STATEMENT OF WORK (SOW)

OPERATIONS AND MAINTENANCE (O&M) OF GQM-163A AERIAL TARGETS

Date: 05 October 2017

1.0 SCOPE

This SOW defines contractor efforts required to support Naval Air Warfare Center Weapons Division (NAWCWD) GQM-163A target Operations and Maintenance (O&M) requirements. This support includes trajectory development and defined O&M activities for GQM-163A aerial target systems required to ensure that U. S. Navy weapon systems Test and Evaluation (T&E) and development tests are adequately supported. This contract includes support for Foreign Military Sales (FMS) testing activities. The purpose of the O&M is for the build-up, test, and launch of the target.

1.1 GQM-163A System. The GQM-163A is a Supersonic Sea Skimming Target (SSST) with High Diver (HD) capability. It is an expendable, ducted rocket powered target capable of flying at low and high altitudes and supersonic speeds. The GQM-163A system includes the GQM-163A vehicle, the MK70 Mod 1 booster, the MK7 Mod 1 launcher, and required Ground Support Equipment (GSE), as listed in section 3.2.2. GQM-163A targets are launched from modified MK 7 Mod 1 TALOS dual-arm launchers employing automated launch control hardware.

1.3 Definitions User – U.S. Armed Forces or FMS groups.

Target Operation – Single or dual GQM-163A target (Stream Raid) launches as requested by a User. As used herein, a target operation includes the preparation of both primary and backup targets for single and dual target presentations.

Primary Target – A target that is planned to be launched during a user operation.

Backup Target – A target that will be launched if the primary target does not fulfill mission requirements for a user operation.

1.4 Place of Performance. The work will be performed at the Contractor’s facilities and Government facilities to include: Point Mugu, CA, San Nicolas Island (SNI), CA, Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, HI, and White Sands Missile Range (WSMR), NM. This will also include off-site requirements to include other worldwide target service locations and open ocean events.

2.0

REQUIREMENTS

3.1 Technical Approach. The Contractor shall provide O&M for all GQM-163A systems operations to include the following: pre-mission preparation, maintenance performance, pre-mission planning, mission trajectory planning, mission/launch support, post-flight performance analysis, transportation, and training. Services shall be performed in accordance with the documents in sections 2.1 and 2.2 as applicable. This O&M support is directly related to GQM-163A operations and as such is dependent upon user schedules.

3.2 O&M. The Contractor shall provide the following O&M support for GQM-163A aerial target and backup targets.

3.2.1 Operational Launch Support. The Contractor shall provide O&M support to configure, prepare, and checkout targets and GSE for flight operations in accordance with the latest procedures. This tasking includes but is not limited to: target decanning, payload and Flight Termination System (FTS) installation and checkout, target electrical test and checkout, mission simulation test, booster preparation and mate, battery conditioning and charging, initiator checks, ordnance mate, vehicle closeout, GSE launcher and umbilical cable checkout, transport, launcher upload, pre-launch testing and checkout, launch operations, launcher download (if target is not launched), disassembly and target re-canning of targets that are not launched. The Contractor shall provide the specified O&M support for all GQM-163A launch operations.

3.2.1.1 Operational Launch Support Functions. Contractor on-site personnel shall:

Attend all GQM-163A pre-flight briefings (selected personnel dependent upon briefing agenda as determined by the Officer in Charge (OIC)), Attend all post-flight debriefings (selected personnel dependent upon briefing agenda as determined by the OIC), and Assist in the identification and resolution of GQM-163A system technical problems.

Contractor shall prepare and submit an invoice support report for each task order. (CDRL A001) 3.2.1.2 Mission Trajectory Planning. The Contractor shall provide mission trajectory planning as required in individual Task Orders (TOs) when a profile is not available to meet the mission needs or requires modification to meet a user’s specific needs. The Contractor shall provide a trajectory analysis report that contains nominal and Monte Carlo simulated runs of the target flight trajectory for analysis by the user and Range Safety. The Contractor shall maintain configuration control of the mission profiles. (CDRL A002) 3.2.2 Maintenance Requirements. The Contractor shall provide on-site depot and preventative maintenance support for the GQM-163A Shipping Container in accordance with WP15-6060 and the Assembly Cart (P/N: 1030-4025-001) in accordance with WP15-6061/6062.

