About this file

This document is a Draft Performance Work Statement (PWS) for providing 50-passenger buses with drivers to support the USS George Washington's port visit to Naval Station Mayport, Florida from April 28-30, 2024. The PWS outlines the requirement for the Expeditionary Services Contractor to provide 20 buses on two continuous routes between key pickup and drop-off locations during the specified operating hours. The contractor must coordinate transportation logistics, ensure driver readiness, provide a collision damage waiver, and meet all safety and cleanliness standards. The document also addresses contingency situations and base access requirements using the Defense Biometric Identification System (DBIDS).

The related federal contract opportunity is a Sources Sought Notice (SSN) for market research to identify potential offerors capable of fulfilling this requirement. The Department of the Navy, Naval Supply Systems Command is seeking responses from contractors by April 9, 2024 to assist with acquisition planning. A firm-fixed price contract is anticipated, and the government may set aside the requirement for small businesses. Respondents should provide company information, salient service characteristics, and feedback on pricing and contract type.

10.0 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations.

DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice databases, and the individual has a letter or official document from the sponsoring organization, which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
