STATEMENT OF WORK

UNIVERSAL WING ACTIVATION TOOLS AND SUPER BOLTS

30 October 2017

1.0 BACKGROUND AND SCOPE

1.1 Scope

This Statement of Work provides Universal Wing Actuator Tools (UWAT) full assemblies, Super Bolts (with spherical tip) full assembly, individual parts for the UWAT full assembly, individual parts for the Super Bolt full assembly, individual parts for the PaveWay Systems Parts, and repair services in support of U.S. Air Force and U.S. Navy PaveWay II and PaveWay III Guided Bomb Unit Airfoil Group Maintenance & Repair lines. These supplies and repair services are for U.S. Navy and U.S. Air Force and will support the following weapons systems: GBU-10, GBU-12, GBU-28, and GBU-32 in accomplishing Joint Services maintenance actions.

1.2 Background.

The Logistics Group (Code 663M00D) of the Naval Air Warfare Center, Weapons Division, China Lake, CA (NAWCWPNS-CL) is charged with Joint Services repair and refurbishment of PaveWay II and PaveWay III Guided Bomb Units (GBU) Airfoil Group Maintenance & Repair lines in accomplishing Joint Services maintenance actions covered in Strategic Source of Repair or Source of Repair Assignment Process (SORAP) 09-136.

During refurbishment of GBU Airfoil Groups particular parts and hardware must be replaced in accordance with U.S. Air Force and U.S. Navy Technical Directives.

3.0 METAL MATERIAL PRODUCTS REQUIREMENTS

3.1 CLIN 0001: Hardware Manufacturing - The Contractor shall manufacture, test, and deliver Universal Wing Activation Tool (UWAT) full assemblies and Super Bolt (with spherical tip) Assemblies in accordance with the Section 2.0 proprietary drawings and specifications for each assembly. Each individual Delivery Order (DO) will delineate the exact part numbers and quantities to be supplied.

3.1.1 The contractor shall provide acceptance test procedures for Government approval.

Acceptance testing shall be conducted on each unit offered for delivery in accordance with the Government approved Acceptance Test Procedure (ATP) (CDRL A002). The Government reserves the right to determine if a complete retest is necessary or where to restart a test when a failure occurs.

3.1.2 Configuration Management/Data Management. The contractor shall document any proposed Engineering Change Proposal or Deviation and obtain approval from Government prior to upgrade fabrication. (CDRLs A004, A005 and A006)

3.2 CLIN 0001: Individual Parts - The contractor shall manufacture, test, and deliver spares to include: individual parts for the UWAT full assembly, Super Bolt full assembly, and PaveWay Systems. The individual parts to be ordered are listed in the supply Price List, Section J Attachment 2.

3.2.1 The contractor shall provide acceptance test procedures for Government approval. Acceptance testing will be conducted on each unit offered for delivery in accordance with the Government approved Acceptance Test Procedure (ATP) (CDRL A002). The Contractor shall repair failed items and complete testing on repaired items. The Government reserves the right to determine if a complete retest is necessary or where to restart a test when a failure/repair occurs.

3.3 CLIN 0003: Teardown and Evaluation

3.3.1 The contractor shall teardown and evaluate UWAT assemblies, Superbolt assemblies, individual parts and components in accordance with the proprietary drawings and specifications. The Government will ship units in need of repair to the contractor for disassembly and evaluation.

3.3.1.1 After evaluation, the contractor will provide the Government with a repair proposal comprised of parts requiring replacement, corrective actions required and costs for repairing the unit. The repair proposal shall include the number of hours for each labor category, a list of all material required and whether the material is new, used, refurbished or if it is Government Furnished Equipment/Material (Material or parts obtained from Government units that are not economical to repair). The repair proposal shall also include the relevant quantities and unit prices to conduct the repairs. The contractor shall provide the repair proposal within 30 days after receipt of units.

3.3.2 Reports, Data and Deliverables

3.3.2.1 The contractor shall include the status of the teardown and evaluation efforts in the monthly progress reports in accordance with the basic contract’s Exhibit A. (CDRL A001)

3.4 CLIN 0002: Repair Services

3.4.1 The contractor shall furnish all parts, components, material, documentation and necessary technical service for the repair of UWAT Assemblies, Super Bolt Assemblies, individual parts (listed above in 3.1), and components submitted for evaluation.

3.4.2 Repairs shall be performed on parts/assemblies procured under this contract or other Government-owned parts/assemblies matching the description in 3.1 above; to include parts, components, subassemblies or materials which are not an integral part of the original UWAT assemblies but are identified in Section J Attachment 2.

3.4.3 The Government shall review the teardown and evaluation results and price proposal received under SOW Paragraph 3.3.1.1 for the repair effort. The Government will review the proposal for acceptability and enter into discussions with the contractor, if necessary. Once the price proposal is acceptable, the Government shall issue a Delivery Order.

3.4.4 Technical Tasks

3.4.4.1 The contractor shall provide repair services and replacement parts to return non-operational equipment to its original performance specifications.

3.4.4.2 The contractor shall ensure the repaired part/assembly meets the specification and technical requirements found in the proprietary Technical Data Package.

3.4.5 Reports, Data and Deliverables

3.4.5.1 The contractor shall include the repair effort in the monthly progress reports in accordance with the basic contract’s Exhibit A. (CDRL A001)

3.4.5.2 The contractor shall provide acceptance test procedures for Government approval. Acceptance testing will be conducted on each repaired unit offered for delivery in accordance with the Government approved Acceptance Test Procedure (ATP) (CDRL A002). The Contractor shall repair failed items and complete testing on repaired items. The Government reserves the right to determine if a complete retest is necessary or where to restart a test when a failure/repair occurs.

3.4.6 Repair Determination

3.4.6.1 If the Government determines that the part/assembly is beyond economical repair or the cost is more than the cost of the current version of the part/assembly, the contractor shall return the part/assembly in a disassembled state to the Government for disposition or, if directed keep the part/assembly to facilitate the repair of other parts/assemblies. If the Government directs the contractor to keep a part/assembly to facilitate repair, the contractor shall be required to track the equipment as GFE/GFM. Upon completion of the contract the contractor shall return all GFE/GFM to the Government or be directed to dispose of the equipment as necessary.

4.0 QUALITY ASSURANCE REQUIREMENTS

4.1 The Government reserves the right to "inspect-at-source" up to 100 percent of all supplies and/or services as it deems necessary. Government inspection shall not constitute acceptance; nor shall it replace Contractor inspection or otherwise relieve the Contractor of responsibility to furnish an acceptable end item.

4.2 Inspection and test equipment shall be maintained and calibrated in accordance with the National Bureau of Standards (NBS). Inspection and test equipment shall be maintained within established calibration/recalibration guidelines, recall status, and usage dates.

4.3 Material certifications, process certifications, and applicable inspection data documenting conformance to applicable specifications cited in individual DO’s, shall be supplied with the finished or repaired items in the form of a Certificate of Compliance. (CDRL A003)
