAC, does the Government anticipate evaluation criteria that acknowledge the value of selecting contractors that are highly skilled in selected PWS tasks, or does the Government expect that all winning contractors will be required to show skills and past performance across the entire PWS?

Answer: This information will be included in the RFP scheduled for DRAFT release in December 2020.

2. In order to allow for a clearer understanding of the requirement, will the Gov’t consider releasing a full DRAFT RFP in order to enable competition? Will an updated acquisition timeline be provided?

Answer: The Government plans to issue a draft RFP in December 2020.

3. Can the Government estimate the numbers and magnitude of the Task Orders they expect to be issued annually on this MAC? Do you expect the awards to include a large number of small TOs or a small number of large TOs?

Answer: At this time, the Government cannot anticipate annual requirements as they vary from FY to FY based on range and program requirements.

4. Does the Government expect to require key personnel at the contract level or will key personnel requirements be issued at the TO level?

Answer: The Government will not be requiring key personnel for this acquisition. However, it is in the best interest of the offeror to demonstrate they have staff capable of performing the tasking within the SOW.

5. Will contract awardees be able to add teammates after award to respond to individual TO Requests for Proposals (RFPs)?

Answer: This information will be included in the RFP scheduled for DRAFT release in December 2020.

6. Does the government anticipate including Technical scenarios in the RFP response?

Answer: Proposal submission requirements will be included in RFP.

7. Given that the Government expects the contract to be a MAC, does the Government anticipate having the bidder provide a Rate Card for services at the Task Order Level?

Answer: Proposal submission requirements will be included in RFP.

8. Regarding the systems listed in Appendix A, does the Government own Operation Maintenance Installation for Training (OMIT) data and will that be put into a bidders’ library? Also, is there proprietary information associated with the systems in Appendix A that offerors will be responsible for obtaining?

Answer: At the order level, when the requirement is for a specific system that the Government doesn’t own sufficient documentation to provide, the winner of the order will be given the opportunity to visit the site where the product is located, generate and submit to the Government a plan of action for Government’s further analysis prior to proceeding with product support.

Although the Government owns the systems listed in Appendix A; as far as proprietary data or intellectual property are concerned, the Government will assess individual product at the time of award.

9. If past performance is requested, will bidders be able to submit a classified addendum to the RFP response and, if so, at what classification level?

Answer: Classified proposals will not be accepted. The bidder has to cover past performance and expertise at non-classified level.

10. Does Paragraph 3.5 represent a standalone requirement or is it meant as an introduction to Paragraphs 3.5.1 – 3.5.3? If Paragraph 3.5 is a standalone requirement, will the Government consider elaborating on or clarifying its wording?

Answer: Paragraph 3.5 and sub-paragraphs 3.5.1 – 3.5.3 are the subcategories of OPFOR Communication and OPFOR Electronic Attack systems. Paragraph 3.5 provides the mechanism to develop any new OPFOR communication/EA system that are not current in service.

11. Paragraph 3.9 refers to a web-accessible database. Does this database already exist or will the database development be part of this contract?

Answer: Any documentation an AEWTTR-II MAC awardee develops will be accessible to the Government on-line. If order requires it, each awardee will develop its own web-accessible database.

12. The AEWTTR opportunity on beta.sam projected a 2 November RFP date that will “run a minimum of 30 days”. Can you share any updates on that release date? Also, is there any way to find out when we will know how long we will have to complete our proposal? Any scenario-related requirement takes more time and we are getting into the Holiday season.

Answer: The Government plans to issue a draft RFP in December 2020. Proposal submission requirements will be included in RFP.

13. When do you plan to issue an RFP?

Answer: Draft RFP release is targeted for Dec 2020.

14. Will it be draft or final?

Answer: It will be a Draft RFP.

15. How many days will we have to respond?

Answer: The Government anticipates a 30 day response period to the draft RFP.

16. Will there be an Industry Day; virtual or in person?

Answer: The Government does not anticipate having any more Industry Days for this requirement.

17. Will there be an opportunity for one on one meetings; either virtual or in person?

Answer: The Government does not anticipate having any additional meetings with Industry for this requirement.
