STATEMENT OF WORK
Statement of Work (SOW) for 50 Ton Heated Platen Press 4/10/2019
1.0 Background
The Composites Engineering Laboratory at Naval Air Warfare Center Weapons Division (NAWCWD) China Lake utilizes heated platen presses to manufacture polymer matrix composite parts by compression molding. The Lab is replacing a damaged 50-ton heated platen press which is beyond economical repair.
1.1 Scope
NAWCWD Code 476400D intends to purchase a new 50-ton heated platen press for compression molding polymer composites. This Statement of Work details the press and the actions required to recondition the system.
2.0 Applicable Documents
3.0 Requirements
The press shall have meet the following criteria:
3.1. Press
3.1.1. Press shall be 4-post construction, up-acting or down-acting.
3.1.1.1. Moving bolster shall travel on full circle bronze bushings.
3.1.1.2. Moving bolster shall allow 0.001” deflection per foot of platen span maximum at full clamping load.
3.1.2. Press shall have a clamp capacity of 50 tons at maximum operating pressure.
3.1.3. Daylight shall be 24” minimum.
3.1.4. Cylinder stroke shall permit platens to fully close and travel to 24” daylight without an extension.
3.1.5. Working height – Lower platen shall be no higher than 48” from floor at its lowest point.
3.1.6. Maximum machine footprint: 60” by 96”’
3.1.7. Power requirement: 208 VAC 3 Ph, 3 x 35 Amp lines (legacy press rated to 5200 W heating capacity, no hydraulic system)
3.1.8. Platens
3.1.8.1. Alloy steel or stainless steel platens
3.1.8.2. Dimensions 15” x 12”. Blanchard ground flat and parallel.
3.1.8.3. Each platen shall have 2 (minimum) T-slots.
3.1.8.4. Platens shall include electric heating elements, capable of heating the platens at least 10 deg. F per minute.
3.1.8.5. Platens shall be capable of reaching 450 deg. F operational temperature
3.1.8.6. Platen heating shall have protective covers to protect operators from harm.
3.1.8.7. Platen cooling is not required.
3.1.8.8. Platens shall be wired and controlled with thermocouples (1 each platen minimum).
3.1.8.9. Platens shall have perimeter insulation.
3.1.9. Hydraulic system
3.1.9.1. Self-contained hydraulic system with all required pumps, valves, safety valves, filters, heat exchangers, etc. built into frame.
3.1.9.2. High-volume, low-pressure circuit for rapid open and closing
3.1.9.3. Low-volume, high-pressure circuit for building and maintaining clamping pressure
3.1.9.4. Minimum onset (controllable) load shall be 5 tons.
3.1.9.5. Maximum load (controllable) shall be 50 tons.
3.1.9.6. System shall have indicator for hydraulic filter replacement.
3.1.10. Controls
3.1.10.1. System shall have PLC controls to individually control each platen temperature and system hydraulic pressure.
3.1.10.1.1. Controls shall keep pressure within 5% of set point (measured as hydraulic line pressure).
3.1.10.1.2. Controls shall keep platens within +/- 10 deg. F of setpoint(s).
3.1.10.2. Two-hand operation safety system (OSHA anti-tie down circuit) to close the press.
3.1.10.3. Press open switch.
3.1.10.4. Power on/off with indicator light.
3.1.10.5. Heater on/off selector switch and indicator light.
3.1.10.6. Hydraulic system on/off switch and indicator light.
3.1.10.7. Automatic / Manual operation selector switch and indicator light.
3.1.10.8. Emergency stop button on control panel. Emergency stop shall cut all power to system – release clamping pressure and shut off heating to platens.
3.1.10.9. Adjustable proximity switches for open, fast open, and slow close position.
3.1.10.10. Digital outputs to record temperature and pressure.
3.1.11. Contractor shall paint the press. Color determined by NAWCWD.
3.1.12. Contractor shall pressure test system at their facility.
3.1.13. Contractor shall calibrate pressure and temperature controls.
3.2. Transportation
3.2.1. Contractor shall be responsible to deliver press to NAWCWD from their facility.
3.2.2. NAWCWD shall unload delivery vehicle and move press into operational location.
3.2.3. NAWCWD shall connect utilities to press.
3.3. Validation and Training
3.3.1.1. After delivery and utility connection at NAWCWD, Contractor shall provide a demonstration checkout of press. The hydraulic system, controls and platens will be tested to ensure they meet the requirements of this document.
3.3.1.2. Contractor shall provide on-site demonstration and training of control system to NAWCWD operators to ensure proper operation of the press.
3.4. Documentation
3.5. Contractor shall draft electrical schematic.
3.6. Contractor shall draft hydraulic schematic.
3.7. Contractor shall draft Bill of Materials for maintenance and replacement of parts.
3.8. Contractor shall draft calibration certification.
3.9. Contractor shall draft instructional and maintenance manual.
4.0 Deliverables
4.1. Delivery of the following items shall be made within 16 weeks of award:
4.2. Press per Section 3.1
4.3. System demonstration and training per Section 3.3
4.4. Documentation in accordance with Section 3.4
5.0 Special Considerations
5.1. NAWCWD is located at the Naval Air Weapons Station, China Lake, CA. Shipping on and off-Center requires naturalized citizen drivers that will pass background checks and vehicles with current registrations and insurance. Transportation must be coordinated with technical POC.

