Scope
This Statement of Work (SOW) defines the effort required of the contractor to support the AIM-9X program assessment of the material and obsolescence changes in the MK139 Rocket Motor. Testing activities include providing engineering services and test support to the USG; making available technical documentation and acquisition of Lot Acceptance Test (LAT) data and reports; developing, executing, and reporting on test activities; rocket motor obsolescence management and providing related support activities for all variants of the MK 139 Rocket Motor. The contractor’s support of the activities for the AIM-9X rocket motors will consist of delivering rocket motors and related materials to the USG, static fire testing and data collection of baseline and artificially aged rocket to measure performance beyond the rocket motor’s 10-year design life. In rendering support to the identified tasks, outputs may take the form of, but are not limited to data, alternatives, analyses, evaluations, processes, and/or recommendations to support the Government’s production assessment program.

Requirements
Program Management
(Section 3.1 is Applicable to All CLINs)
Program Management Support
The contractor shall develop and implement a management system to manage all technical performance, cost, risk, schedule, and data delivery requirements of this contract. The contractor shall conduct informal, weekly discussions to review the technical, cost, schedule, and performance status of the program.
Formal Program Management and Technical Meetings
Whenever possible, meetings shall be combined to minimize Government and contractor travel and documentation requirements. For each of the reviews listed below, the contractor shall:
· Coordinate an agenda for each review, developed through regular Integrated Product Team (IPT) interaction. Draft meeting agendas shall be made available to the Government no later than 10 business days prior to the scheduled review date.
· Prepare material for presentation at each review to cover the scope of the particular review. Draft briefing material shall be made available to the Government no later than 5 business days prior to the scheduled review date. Final presentation materials shall be delivered to the Government IAW CDRL A001.

Engineering Support and Technical Services
The contractor shall provide engineering support regarding AIM-9X rocket motor testing and testing methodology. The contractor shall make available Subject Matter Experts (SMEs) and/or Responsible Engineering Authority (REAs) to support the required tests, technical analysis, and obsolescence resulting in material, process, and obsolescence changes as they apply to and impact the AIM-9X rocket motor.
Rocket Motor Production Assessment Material
The materials required for the production assessment activities will be used to evaluate the impact of the changes being incorporated into the manufacturing of the rocket motor. The cumulative list of manufacturing changes to be evaluated by this assessment program include all obsolescence cut-ins to the most recent production; these include:

