About this file
This is a Question and Answer Log documenting Government responses to quoter inquiries regarding a federal contract solicitation for transformers.
The procurement requires three units of a 25 KVA, 450/450V, single-phase, 400 Hz dry-type transformer conforming to MIL-T-17221B. The transformer must feature Class N insulation, a 150°C rise rating, drip-proof enclosure, bulkhead mounting, and terminal access per MIL-T-17221B paragraph 3.5. The "4B" designation referenced in the specification is assigned per performance data in document 701-J-880 Rev J. Transformer leads must be secured with insulated support and connected using solderless connectors conforming to MIL-E-16366. The unit is dry-type, 400 Hz, single-phase equipment designed for shipboard electrical distribution. All three units under CLIN 0001 may be delivered separately provided delivery occurs on or before November 10, 2026. Delivery is to Naval Station Mayport at Building 1488 Massey Avenue (northwest corner of compound), where a loading dock and forklift are available. The warranty period is 90 days. Mil-Std packing is required for preservation and shipment.
The solicitation incorporates DFARS clauses 252.225-7001 (Defense Federal Acquisition Regulation Supplement trade agreements) and 252.211-7003 (IUID marking requirements). End products manufactured in DFARS-qualifying countries are acceptable provided they meet criteria within DFARS 252.225-7001. IUID data matrix marking per MIL-STD-130 applicability is determined by DFARS 252.211-7003(c)(1)(i). Commercial packaging may be used if it meets MIL-STD standards. Amendment 01 provides revision to DFARS 252.204-7021 regarding CMMC level requirements. All other terms and conditions of the solicitation remain unchanged.

QUESTION & ANSWER LOG
QUESTION ANSWER
1 Is your supply already at 400 Hertz, or are you converting from 60 Hertz to 400 Hertz? Yes, system is already 400Hz
In the description, the requirement lists:
“Transformer 25KVA 450/450V 1PH 400HZ 4B 150°C Rise Class N Insulation Drip Proof Encl Bkhd Mtg” Could you please confirm what the “4B” requirement refers to?
The designation 4B is assigned per performance data specified on 701-J-880 Rev J.
One of our potential suppliers mentioned that their standard enclosure options do not include bulkhead terminal access. Could you please confirm whether bulkhead terminal access is a strict requirement, or if an alternative enclosure configuration would be acceptable provided the electrical specifications are met?
As per MIL-T-17221B, paragraph 3.5 transformer must have terminal access.
4 Please confirm 3 phase or single phase. Single phase
The DOR identifies the transformer as "25KVA 450/450V 1PH 400HZ 4B 150deg C Rise Class N Insulation Drip Proof Encl Bkhd Mtg." Please clarify the meaning of the "4B" designation. Is this a military specification suffix, a manufacturer part number element, a configuration code, or another identifier?
The designation 4B is assigned per performance data specified on 701-J-880 Rev J.
Is the required transformer governed by a specific military specification such as MIL-PRF-27 or MIL-T-27, or will a commercial equivalent meeting all performance parameters stated in the DOR be acceptable? If a MIL-spec is required, please identify the applicable specification and revision.
Mil-T-17221B
Does the solicitation require a specific termination type for the electrical connections (e.g., terminal board, flying leads, connector type)? If so, please specify the required termination configuration.
The transformer leads shall be secured by the use of an insulated support and arranged in such a manner that the connections to ship1s cables may be made by the use of solderless connnectors conforming to MIL-E-16366.
Are specific packaging and preservation requirements applicable to this procurement? Is MIL-STD-2073 preservation or MIL-STD-129 military marking for shipment required, or will commercial packaging be acceptable?
Mil-Std packing is required.
Must all three units under CLIN 0001 be delivered in a single shipment, or may they be delivered separately provided all units are received on or before November 10, 2026?
Yes.
Is this unit a dry type or oil-filled? Specification MIL-T-17221B covers dry type, 400 hertz (Hz), single-phase, electric trans-formers of standarcl mounting dimensions, used for shipboard electrical distribution.
Please confirm the offload point at Naval Station Mayport. The DOR references the northwest corner of the compound at Bldg. 1488 Massey Avenue. Please confirm whether a loading dock, forklift, or crane will be available at the delivery point, or whether the contractor is responsible for providing all offloading equipment.
1488 is the correct location, there is a loading dock and a fork lift is available.
The solicitation states "Terms of any express warranty: Not modified" but does not specify a minimum warranty duration or terms. Please clarify what warranty the Government expects for CLIN 0001.
90 Days.
DFARS 252.204-7021 is incorporated, but the required CMMC level field was left blank. Please confirm the CMMC level required for this contract.
See amendment 01 for revision to DFARS 252.204-7021.
DFARS 252.225-7001 is incorporated. Please confirm whether end products manufactured in DFARS qualifying countries are acceptable, or whether strictly domestic manufacture is required.
Yes, end products manufactured in DFARS qualifying countries are acceptable under DFARS 252.225-7001, provided they meet specific criteria defined within DFARS. 252.225-7001
DFARS 252.211-7003 is incorporated into this solicitation. Please confirm whether IUID data matrix marking per MIL-STD-130 will be required on each delivered unit and confirm the Government's anticipated unit acquisition cost for CLIN 0001 so that quoters can determine applicability of the IUID threshold.
Refer to DFARS 252.211-7003(c)(1)(i).
