DESCRIPTION OF REQUIREMENTS

DESCRIPTION OF REQUIREMENTS

FOR

URC-300 MULTI-FREQUENCY RADIOS

BACKGROUND

The purpose of this contract is to fulfill the need to purchase and upgrade non-supported URC-200 aircraft frequency dialable radios to the new, supported URC-300 radios.

Ground Electronics maintains all N3 dialable URC-200 communication radios on NASWF. The current radios are obsolete and non-repairable/replaceable. As per OPNSVINST 3722.35B, these radios are required being a Portable Quick-shift Multi-frequency radio.

REQUIREMENTS

The objective of this contract is to obtain new URC-300 Multi-Frequency (dialable) communications radios in order to be in compliance and the replace inoperable radios.

Procure the following equipment:

URC-300 Power Packs, UAC-53-P58597R001, 6 ea.

URC-300 Radio, BP-300-BLK-01-P58646R001, 6 ea.

Justification

OPNSVINST 3722.35B

Operating Position Equipment Capability Standards.

a. The criteria for establishing equipment requirements for operating positions at all shore-based classes of ATC facilities are described in this paragraph. This criterion is designed to provide a mechanism for translating standard operating position capability into basic equipment requirements. Specific nomenclature equipment that best fulfills the position requirement capability is derived from these basic requirements. Thus, a requirement for ground to air radio communications would indicate a need for a transmitter and receiver (or transceiver), antenna, recording capability, associated communications switching equipment, Remote Communications Air to Ground (RCAG) equipment and interconnecting cabling. b. Four equipment categories define ATC equipment requirements:

Communications, Navigation, Surveillance and Air Traffic Management (CNS and ATM). Each equipment category is subcategorized by operational purpose. ATC equipment is categorized and subcategorized by facility class, which are defined by tables, located in Appendix B. to determine capability requirements. Capabilities are expressed in generic terms to avoid limiting results to current equipment inventories. Thus, the resulting standards remain valid regardless of equipment changes. The detailed list of equipment categories and subcategories (operational purpose) including function are identified in subparagraphs 6b(1) – 6b(4):

(1) Communications. Communications systems include the Operational Communications System (OCS), Emergency Communications System (ECS), RCAG and Primary Aircraft Emergency Alarm Intercommunication System. (a) The OCS consists of radio, voice switch and ancillary equipment enabling the ATC facility to perform its mission based on the stated operational requirement: providing communications coverage within the entire operational service volume. The ATC voice switch permits simultaneous operation of all operating positions to place and receive calls and transmit and receive radio transmissions. The voice switch consists of equipment located at each operating position, which controls the communication switching equipment located in nearby equipment rooms. This integrated voice switching system provides ATC personnel with access to both Air-to-Ground and Ground-to-Ground connectivity, interphone and inter-facility landline capability to support the ATC function. UHF, VHF and HF radios are used depending on the required function. VHF radios can be required in either Frequency Modulation (FM) or Amplitude Modulation (AM) frequency range.

"The Operations Security (OPSEC) program and command policy, CNICINST 3432.2A CH-1, requires that all support contractors requiring access to CNIC's sensitive but unclassified information on the CNIC critical information list (CIL) be educated on safeguarding that information. Upon the award of the contract, the COR will provide the CNIC CIL to the contractor. An OPSEC plan protects critical information (CI) by analyzing the threat and establishing countermeasures to mitigate or prevent the collection of CI. If an OPSEC plan is required, the contractor shall provide a plan within thirty (30) days of the award of the contract. CNIC OPSEC CORs have OPSEC templates for the contractor's use."

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

Defense Biometric Identification System (DBIDS). The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the Defense Biometric Identification System (DBIDS) for Contractors and vendors requiring access to an installation at no cost to them. The transition will begin 17 April 2017 and individuals will have up to 180 days to obtain the permanent card. After August 14, 2017, NCACs cards will no longer be accepted.

In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

NCACS cardholders will have 120 days from April 17, 2017 to obtain a temporary DBIDS paper pass. After the applicant obtains their DBIDS paper pass, they will have an additional 180 days to obtain an actual DBIDS card at no cost. Those requesting new access onto installations will receive the DBIDS card at the same time they are initially approved for access. After August 14, 2017, NCACS cards will no longer be accepted for installation access.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.

Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC JAX contract.

DELIVERY

PROOF OF DELIVERY

If United Parcel Service (UPS) or Federal Express services are used for transportation, each package must have a unique package identification number. The government will not consider the manifest as proof of delivery unless each package can be uniquely identified. Acceptance will occur only after the government can verify actual receipt of the contract items--packaged, marked and labeled as required elsewhere in this contract.

TRACEABLE FREIGHT

The Contractor shall assume all responsibility for shipment to the specified destination.