All bulk propellant, C-BIT Bondline, and rocket motors delivered shall conform to the configurations detailed in the Sidewinder AIM-9X-2/3 Propulsion Steering Sections MK 139 MOD 2/3 Rocket Motors Material Obsolescence Production Cut-Ins Ordnance Assessment Item Implementation Plan (OAIIP).
Material Change Analysis
The contractor shall provide engineering and test data regarding obsolescence and process changes, and any updates to the status of, each planned and affected rocket motor production change listed in Section 3.3 as it applies to and impacts the AIM-9X rocket motor IAW CDRL A002. The data shall include details such as the potential technical impact of the changes; an assessment of the impact to safety, reliability, and performance; identifying when the material substitutions shall occur that would be affected by the changes; and mitigation strategies.
Bulk Propellant
The contractor shall produce the following requirements, detailed in section 3.3.2, from a standalone mix; which shall include the same lot of ingredients used to produce adjacent lots of AIM-9X production rocket motors.
Bulk Propellant Cartons
The contractor shall deliver ninety (90) cartons of bulk propellant from the rocket motor pours containing all changes listed in Section 3.3 to the NSWC Indian Head for materials property testing. The bulk propellant delivered shall be manufactured from the same material used to produce the production rocket motors for the AIM-9X missile.
C-BIT Bondline Cartons
The contractor shall deliver forty-two (42) cartons of C-BIT bondline cartons from the rocket motor pours containing all changes listed in Section 3.3 to the NSWC Indian Head for materials property testing.
Bulk Propellant Data and Documentation
The contractor shall develop and deliver the following information with the bulk propellant and C-BIT bondline cartons IAW CDRL A003:
· Contractor standard Lot Quality Conformance and Lot Acceptance test data for the lots of motors from which the material is derived.
· Technical qualification reports on the mechanical and physical property data complete with master and failure curves, and raw and reduced tabular data, performance data, radiographic and visual inspection reports IAW CPIA PUB 21.
Rocket Motors
Rocket Motor Deliverables
The contractor shall deliver six rocket motors containing all changes listed in Section 3.3 to NSWC Indian Head for materials property testing and artificial aging. The rocket motors delivered shall meet the following properties:
Contain all propellant, liner, primer, barrier coat, nozzle/blast tube, motor case and igniter materials, configurations and fabrication processes planned for incorporation into AIM-9X rocket motors.
Be fabricated and accepted to the latest Rocket Motor Assembly Critical Item Product Fabrication Specification (CIPFS) AMX 61384B, Rocket Motor Assembly SCD 2276188, drawings, processes and quality conformance inspections in place at the time of contract.
Rocket Motor Data and Documentation
The contractor shall deliver the following information with these rocket motors IAW CDRL A004:
Rocket motor digital x-rays and radiography records for delivered motors, including propellant and bondline soundness assessments.
Rocket motor total weight, propellant weight and center-of-gravity measurements.
Compliance verification records to Rocket Motor Assembly CIPFS AMX 61384B (applicable revision at time of manufacture) and Rocket Motor Assembly SCD 2276188 (applicable revision at time of manufacture).
Contractor standard Lot Quality Conformance and Lot Acceptance test data for lots of delivered motors.
Test Planning and Execution
The contractor shall develop and deliver detailed test plans for 5 static fire tests of USG-provided artificially aged rocket motors IAW CDRL A005. The contractor shall conduct static firing tests on these rocket motors configured per AMX61384B.
Test Analysis and Reporting
Test Analysis and Reporting for Government Conducted Tests
The contractor shall review the rocket motor data, analysis, and test results produced at USG test facilities in relation to the AIM-9X rocket motor to evaluate and access any degradation of the rocket motor’s safety, reliability, and performance to the MK139 rocket motor’s production specifications and provide a report IAW CDRL A007.
This report shall include evaluation and analysis of all test results, anomalies and findings with the Rocket Motor OA testing. The report shall document in detail all pertinent observations and data obtained, the evaluation and analysis performed, and provide a summary of overall results. The report shall specifically provide identification of any age-related degradation to the rocket motor’s safety, reliability, and performance and effect on deployed AIM-9X inventories worldwide. The report shall make recommendations for further testing or analysis where appropriate.
Test Analysis and Reporting for Contractor Conducted Tests
The contractor shall develop and deliver a report describing the evaluation of and presenting analysis of all test results, anomalies, and findings from the testing performed in Section 3.4 IAW CDRL A006 including impacts on Rocket Motor safety, reliability, and performance against production specifications. The contractor shall provide standard data reductions and hardware assessments to document attributes as outlined in the latest revision of AMX61384 paragraph 3.2.1.2.
The contractor shall deliver supporting test data IAW CDRL A006. This test data shall include:
· All pre- and post-test digital stills
· All digital regular/high-speed video
· Detailed descriptions of pre-setup and post-test results (including all instrumentation used and their specifications)
· Nozzle throat and exit plane erosion data.
· Throat post-fire area shadowgraph at a minimum; any advanced technique used shall be reviewed, in detail, with the USG ahead of time before authorization to use for characterization
· All pre- and post-fire diametric measurements at 8 clock positions, at a minimum. If there is any evidence of ballistic anomalies or excursions from nominal operation and hot spots, the contractor shall deliver Item Under Test (IUT) hardware to the NSWC Indian Head for dissection and further inspection.
· Pre- and post-weights of the IUT to assess actual consumables expelled during static firing . Shall provide weights of exact same configuration (includes nuts, bolts, wires and all) before and after firing within less than 0.3 pound-mass (0.5%) accuracy or better.
· Raw and reduced pressure versus time and thrust versus time data with charts
· Both raw and reduced pressure versus time and thrust versus time data with charts, including F/P data with charts
· All raw and reduced digital and/or analog temperature conditioning data and charts, including during setup and the static firings
· All raw and reduced digital and/or analog temperature conditioning data and charts, including during setup and the static firings
· Thermocouple data at 0, 90, 180 and 270 degrees around the middle of the blast tube, to assess compliance to the backside temperature requirements of Figure 3 in (AMX61384).
· All visual inspection results
· Pre- and post-inspections reports with X-rays including manufacturing inspection datawith x-rays including manufacturing inspection data and radiographer’s; including igniter/nozzle removal with O-ring and sealing surface inspected for signs of leakage
· Thrust and pressure traces
Historical LAT Data
The contractor shall deliver digital radiographic images, mix sheets, test data, zero-time mechanical property & performance data for both the bulk propellant and bondline, and test reports associated with Lot Acceptance Tests (LAT) and acceptance tests on rocket motors produced for AIM-9X IAW CDRL A008. This data shall include both current production data and historical production data. The test data and reports shall include information on the lot numbers and serial numbers of tested rocket motors.
The contractor shall deliver a database that tracks the “as built” configuration of the rocket motor and make updates based on engineering change proposals (ECPs) and variances as a result of obsolescence and process changes IAW CDRL A009.
Rocket Motor Material Requirements Support
The contractor shall develop and deliver report(s) IAW CDRL A00A to identify, evaluate, and assess the operational life effect of material obsolescence not previously identified in Section 3.3.2.

Security Classification and Control
This contract will involve hardware and information up to the Security Classification of SECRET. The following Security Classification Guide(s) applies and will be provided by the User Agency as required: ID 02-127.6 Sidewinder AIM-9X Security Classification Guide of 21 Dec 2016 and ID 02-215.04 Sidewinder AIM-9M Missile Security Classification Guide of 16 Sep 2013.
Personnel Security
The contractor shall provide personnel with the appropriate personnel security clearance levels for the work to be performed. Access to Secret information is required in the performance of this contract and shall be in accordance with the DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), incorporating change 2, 18 May 2016, applicable DoD personnel security regulations, and DoD Contract Security Classification Specification (DD Form 254). The contractor shall maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the DD Form 254 and the contract. All contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions.
All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable Tier 3 (T3) investigation.
Operations Security (OPSEC)
The contractor shall comply with the OPSEC requirements outlined within the DD Form 254.
The contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified activities, information, equipment, and material used or developed by the contractor and any subcontractor during performance of the contract. The contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The OPSEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include:
1) Assignment of responsibility for OPSEC direction and implementation.
2) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.
3) Establishment of OPSEC education and awareness training.
4) Provisions for management, annual review, and evaluation of OPSEC programs.
5) Flow down of OPSEC requirements to subcontractors when applicable.
Public Release
Disclosure of information is covered by DFARS 252.204-7000 Disclosure of Information, incorporated in Section I of the contract. Concerning subsection (a)(2), “information otherwise in the public domain” is information officially released into the public domain, e.g. via Distribution Statement A, and does not include information in the public domain that has not been officially released. For disclosure of unclassified information that has not been officially released, the contractor must seek specific approval from the Contracting Officer in consultation with the Security Department.
