About this file
This document contains a sources sought synopsis and statement of work for engineering support services to the Naval Air Warfare Center Weapons Division NavMPS and TACAIR IPTs. The synopsis requests capability statements by July 16th, 2018 from interested parties demonstrating experience providing research and development support, mission planning engineering tasks, and managing electronic warfare mission data to develop sensor planning products. The statement of work and sample tasks outline requirements for integrating and deploying mission planning products domestically and for foreign military sales, researching technical solutions, and planning and building electronic warfare mission capabilities. Responses will be used to determine the procurement method, which may be an unrestricted competition or small business set-aside. Multiple cost-plus-fixed-fee level of effort contracts may be awarded to support the incumbent, Brandes Associates, Inc. No funding is currently available.

Section L: Sample Tasking
The NAWCWD performs research and development tasks to create advanced mission capabilities for the NavMPS SEIT and TACAIR IPTs. The IPTs develops mission planning products providing fleet users an automated means to plan, execute and debrief mission routes against targets, mission sensor data collection and mission data for operational environments. This service is provided to NAVAIRSYSCOM, NavMPS SEIT IPT, TACAIR IPT, and its customers, including FMS.
The Offeror shall provide written responses to the following sample tasks:
SAMPLE TASK 1 for NAWCWD NavMPS SEIT IPT
Statement of Task: Paragraph 3.4 and subsections of the SOW require that the contractor provide Research and Development support. This support is intended to establish a baseline of technical advantages and risk, before developing a mission planning product. Paragraph 3.5 and subsections of the SOW require that the contractor perform Mission Planning Engineering Tasks to develop mission planning products. Paragraph 3.6 and subsections of the SOW require similar tasks as paragraph 3.5 but for FMS support.
Assume the NAWCWD NavMPS SEIT IPT is asked to create a V-22 Osprey mission planning product for domestic release, and another for release to Japan. Describe your developmental approach to perform the integration effort. The integration effort shall include systems engineering, test and evaluation and deployment tasks in accordance with SOW sections 3.5 Mission Planning Support Tasks and 3.6 Foreign Military Sales Product Support.
Requested Solution: The Offeror shall submit a technical approach that would be used to integrate, deploy, and support the mission planning product. The Offeror shall show differences in the integration, deployment, and support tasks between the domestic and FMS use case. Using the outline described in paragraph 2.2, the following should be included in the written response for each the domestic and FMS (Japan) use cases:
1. Describe the types of processes that will be used to integrate the mission planning product throughout its lifecycle.
2. Describe the tasks you will plan for the start of the integration effort.
3. Describe how you will validate the product prior to the Operational Test Readiness Review.
4. Describe the tasks you will perform in preparation for the deployment and support of the product.
5. Describe how you will perform Information Assurance on the product throughout its lifecycle.
6. Describe the deliverable(s) that you will provide in support of the product integration lifecycle.
7. Describe how you would support technical change to the product requirements, such as your approach to supporting decisions relating to software defects.
8. Describe the dependencies and risks to your approach for integrating the mission planning product, and your approach to mitigating these risks.
9. Describe your approach to managing updates to project baselines after budget submission.
A cost proposal is NOT required as a part of this sample task.
SAMPLE TASK 2 for NAWCWD NavMPS SEIT IPT
Statement of Task: Paragraph 3.4 and subsections of the SOW require that the contractor provide Research and Development support. This support is intended to establish a baseline of technical advantages and risk before developing a mission planning product. Paragraph 3.5 and subsections of the SOW require that the contractor perform Mission Planning Engineering Tasks to develop mission planning products.

Assume the NAWCWD NavMPS SEIT IPT is asked to create a product to add incremental capability for mission planning and execution as part of a recently deployed microservices-based architecture with initial operational capability (IOC).
Requested Solution: The Offeror shall submit a technical approach that would be used to support the research of potential technical solutions to meet the functional capabilities required. Using the outline described in paragraph 2.2, the following should be included in the written response:
1. Describe the technical research approach to arrive at a technical approach, with examples of how existing solutions would be considered and utilized.
2. Describe the tasks you will plan for the start of the development effort.
3. Describe how you will utilize current industry best practices in the development of the product.
4. Describe how you will integrate cyber security into the product starting at inception.
SAMPLE TASK 3 for TACAIR IPT
Statement of Task: Paragraph 3.4 and subsections of the SOW require that the contractor provide Research and Development support for Strike and Assault mission products. This support is intended to establish a baseline of technical advantages and risk before developing and supporting the electronic warfare mission planning aspects of the product. Paragraph 3.5 and subsections of the SOW require that the contractor perform and manage electronic warfare mission data tasks to develop mission sensor planning products.
Assume the NAWCWD TACAIR IPT is asked to plan, build, integrate, and test software in support of electronic warfare mission sensor planning. Describe your approach to building and integrating this product.
Requested Solution: The Offeror shall submit a technical approach that would be used to support an electronic warfare mission. Using the outline described in paragraph 2.2, the following should be included in the written response:
1. Describe your approach to planning both Strike and Assault electronic warfare mission products.
2. Describe your approach to build, integrate and test both Strike and Assault electronic warfare mission products.
