DRAFT
STATEMENT OF WORK
1.0 Scope: The purpose of this Statement of Work (SOW) is to disassemble the H-60 fixture, relocate, reassemble, and align in Building 325. The fixture will be disassembled, moved, assembled, and aligned in accordance with Section 4.0 of this SOW, and will be delivered to building 325, FRCSW, San Diego, CA. This is a turnkey project, Contractor is to provide all the rigging and laser alignment equipment necessary to complete the task.
2.0 Applicable Documents:
· Engineering drawing set: 10SDSCC-J-0001, ADC Engineering Technology, Cage: 1HPJ7
3.0 Project Requirements: The H-60 Alignment Repair Fixture is used to identify the physical location of existing components and determine the accuracy of newly installed components on HH-60/UH-60/SH-60 helicopters by utilizing laser tracking software and accurately measure the aircraft alignment, record alignment accuracies, and generate alignment reports to ensure that proper repairs are performed on H-60 type helicopters.
Prior to disassembly and removal Contractor shall confirm alignment is in accordance with blueprint specifications and verify functionality per blueprint intent of the H-60 Fixture Disassembly of the H-60 Fixture shall be in a manner that will not jeopardize the structure or capability of the fixture. The use of the contractor’s own forklifts, cranes and hand tools is authorized for the disassembly of the fixture (forklifts, winches, motorized equipment, shall meet OSHA, carbon emissions and environmental standards). Upon award, Contractor shall obtain approval from the DGR of all the motorized equipment to be used in this project. After disassembly contractor shall load on to their own truck(s) for transport a distance of 1.5 miles to new location.
After disassembly and transportation, fixture shall be re-assembled at new location (building 325) and aligned in accordance with specifications and requirements outlined in section 4 of this SOW and blueprint.
4.0 Specifications and Details:
H60 alignment repair fixture: Operational capabilities per engineering drawing 10SDSCC-J-001 and outlined in section 4.0 of this SOW shall be maintained and demonstrated upon installation of fixture at the new location.
A. After re-assembly of the fixture the two major functions of the system shall be (1) to identify the physical location of components on the HH-60/UH-60 (constrain the rotorcraft structure sufficiently to allow accurate and precise use of laser alignment and tracking technology to index location of parts to be removed), and (2) determine the location accuracy of installed components (confirm alignment to indexed location of newly installed parts.

B. During all phases of the project, the contractor shall note and verify government acknowledgement and acceptance of any and all deviations from drawing 10SDCC-J-0001 to include but not limited to the following:
1. Shim sets. Shim sets shall be included.
2. Pin Holes. All pin holes shall be drilled through.
3. Pylon Bolts. The bolts holding the pylons on shall be drilled through and fully tapped.
4. Bushings. All bushings shall be pressed below flush with the working surface. If non-headed bushings are used then the bushing must also be below surface on the drilling side. All bushings shall be made of steel.
5. Lift Points. The lift points on the pylons need to accept the crane hook without needing a shackle. The transmission cross member shall remain with the current lift hook configuration.
6. Foreign Object Damage (FOD). All bolts shall be tagged to improve FOD control. A removable FOD cabinet shall be provided by the contractor, which is fully shadow boxed for all loose hardware.
4.1 Additionally, the fixture’s ramp shall be moved and relocated to the new location and installed back on to the fixture to enable the aircraft to roll up or drive up on to the fixture. Ramp shall be tested and inspected for functionality and repaired as required. (repair as required)
4.2 The fixture’s internal electrical components and wiring shall be disconnected and sufficiently protected as needed for safe disassembly and transport. All electrical components shall be reconnected in accordance with 10SDCC-J-0001 during re-assembly and installation at new location. A functional verification of all electrical and electro-mechanical components shall be accomplished to demonstrate full system function ability. All wiring and connectors shall be removed and replaced with new wiring and connectors. All wiring, plugs, and adapters shall be adapted to new location electrical system.