3.2.3 Post Flight Analysis. The Contractor shall provide a post-flight report for each launch operation conducted as required by the Government at the task order level. (CDRL A002)

3.2.4 Qualification/Certification Requirements. The Contractor personnel providing on-site technical support shall be qualified and certified to perform GQM-163A ordnance functions. Required ordnance certifications shall be provided by Contractor in accordance with NBVCINST 8020.3C series. The Contractor shall maintain a list of certified personnel and provide the list to the GQM-163A OIC for submission to the Government. Qualification/Certification records shall be made available for review when requested. On-site personnel shall be selected in accordance with the support required for the work packages in section 2.1. (CDRL A003)

3.2.5 Contractor Notification. The Government will provide long term planning schedules and updates as changes arise. The COR shall notify the Contractor via e-mail as soon as possible and normally 60 days before each scheduled GQM-163A launch operation. Circumstances at times may preclude this advance notification. Contractor personnel shall be on-site in advance of the launch date, the number of days will be specified in each task order, in order to complete all required target, launch and flight support equipment preparation functions prior to the launch date.

3.2.6 Flight Readiness Review (FRRs). The Contractor shall provide a status brief at an FRR prior to each flight operation. The Contractor shall demonstrate that all milestones leading to flight operations and that all data and hardware deliverables appropriate to the flight operation have been completed and delivered. The FRR is scheduled approximately one week prior to the flight operation. The Contractor is authorized to perform internal reviews and shall perform pedigree reviews in preparation for this effort. (CDRL A004) 3.3 Program Management. The Contractor shall maintain its management system and organization to plan, organize, control, coordinate, and oversee all Contractor activities relating to the GQM-163A O&M program and contracts management. This includes functional support such as: program office support, finance, program control, scheduling, contracts, configuration management, etc.

3.3.1 The Contractor shall maintain, manage, create, and update contractor-generated Technical Manuals (TM) that apply to O&M management for GQM-163A target system. A list of existing TMs is provided in Section 2.1. The GQM-163A Integrated Support Plan is maintained under separate cover. The Operations and Maintenance Program Management Plan (O&M PMP) is a Contractor-internal document defining Program exceptions to Contractor standards and is typically maintained as an overhead expense. The exception is those cases where negotiated contractual direction from Pacific Target Marine Operations (PTMO) directly conflicts with Contractor standards thereby necessitating a revision to the O&M PMP to maintain compliance with both PTMO and Contractor requirements 3.3.2 The Contractor shall provide a basis for program planning and status reporting of program data, visibility of data deliveries, and a historical record of submittals. (CDRL A001) 3.4 Operational Management

3.4.1 Pre-mission and Post Mission Maintenance. The Contractor shall provide input to planning and scheduling for launch operations and requested support activities. The Contractor is authorized to perform standard routine procedures such as repair and replace during target build and preparation. Configuration changes or substantive changes to the target or support equipment for an operation will be directed by the Government.

3.4.2 Transportation. The Contractor shall work with the Navy Logistics Manager to schedule transportation of GQM-163A equipment, targets, and personnel between NAWCWD-PM and other performance locations (Paragraph 1.4) for flight operations, as stated in individual task orders.

3.4.3 Training and Training Requirements. The Contractor shall provide trained personnel to operate the GQM‑163A system throughout the performance of this contract. The Contractor shall be allowed to train personnel on-site under this contract to maintain adequate staffing. Training requirements shall be approved in advance by the COR. The Contractor shall train Navy-designated personnel to support launch operations and on-site maintenance.

3.5 Program Management The Contractor shall provide the following:

3.5.1 The Contractor shall provide program management and administrative functions.

3.5.2 The Contractor shall track the contract status monthly, and review personnel security and training prior to each awarded Field team deployment, to include review of Defense Biometric Identification System (DBIDS) and Common Access Cards (CACs) status.

3.5.3 The Contractor shall provide monthly financing reports between operation launch and trajectory TOs including CDRLs A001.

3.5.4 The Contractor shall update the Contractor Manpower Reporting Database on a yearly basis as required by the Required Enterprise-Wide Contractor Manpower Application (ECMRA) Information Clause.

3.5.5 The Contractor shall provide O&M process improvement review and implementation for field work flow, flight profile development and launch operations. (CDRL A002)

3.6 The Contractor shall update and maintain the following O&M Documentation:

· Field work packages listed in paragraph 2.1.

