Statement of Work (SOW) for 320 Ton Platen Press Reconditioning 4/10/2019
1.0 Background
The Composites Engineering Laboratory at Naval Air Warfare Center Weapons Division (NAWCWD) China Lake utilizes heated platen presses to manufacture polymer matrix composite parts by compression molding. The Lab possesses an aging 320-ton press that requires reconditioning for safety and functional concerns.
1.1 Scope
NAWCWD Code 476400D intends to recondition a 320-ton capacity, down acting, 4-post, 30.5” x 30.5” heated platen, hydraulic press. The press was originally manufactured by Nugier (Camarillo, CA) who is no longer in business. This Statement of Work details the press and the actions required to recondition the system.
2.0 Applicable Documents
3.0 Requirements
The contractor shall perform the following activities to recondition the 320 ton press:
3.1. Press
3.1.1. Contractor shall disassemble, clean and inspect all press components.
3.1.2. Contractor shall replace as necessary worn or damaged components.
3.1.3. Contractor shall replace all rubber based seals and o-rings.
3.1.4. Contractor shall Blanchard grind base and moving bolsters within +/- 0.005” of flat and parallel.
3.1.5. Contractor shall fabricate and install two new platens from steel or stainless steel
3.1.5.1. Each platen shall have 4 (minimum) T-slots.
3.1.5.2. Platens shall include heating elements, capable of heating the platens at least 10 deg. F per minute.
3.1.5.3. Platens shall be capable of reaching 500 deg. F minimum operational temperature
3.1.5.4. Platen heating shall have protective covers to protect operators from harm.
3.1.5.5. Platen cooling is not required, but is optional because existing platens are plumbed for cooling.
3.1.5.6. Platens shall be wired and controlled with thermocouples.
3.1.5.7. Platens shall have new perimeter insulation installed.
3.1.6. Hydraulic system shall be refurbished
3.1.6.1. New filter.
3.1.6.2. New hydraulic rubber lines.
3.1.6.3. Replace seals.
3.1.6.4. Replace components that are worn or damaged
3.1.7. Controls
3.1.7.1. Replace control system. New system shall be one or more PLCs capable of independent control of each platen temperature and hydraulic pressure.
3.1.7.1.1. Controls shall keep pressure within 5% of set point (measured as hydraulic line pressure).
3.1.7.1.2. Controls shall keep platens within +/- 10 deg. F of setpoint(s).
3.1.7.1.3. Control system shall be capable of digital output of line pressure or clamping load and platen temperatures for recording purposes.
3.1.7.2. Refurbish/replace ‘Press Open’ pushbutton.
3.1.7.3. Refurbish/replace/install Heaters On/Off selector switch and indicator light.
3.1.7.4. Refurbish/replace/install Hydraulics On/Off selector switch and indicator light.
3.1.7.5. Refurbish/replace/install Automatic/Manual Mode On/Off selector switch and indicator light.
3.1.7.6. Refurbish/replace/install Emergency stop button.
3.1.7.7. Install two-hand operation safety system to close the press (OSHA Anti Tie-Down Circuit).
3.1.7.8. Install adjustable proximity or limit switches switches for open, fast open, and slow close position.
3.1.7.9. Implement high speed (low pressure) hydraulic circuit and low speed (high pressure) hydraulic circuit.
3.1.8. Contractor shall paint the press. Color determined by NAWCWD.
3.1.9. Contractor shall pressure test system at their facility.
3.1.10. Contractor shall calibrate pressure and temperature controls.
3.1.11. Reconditioning shall not diminish existing capabilities of the press, without prior written permission by NAWCWD:
3.1.11.1. Working platen space 30.5” x 30.5”
3.1.11.2. Daylight 0” to 97” (40” cylinder stroke with 57” ram extension)
3.1.11.3. Clamping force – 320 tons
3.1.11.4. Electrical input – 480 VAC, 3 Ph, 80 Amps per leg
3.1.11.5. Minimum onset pressure.
3.2. Transportation
3.2.1. NAWCWD will disconnect press from utilities and floor attachments and move outside to be ready for transit.
3.2.2. Contractor shall be responsible to move press from NAWCWD to their facility for reconditioning.
3.2.3. After reconditioning, contractor shall be responsible for delivering press to NAWCWD from their facility.
3.2.3.1. NAWCWD shall unload delivery vehicle and move reconditioned press back into operational location.
3.2.3.2. NAWCWD shall reconnect utilities to press.
3.3. Validation and Training
3.3.1.1. After delivery and utility connection at NAWCWD, Contractor shall provide a demonstration checkout of press. The hydraulic system, controls and platens will be tested to ensure they meet the requirements of this document.
3.3.1.2. Contractor shall provide on-site demonstration and training of control system to NAWCWD operators to ensure proper operation of the press.
3.4. Documentation