4.3 Upon dismantling of the fixture all hardware (bolts, nuts, hoses, hardware, pumps, fittings, hoses, components, wiring) found to be damaged shall be replaced by contractor. Any hardware or parts damaged during the dismantling and/or re-assembly of the fixture shall be replaced by contractor at no additional cost to the government. Replace ALL hardware that is used to mount fixture to concrete floor. Inspect and replace as required all hydraulic hoses, rams, pumps, and fittings to meet specifications outlined in this SOW. Clear fixture of any corrosion that inhibits full and complete functionality of system as designed and in accordance to 10SDCC-J-0001.
5.0 Acceptance, Installation and Integration: Contractor shall obtain access to FRCSW through the security office at FRCSW (Refer to paragraph 11).
5.1 Installation & Integration: Contractor shall re-assemble the fixture in accordance to this SOW.
| 5.2 Acceptance Test Plan: A draft acceptance plan shall be delivered 5 days | prior to re-assembly of the equipment. FRCSW reserves the right to comment on | the draft plan and require one revision incorporating such comments at no change in contract price. A final acceptance test plan incorporating FRCSW comments shall then be delivered for approval, within 10 days after contract award date. |
| 6.0 | Deliverables: |
6.1 Documentation: The contractor shall provide to the Government Designated Representative (GDR) documentation of the alignment and calibration performed at the time of disassembly before moving and reassembling the fixture at the new location and documentation of the alignment and calibration performed upon completion of the re-assembly of the H60 Alignment Fixture.
6.2 H60 Alignment Fixture: The two major functions of the system are (1), to facilitate the identification of the physical location of components on the HH-60/UH-60/SH-60, and (2) to determine the location accuracy of installed components by using the Laser tracker and software. The following items shall be verified, re-aligned, and reassembled: All damaged parts replaced, any and all rust parts, areas, metal cleaned and treated if necessary to maintain compliance and alignment per blue print replaced.
a. Fixture
b. Final report to include all documents created during the disassembly, move, and re-assembly of the fixture
c. Alignment and calibration
d. Deviations noted
e. System calibration certifications
f. final system test
g. All contractor derived or created drawings, plans, procedures and any relevant documentation and/or data that would allow and/or facilitate future maintenance activities.
6.3 System specifications: The H-60 Fixture shall have calibration performed to the original OEM specifications (Government will provide OEM specifications to contractor upon award of contract), certificate shall be provided as proof of the calibration and valid for one year from acceptance.
6.4 Calibration Procedure: The contractor shall calibrate the system according to manufacturer’s specifications after re-assembly. The contractor shall provide their own calibration equipment/laser tracking device to perform this task.
7.0 Final Acceptance:
7.1 Test Plan: Within 3 days after award of contract, the contractor shall submit a test plan to FRCSW for approval. The test plan shall comply with applicable documents and references stated in section 2.0 and subsequent sections. The test plan shall include requirements with procedures, to test and/or survey all specified system parts, components, mechanisms and assemblies that are provided and installed within this SOW. The test plan shall include all applicable calculations from requested test.
7.2 Acceptance Test: After completing the re-alignment, assembly, and final alignment at the new location, the contractor and government shall conduct the final acceptance test in accordance with the approved test plan. Should deficiencies exist in the final testing, the contractor shall take immediate steps to correct deficiencies. Upon successful completion of testing, the government shall accept full operation and maintenance of the H60 Alignment Fixture. The Acceptance Test shall be tested on a fully integrated system. The test will report the full compliance of all equipment and software specified in this statement of work. This report must demonstrate that all hard points must be within ±.010 in of aircraft coordinates. The contractor shall document, in this acceptance test report, any discrepancy between the original design intent and as-built condition. Delivered in digital format and hard copy to the DGR.
8.0 Program / Plan and Review:
8.1 Installation: Within 8 days of contract award contractor shall first perform an alignment or fit check of the fixture before commencing with the disassembly of the H60 Alignment Fixture. The contractor shall be responsible to prepare and submit a program plan review to FRCSW’s DGR for approval. The program plan review shall consist of the following:
8.2 Program Scheduling: The contractor shall prepare and submit a project plan or schedule chart that delineates itemizing project tasks from contract award to installation completion. This project is not to exceed 80 days (eighty) from the award date.
8.2.1 Planning: Contractor to provide a schedule for alignment, disassembly, transportation, assembly, and final re-alignment at new location.
