SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
ADDITIONAL Q&AS
Question: In response to Amendment 1, Q&A #5, will the Government please confirm that they intend for the required section and page numbers in headers and footers to be within the gutters of the 1-inch page margin?
Or does the Government intend for the required section and page numbers to be within the 9” x 6.5” space on each sheet allowed for text?
Answer: As indicated in Q&A # 5 answered in Amendment 0001, Proposals must follow Section L of the RFP and will not be evaluated if deviated. This means that the margins must be set at 1 inch all the way around on a 8.5 x 11 inch sheet of paper and the header and footer are set at default settings .5” top and .5”bottom. RFP and will not be evaluated if deviated from Section L.
Question: As a result of the Government's release of Amendment 0002 under the subject solicitation which extends the proposal due date until 20 January 2017, will the Government specify the new submission date for all past performance information/references/questionnaires that were previously required to be submitted by December 27th?
Answer: Past Performance is now due January 10, 2017 since the response date was extended until January 20, 2017.
Question: Would the Government consider updating DFAR 252.239-7009 and 252.239-7010 to the December 2015 versions? The solicitation currently includes outdated versions of these clauses.
Answer: The Government has gone through and updated the following Clauses with the latest versions: 52.232-19, 252.204-7004, 252.239-7010 and 252.211-7003. DFARS 252.239-7009 does not have a revised date. September 2015 is correct.
Question: Concerning SOW paragraph 2.2, which states “Using Microsoft Word, the contractor shall prepare a CCA compliance matrix following the organization and appearance of Table 11 with additional separate columns for the display of artifact: titles, date(s) of approval, page number(s), and paragraph or section number(s).” Where can table 11 be found?
Answer: The Government has realized that Table 11 is a typo and has now been corrected to state, “Table 9” in 2.2 of the SOW.
Question: Is it the Government's intend that any subcontractor utilized to meet any portion of the 25% small business subcontracting requirement be deemed a principal subcontractor? For example, if an Offeror is utilizing 5 Small Business Subcontractors and allocating 5% of the LOE to each Subcontractor in order to meet the 25% small business subcontracting requirement then are all five subcontractors considered "Principal Subcontractors; or alternatively, is it the Government's intent that in order to be considered a "principal subcontractor" a single Small Business must be allocated at least 25% of the LOE which is the small business subcontracting requirement?
Answer: The Government will not direct a vendor on how they must meet the 25% small business mandate, just as long as at least 25% is subcontracted to small businesses. For example, vendors can choose to subcontract to one small business for 25% or can choose to subcontract to five small businesses for 5%.
Question: Reference: Attachment L-4. In the “Instruction for Subcontractors”, the Government directs offerors to delete rows 22-48. By deleting rows 22-48, subcontractors will delete rows where fee would be placed, leaving no place for them to record fee. In addition, the offerors are required to first“ Enter all subcontractor employee names in Column A (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas” and “Enter all subcontractor labor categories in Column C (starting at row 9) If necessary, insert additional rows--but ensure integrity of formulas.” If subcontractors insert additional rows and then delete rows 22-48, required information, such a burdens and formulas, in addition to fee, may be deleted.
Will the Government change the “delete Rows” reference to “delete rows containing “Subcontractor costs through Total Labor Cost (Prime and Subcontractor Labor”?
Answer: The instructions in the Section L-4 Attachment, Cost Summary Spreadsheet, states to delete rows 22-48 for Subcontractor costs. After those rows are deleted, please add a row between line 20 Subcontractor Labor Cost and 49 Total CPFF all CLINs (Labor and ODCs) to include a breakout of Subcontractor fee.
