Pacific Target and Marine Operations (PTMO) Division Statement of Work (SOW) Maintenance, Operation, and Depot Support for Aerial and Seaborne Assets

1. BACKGROUND AND SCOPE

Background. The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, Pacific Targets and Marine Operations (PTMO) Division, as part of the Threat/Target Systems Department (TTSD), has the requirement to maintain and operate both aerial and seaborne assets. This includes air and sea vehicles and vessels used for manned and unmanned training and test events. Aerial assets include subsonic and supersonic aerial targets. Seaborne assets include a combination of both target and support vessels. The Contractor performs operational, intermediate, and depot level maintenance for both aerial and seaborne assets. Seaborne Targets Externally Directed Team (STEDT) serves as the depot for Seaborne Targets, Inventory Manager (IM) and Cognizant Field Activity (CFA) for all Seaborne Targets Operating Activities.

1.1. Current seaborne target operational tempo is comprised of manned and unmanned events, including all combinations of air and surface engagement for live fire events. Customers for this work are predominantly Navy Weapons and Aircraft Systems, with some support provided to Foreign Military Sales (FMS) and Department of Defense (DOD) organizations. At any given time tempo may be scaled up or down in order to: (1) Address the global threat of terrorism, (2) Evaluate new weapons systems, or (3) Satisfy other operational mandates requested by customers and as such may need to provide additional outside crew and vessel support to react to operational demands at any of the operational sites defined below.

1.2. Scope. This Statement of Work (SOW) defines the requirements for the operation and maintenance of aerial and seaborne assets, and associated equipment used to execute the mission of the NAWCWD PTMO Division. Specifically, this contract includes; 1) management oversight for all work performed including increases in activity where operational requirements may exceed the availability of seaborne support and target vessels; 2) aerial asset operational progression from initial breakout and assembly, through launch, recovery, decontamination, and post operation repairs; 3) aerial asset system and subsystem maintenance; 4) seaborne asset operational progression from initial inspection and mission specific configuration, through deployment, recovery, and post-operation repair; 5) seaborne asset and support vessel maintenance and; 6) inventory oversight including equipment, materials, and property used in the scope of this contract.

1.3. Place of Performance. The majority of the work will be performed at Naval Air Warfare Center Weapons Division (NAWCWD), Naval Base Ventura County (NBVC) including Point Mugu and Port Hueneme, and at Naval Air Weapons Station (NAWS) China Lake, California. Additionally, smaller portions of work may take place at Southern California Offshore Range (SCORE), White Sands Missile Range (WSMR), New Mexico, Utah Test and Training Range (UTTR), the Pacific Missile Range Facility (PMRF), Hawaii, and other locations based upon the test operation requirements. In addition, functional areas are subject to off-site requirements to include other worldwide target service locations and open ocean events.

2. APPLICABLE DOCUMENTS

2.1. Government Documents. The Contractor shall comply with the following list of applicable documents and any other documents, instructions, notices, and procedures as applicable during the performance of this contract. These applicable documents may be revised during performance of the contract. The following is a list of known documents needed and referred to in the performance of the services required by this SOW. The documents listed below are the versions current at the writing of this SOW and are necessary to fully understand and perform the tasks described herein. Unless otherwise specified, the revision level and date of each document, specification or standard cited or referred to within this solicitation shall be the revision that is listed in the Department of Defense ASSIST Database (http://assistdocs.com/search) in effect on the date of contract award or at the time an option is exercised. When required, publications are to be in accordance with DOD 5010.12-M or subsequent versions as notified by the Government. All local documents are updated periodically and will be coordinated via the Program Manager.