| (a) Definitions. As used in this clause-- | |
| "Internal confidentiality agreement or statement" means a confidentiality agreement or any other written statement that the contractor requires any of its employees or subcontractors to sign regarding nondisclosure of contractor information, except that it does not include confidentiality agreements arising out of civil litigation or confidentiality agreements that contractor employees or subcontractors sign at the behest of a Federal agency. | |

| (a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror's practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternate line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror. | |
| (b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable. |
52.204-23 PROHIBITION ON CONTRACTING FOR HARDWARE, SOFTWARE, AND SERVICES DEVELOPED OR PROVIDED BY KASPERSKY LAB AND OTHER COVERED ENTITIES (JUL 2018)
(a) Definitions. As used in this clause--
Covered article means any hardware, software, or service that--
(1) Is developed or provided by a covered entity;
(2) Includes any hardware, software, or service developed or provided in whole or in part by a covered entity; or
(3) Contains components using any hardware or software developed in whole or in part by a covered entity.
Covered entity means--
(1) Kaspersky Lab;
(2) Any successor entity to Kaspersky Lab;
(3) Any entity that controls, is controlled by, or is under common control with Kaspersky Lab; or
(4) Any entity of which Kaspersky Lab has a majority ownership.
(b) Prohibition. Section 1634 of Division A of the National Defense Authorization Act for Fiscal Year 2018 (Pub. L. 115-91) prohibits Government use of any covered article. The Contractor is prohibited from--
(1) Providing any covered article that the Government will use on or after October 1, 2018; and
(2) Using any covered article on or after October 1, 2018, in the development of data or deliverables first produced in the performance of the contract.
(c) Reporting requirement.
(1) In the event the Contractor identifies a covered article provided to the Government during contract performance, or the Contractor is notified of such by a subcontractor at any tier or any other source, the Contractor shall report, in writing, to the Contracting Officer or, in the case of the Department of Defense, to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (c)(1) of this clause:
(i) Within 1 business day from the date of such identification or notification: The contract number; the order number(s), if applicable; supplier name; brand; model number (Original Equipment Manufacturer (OEM) number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.
(ii) Within 10 business days of submitting the report pursuant to paragraph (c)(1) of this clause: Any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of a covered article, any reasons that led to the use or submission of the covered article, and any additional efforts that will be incorporated to prevent future use or submission of covered articles.
(d) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts, including subcontracts for the acquisition of commercial items.

52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS—COMMERCIAL ITEMS (DEVIATION 2018-O0021) (JAN 2019)
(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(b)(1) Notwithstanding the requirements of any other clauses of this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b) (1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
(i) 52.203-13, Contractor Code of Business Ethics and Conduct (Oct 2015) (41 U.S.C. 3509).
(ii) 52.203-19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements (Jan 2017) (section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions)).
(iii) 52.204-23, Prohibition on Contracting for Hardware, Software, and Services Developed or Provided by Kaspersky Lab and Other Covered Entities (Jul 2018) (Section 1634 of Pub. L. 115-91).

52.219-4 NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS (DEVIATION 2019-O0003) (JAN 2019)
(a) Definitions. As used in this clause— “HUBZone small business concern” means a small business concern, certified by the Small Business Administration (SBA), that appears on the List of Qualified HUBZone Small Business Concerns maintained by the SBA (13 CFR 126.103).
“Similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award; as is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside or sole source award under the HUBZone Program.
(b) Evaluation preference.
(1) Offers will be evaluated by adding a factor of 10 percent to the price of all offers, except—
(i) Offers from HUBZone small business concerns that have not waived the evaluation preference; and
(ii) Otherwise successful offers from small business concerns.
(2) The factor of 10 percent shall be applied on a line item basis or to any group of items on which award may be made. Other evaluation factors described in the solicitation shall be applied before application of the factor.
(3) When the two highest rated offerors are a HUBZone small business concern and a large business, and the evaluated offer of the HUBZone small business concern is equal to the evaluated offer of the large business after considering the price evaluation preference, award will be made to the HUBZone small business concern.
(c) Waiver of evaluation preference. A HUBZone small business concern may elect to waive the evaluation preference, in which case the factor will be added to its offer for evaluation purposes. The agreements in paragraphs (d) and (e) of this clause do not apply if the offeror has waived the evaluation preference.

(d) Independent contractors. An independent contractor shall be considered a subcontractor.
(e) Agreement. By submission of an offer and execution of a contract, a HUBZone small business concern agrees that, in the case of a contract for—
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;
(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;
(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded; or
(4) Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.
(f) A HUBZone joint venture agrees that the aggregate of the HUBZone small business concerns to the joint venture, not each concern separately, will perform the applicable requirements specified in paragraph (d) of this clause.
(g) Notice. The HUBZone small business offeror acknowledges that a prospective HUBZone awardee must be a HUBZone small business concern at the time of award of this contract. The HUBZone offeror shall provide the Contracting Officer a copy of the notice required by 13 CFR 126.501 if material changes occur before contract award that could affect its HUBZone eligibility. If the apparently successful HUBZone offeror is not a HUBZone small business concern at the time of award of this contract, the Contracting Officer will proceed to award to the next otherwise successful HUBZone small business concern or other offeror.

| (b) Adequate security. The Contractor shall provide adequate security for all covered contractor information systems. To provide adequate security, the Contractor shall implement, at a minimum, the following information security protections: | ||||
| (1) For covered contractor information systems that are part of an information technology (IT) service or system operated on behalf of the Government, the following security requirements apply: | ||||
| (i) Cloud computing services shall be subject to the security requirements specified in the clause 252.239-7010, Cloud Computing Services, of this contract. | ||||
