QUESTIONS AND ANSWERS

Question 1: The Statements of Work and Drawings are locked. How do I access them?

Response 1: As posted in the Pre-Solicitation Synopsis, “Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx”

More information on how to view Controlled Unclassified Information/export-controlled documents on FBO can found on the Frequently Asked Questions (FAQ) page of the FedBizOpps.gov website. https://www.fbo.gov/?static=faqs&s=getstart&mode=list&tab=list&tabmode=list

The following FAQ’s may be particularly helpful:

Under the General Questions heading:

#1 “How can I reach the FedBizOpps Help Desk?”

#3 “Why can’t I open files?”

#13 “Why can’t we see certain documents in an RFP? Why do I have to register in SAM to see certain documents?”

Under the Vendor Questions heading:

#5 “Why am I unable to download information marked Export-Controlled?”

Question 2: Is it possible to get the 3D model (STEP format) of Drawing# 475500D0293 – Semi-Isentropic Air Inlet, 3 Inch?

Question 4: Does Solicitation N6893618R0058 contain similar requirements to an existing contract, or will this be a new requirement? Could you share a bit of background on this Solicitation?

Response 4: It is a new requirement that will supplement in-house machine shop work. The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA has a requirement for support of advanced technology products for the Applied Manufacturing Technology Division (AMTD). NAWCWD intends to procure various types of products, manufactured from several different materials, in different forms, shapes, sizes, and complexity. Such products will be procured for rapid delivery, ranging from single item requests to full-production quantities in support of on-going immediate response requirements. NAWCWD also intends to procure specialty services for rapid processing, ranging from heat treating of manufactured items, to painting and coating of manufactured items, and grinding services.

Question 5: Will you consider a proposal that includes only one of the initial order items?

Response 5: No, per the Solicitation: The Technical Excellence/Management Capability Volume Section 4 shall describe the offeror’s technical approach for providing Initial Orders 1 and 2, the Price Volume shall contain pricing for Initial Orders 1 and 2, and the total evaluated price will be the sum of Orders 1 and 2.

Question 6: Is NIST compliance required?

Response 6: The Solicitation does not list NIST compliance as a requirement.

Question 7: With reference to Bulkheads drawings, should we cadmium plate these parts prior to installing the inserts?