Written, email is acceptable, approval from the COR is required in advance for O&M Documentation update and maintenance. Approval requests shall include estimated number of hours required, list of updates or corrections, and estimated completion date of the effort.

5.0 GOVERNMENT FURNISHED EQUIPMENT, INFORMATION AND FACILITIES

The Government will provide access to Government facilities, and data/information as required during the performance of this contract, including magazines and ordnance assembly buildings.

6.0 TRAVEL

The Contractor shall submit a request for travel as defined in individual TOs. Each request will be submitted in advance (a minimum of 1 week) to the COR for approval. The COR will evaluate the travel requests utilizing the Joint Travel Regulations. Each travel request will minimally consist of:

· Date of Request

· Delivery/TO number

· Employee(s)

· Date and duration of proposed travel

· Purpose of travel

· Destination

· Cost estimate (airfare, per diem, car rental, miscellaneous expenses)

· Total travel allowance on the delivery/TO

· Total travel cost expended to date

7.0 PERFORMANCE ASSESMENT METRICS

Performance of services/deliverables shall be assessed by the COR in accordance with the performance objectives at the task order level.

8.0 SECURITY GUIDANCE

During the performance of this contract, access to classified information and documentation up to and including SECRET will be required. The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), and SECNAV M-5510.36. All Contractor facilities shall provide an appropriate means of storage for controlled unclassified information and materials. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only (FOUO) in accordance with DoDM 5200.01, Information Security Program: Controlled Unclassified Information (CUI) Volume 4 (enclosure 3) and DoD 5400.7-R (Freedom of Information Act Regulation) (Chapter 3). In an effort to preclude the possible compromise of classified data, Contractor shall employ Operational Security (OPSEC) measures to control unclassified information that could be considered mission/program sensitive. The Contractor will comply with OPSEC requirements in accordance with the attached DD Form 254.

8.1

FOUO

8.1.1 FOUO information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01 (DoD Information Security Program: Controlled Unclassified Information (CUI)) Vol. 4 (enclosure 3 pages 11-18) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf . The contractor shall not store or transmit CUI on personal IT systems or via personal e-mail.

8.1.2 All controlled unclassified technical information shall be appropriately identified and marked with the following distribution statement(s):

Distribution Statement D: Distribution is authorized to the Department of Defense and U.S. DoD Contractors only; Administrative or Operational Use; (date of determination). Other requests shall be referred to Naval Air Warfare Center Weapons Division (Code 53200ME), 575 I Ave Suite 1, Point Mugu, CA 93042-5049.” per DoDI 5230.24 dated August 23, 2012.

8.2 Public Release Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through Commander, Code 4L0000D, Naval Air Warfare Center, Weapons Division, 1 Administration Circle, STOP 6305, China Lake, CA 93555-610 8.3 Program Protection Implementation Plan (PPIP):

The Contractor shall continue to implement, maintain and update (as necessary) the approved PPIP to ensure effective and efficient protection of essential program information, technologies and systems, and in accordance with Operational Security (OPSEC) requirements which will include (at a minimum) (CDRL A005):

· The Security Management Structure.

· The Critical Program Information (CPI) physical locations under the Contractor’s or subcontractors’ control.

· The vulnerability of the CPI under the Contractor’s or subcontractors’ control to intelligence collection in the following areas: Human Intelligence (HUMINT); Open Source Intelligence (OSINT); Signals Intelligence (SIGINT); Imagery Intelligence (IMINT); Computer Network Operations (CNO).

· Countermeasures at each site where CPI is held, from the following security domains (as applicable): physical security; personnel security; telecom and network security; application/systems development; cryptography; security architectures; operational security; network and IT access control.

· Any special handling procedures required for CPI, and procedures for recovering CPI in the event of a mishap. The Contractor shall address these procedures for all phases of the program, including (but not limited to): RDT&E; production; operations; maintenance; logistics; transportation; training; disposal.

· Procedures for ensuring compliance with U.S. Government export statutes and regulations.

· Procedures for public release of program information.

9.0 Tasking and Assumptions

Tasking and assumptions will be listed at the TO level with specific details for operations and trajectory reports. A sample of tasking responsibilities for a sample TO is provided for reference as Attachment 1 (GQM-163A Target O&M Roles and Responsibilities) to this SOW.
