Performance Work Statement (PWS) Operation and Management of the Real-time Environmental Monitoring and Alert System (REMAS) for the NAWCWD Program Magazines, Test Bays, and Radiographic Inspection Facility 8/11//2016

1.0 Scope

The services to be provided consist of temperature and humidity measuring instruments, equipment to control and operate those instruments, data management, and continuation of web service improvements, including improved interface capabilities, improved reporting of current functionality and technical ease of use, for all equipment installed in the six (6) magazines, three (3) test bays and the two (2) at the Radiographic Inspection Facility. The equipment was designed, developed, and installed under the Engineering Support Service (ESS) IV contract N68936-09-D-0040 TOs 0135 and 0246, and under small purchase orders N68936-15-P-0359 and N68936-16-P-0296. Specifically, this tasking includes continuous operation, necessary maintenance, certification, and replacement of hardware, regular security updates, and continuous improvements and modernization. Currently there are eleven (11) stations to be monitored and maintained.

1.1 Background

The Government requirement is to record and maintain the temperature histories of energetic materials and rocket motors in order to certify conformance to specified environmental storage conditions. The Government also needs to be notified if specified environmental storage conditions are exceeded so that appropriate actions can be taken to bring the facility back to operating condition.

The Ordnance Test and Evaluation Division’s responsibility is to test and evaluate energetic materials, components, and systems in support of emerging Warfighter needs. This tasking involves providing services that consist of temperature and humidity measuring instruments, equipment to control and operate those instruments, data management, and continuation of web service improvements, including improved interface capabilities, improved reporting of current functionality and technical ease of use, for all equipment installed in the six (6) magazines, three (3) test bays and the two (2) Radiographic Inspection Facility, as operated by the Ordnance Test and Evaluation Division.

2.0 Applicable Documents

2.1 Department of Defense Directive (DoDD) 8140.01

STD: Operating system shall be operational at all times

AQL: 99%

3.1.2 The contractor shall maintain a minimum of one (1) and not more than three (3) backup REMAS, at all times. The backup REMAS shall be identical to the REMAS in the six (6) magazines, three (3) test bays, and the two (2) Radiographic Inspection Facility. The backup REMAS shall be used to replace any failures in REMAS in the facilities. Acts of nature are not excluded in the scope of failures.

Performance Standards:

STD: Contractor shall maintain a minimum of one (1) and not more than three (3) backup REMAS AQL: No less than one (1) backup REMAS for more than 30 days a year.

3.1.3 The contractor shall provide a system to monitor temperature, relative humidity and shore power in ordnance storage magazines, test bays and the Radiographic Inspection Facility.

Performance Standards:

STD: Operating system shall be operational at all times

AQL: 99%

3.1.4 The contractor shall take measurements of the following parameters (temperature, relative humidity, shore power, and battery backup power) at a minimum of once every 10 seconds, record and store (upload) the data electronically at a minimum of once every 30 minutes, and provide a backup system to ensure that the system continues to function in the event of a power or communications failure.

Performance Standards:

STD: Measurements shall be taken once every 10 seconds and uploaded once every 30 minutes

AQL: 99%

3.1.5 The contractor shall schedule downtime with the Government for maintenance and upgrades. Downtime shall not exceed six (6) hours per month.

Performance Standards:

STD: Downtime shall not exceed six (6) hours per month

AQL: 100%

3.1.6 The contractor shall provide and maintain a system to alarm and alert on the following monitored condition parameters: temperature, humidity, shore power, and backup battery power.

3.1.6.1 The alarm shall alert Government personnel by telephone and electronic messaging within 30 minutes of condition/alarm.

3.1.6.2 The measurements that result in alarms shall be adjustable via website portal by Government personnel. Remote adjustment of alarm set points are required to adjust for changes in test asset storage thermal conditioning requirements.