8.2.2 Any and all meetings shall be held at building 90, FRCSW, at the DGRs office in San Diego; CA. Contractor shall provide an official record of all meeting proceedings and shall distribute the records to all attendees. Scheduling for the meetings are as follows:
a. Within 3 days after award of contract- an initial meeting shall be held between Vendor and FRCSW to establish coordination between parties via project scope of work and proposed program plan and review.
9.0 Warranty: The contractor shall provide the government with a 12 month warranty.
10.0 Support: Total system support shall be provided for 12 months after final turnover. The contractor support services shall be for a period of 12 months, with a response time of 8 hours after verbal or written notification by the government.
11.0 Security: Upon award, the Contractor shall request from the DGR all documentation to request site clearance for all contractor personnel. The documentation shall include: the name(s), date of birth, place of birth, citizenship (if other than U.S. – a copy of the resident visa), full SSN, contract number, and contract commencement and end date. This documentation shall be required within five (05 EA) days following receipt of the Notice to Proceed/award, by the Contractor. The Contractor shall send the clearance request to the DGR, at FRC-SW. (SEE BELOW).
| 11.1 | Vetting: Vetting will necessitate advance planning and the timely exchange of the cited and/or required information, with the Government. For clarification, the procedure requires a minimum of ten (10) business days following receipt of the Personally Identifiable Information (PII) and may be subject to heightened requirements, without advance notice. Contractor shall contact DGR for the latest forms required. It is the responsibility of the contractor to pass the vetting process. Failure to pass the vetting process can result in cancellation of the contract for non-performance. Personnel not cleared in their background check are not allowed onto North Island Coronado Naval Base FRCSW, no exceptions. |
| 11.2 | Check-In: All personnel will be required to “check-in” at the Visitor Control Center (Bldg., 680), which is located at the Main Gate point-of-entry to Naval Base Coronado (NBC), at NAS North Island, San Diego, CA, between the hours of 0630-1400. Following receipt of a clearance, personnel will then be required to coordinate with their sponsor (e.g. DGR) and obtain badges through the FRC-SW Quarterdeck, located in Building 94. |

| 11.4 | Rapid Gate Pass: If contractor already has a Rapid Gate Pass, the card shall be up to date to ensure access through the gate. The government is not responsible for any expenses incurred in the procurement of Rapid Gate for any contractor or sub-contractors. The process of obtaining rapid gate takes approximately 30-45 days; this is an external agency that performs this service and background check. | 11.5 | All personnel with no exceptions, whether they are internally vetted, have a rapid gate, or are the Contracting Officer, shall report to the Quarter Deck in Building 94 every day, present their ID and/or Rapid Gate and retrieve their daily green badge. Personnel found within FRCSW not wearing the green badge shall be requested to leave the job site at no expense to the Government and not return until they have procured their Green Badge. The Green Badge has to be picked up every morning and dropped off every day, no exceptions. |
12.0 Additional Instructions: The Contractor shall be expected to provide “supplies and services” in such a manner, that minimizes the likelihood and/or potential for disruption of production activities, at the Government facility. Work schedules that are influenced by either a federal holiday, or shutdown period will be initiated or resumed on the next regularly scheduled workday of the Government.
12.1 Shipment and Storage: The Contractor shall be responsible for the shipment and storage of all tools, materials, and supplies needed to complete all requirements that are specified in the subject order’s Statement of Work (SOW). When required and/or identified as a component of Contractor performance, the Government will be responsible for providing a “lay-down” area. However, any and/or all related security measures and the associated costs are the sole responsibility of the Contractor.
12.2 Monetary Amounts and Authorizations: The contractor is cautioned not to exceed the amount specified herein, without receipt of prior written authorization from the Contracting Officer. Failure to comply with this requirement will result in rejection of the invoice.
12.3 Additional Costs: FRC-SW shall not be responsible for any additional costs associated with an option or addition that is not formally identified through the issuance of an amendment or modification, by the applicable Government contracting activity.
12.4 Monetary Limitations: The Contractor will insure that all personnel involved in the scope of this work order are aware of the monetary limitations.
