Statement of Work (SOW) for Airless Vacuum Vapor Degreasing System 5/19/2016
1.0 Background
The Composites Engineering Laboratory at Naval Air Warfare Center Weapons Division (NAWCWD) China Lake processes metal and non-metal substrates as tooling and for sensitive bonding operations. It is critical that these parts be as clean as possible. The Lab requires a vapor degreaser to achieve the cleanliness required. The degreaser must be a turnkey system that meets the specifications of this requirement. .
1.1 Scope
NAWCWD code 476400D intends to procure a turnkey airless vacuum vapor degreasing system to clean metal and non-metal parts for sensitive bonding operations.
2.0 Applicable Documents
2.1. Environmental Protection Agency (EPA). NESHAP Halogenated Solvent Cleaning guidelines.
2.2. South Coast Air Quality Management District (SCAQMD). SCAQMD Rule 1122 and BACT/LAER guidelines.
3.0 Requirements
The contractor shall provide a airless vacuum vapor degreaser system that meets the following specifications:
3.1. Vapor Degreaser
3.1.1. Unit must handle operating voltage of 480 VAC, 3 phase, 3 leg, 50/60 Hz.
3.1.2. Unit must be capable of processing n-propyl bromide solvent and DuPont Vertrel SDG solvent. Materials used in the chamber shall be selected to be compatible with these solvents, assuming regular maintenance will be performed on the degreaser.
3.1.3. Unit shall include a cleaning chamber that accommodates a part 96” in length by 36” in height by 36” in width.
3.1.4. Unit shall complete a cleaning cycle in not more than 60 minutes.
3.1.5. Unit size shall permit transportation through a 114” tall by 132” wide door. Unit height shall be no more than 108 inches.
3.1.6. Immersion Phase: Unit must be capable of full submersion of parts in liquid solvent. Immersion shall be capable of submersing parts that are 36 inches in height.
3.1.7. Vapor degreaser shall be capable of operating in a discontinuous process. System must be closed to contain solvent during startup and shutdown. It shall be equipped with an evacuation system to capture and recycle solvent vapors during this period.
3.1.8. Unit shall be equipped with a digital programmable logic control module, minimum. Module shall control user changeable parameters including: start/stop function including safety interlocks, temperature ramp and hold values, dwell times, manual interrupt, and number of cleaning events per cycle (i.e. liquid immersion then vapor zone then back to liquid, etc.)
3.1.9. Unit shall hold a minimum parts load of 250 lb.
3.1.10. Solvent temperature shall be user adjustable in degree increments between 130 and 220 degrees Fahrenheit.
3.1.11. Filtration
3.1.11.1. Unit shall be equipped with a filtration system that removes contaminants from the solvent so the solvent can be recycled.
3.1.11.2. Filters must be accessible for regular maintenance.
3.1.12. Safety
3.1.12.1. Vendor shall make reasonable design consideration for safe operation of a degreaser within a closed building.
3.1.12.2. Unit shall include an alarm for low solvent, over-temperature, insufficient vacuum level, and over-pressure conditions based design limit threshold set by manufacturer. Unit shall suspend operation in these conditions.
3.1.12.3. Emergency stop buttons shall be easy to access and located on machine to disable electrical power and vent chamber (i.e. operator falls into degreaser).
3.2. Chiller/Refrigeration
3.2.1. The unit shall include a chiller or refrigeration system that meets the following criteria:
3.2.1.1. The unit may either be built into the degreaser or attached to the degreaser. However, heat exchangers shall be placed outside of the building and plumbed to the degreaser.
3.2.1.2. Unit shall be sized to match vaporized solvent capacity and cycle time of degreaser.
3.2.1.3. Unit shall be designed for temperatures capable of condensing solvents listed in Section 3.1.2.
3.2.1.4. Unit shall operate on 480V power.
3.2.1.5. A chiller shall operate on customer furnished water supply. Supply water temperature not guaranteed or controlled.
3.2.1.6. A refrigeration system shall use refrigerant in compliance with state and local regulations.
3.2.1.7. Total height of chiller shall not exceed 156”.
3.3. Boiler/Condensate Unit
3.3.1. The unit shall include a Boiler/Condensate unit that meets the following criteria:
3.3.1.1. The Boiler/Condensate unit shall operate on 480V power.
3.3.1.2. The Boiler/Condensate unit shall convert water to steam at a rate compatible with vaporizing the solvents listed in Section 3.1.2 to meet the 60 minute cycle time requirement of vapor degreaser.
3.3.1.3. Water is available for conversion to steam. Inlet water temperature is not guaranteed or controlled.
3.3.1.4. Total height of the Boiler/Condensate unit shall not exceed 156”.
3.4. The system shall be constructed to comply with NESHAP Halogenated Solvent Cleaning guidelines.
3.5. The system shall meet SCAQMD Rule 1122 and BACT/LAER guidelines.
3.6. The contractor shall provide a minimum of one complete set of filters. The contractor shall provide the instruction manuals, mechanical interface drawings, electrical wiring diagrams and maintenance manuals for the vapor degreasing system.
3.7. The contractor shall provide installation of the vapor degreaser system within 30 days of delivery, provided customer facility is ready for install.
3.8. The contractor shall be responsible for developing and demonstrating checkout procedures to verify the machine meets the requirements of this Statement of Work after installation.
3.9. The contractor shall train Lab personnel for 2 days minimum at NAWCWD in the proper use of the machine immediately after installation – to include safety, programming and hardware operation.
3.10. The contractor shall provide the industry standard 1 year warranty from the date of installation and acceptance of the airless vacuum vapor degreaser system.
4.0 Deliverables
4.1. Delivery of the following items shall be made within 26 weeks of award:
4.2. Vapor degreaser system in accordance with Section 3.0
4.3. Chiller in accordance with Section 3.0
4.4. Boiler/condensate unit in accordance with Section 3.0
4.5. Filters for vapor degreaser in accordance with Section 3.0
4.6. Instruction manuals in accordance with Section 3.0
4.7. Mechanical interface drawings in accordance with Section 3.0
4.8. Electrical wiring diagrams in accordance with Section 3.0
4.9. Maintenance manuals in accordance with Section 3.0
5.0 Special Considerations
5.1. The Government will be responsible for utility connections to the machine.
5.2. The Government will provide electricity and a water supply for the system. Natural gas and steam are unavailable at the installation site.
