Volume II – Technical Capability Volume II is limited to 25 pages

Quoters shall demonstrate an understanding of the solicitation requirements by providing the following:

If any quote is not in compliance with the page limitation, any pages beyond 25 may not be evaluated. The quotes shall address the following factor:

1. Staffing Approach: The Quoter shall provide the labor categories and number of personnel that they intend to utilize during the performance of this contract. The Staffing Plan will be analyzed to determine the Quoter’s understanding of the tasking level to perform in accordance with the PWS. Each technical capability element must provide sufficient evidence that the Quoter has a clear understanding of the solicitation and are able to meet the minimum requirements and qualifications set forth in the PWS. Basis of Evaluation-Commercial Products and Commercial Services per FAR Subpart 13.106

The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. Technical capability will be evaluated on an acceptable/unacceptable basis. Technically unacceptable quotes will not be evaluated or considered further for award. Past performance and price will be evaluated as a tradeoff, where past performance is more important than cost or price. Each quote shall be in the form prescribed by, and shall contain a response to, each of the areas identified in the solicitation provision entitled “FAR provision 52.212-1 Addendum, Instructions to Quoter’s- Commercial Products and Commercial Services.”

The type of source selection utilized in this procurement is the Best Value Trade-Off IAW Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and Part 13.5 Simplified Acquisition Procedures. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced quote or other than the highest technically rated quote. The Government reserves the right to make award solely on initial quote received.

Evaluation approach: Factor II “Technical Capability” will be evaluated on an Acceptable/Unacceptable basis.

Technically unacceptable quotes will not be evaluated or considered further for award. Factor III “Past Performance” and Factor I “Price” will be evaluated using a tradeoff approach with past performance being more important than price.

Factor I Price:

The Government will evaluate price in accordance with FAR 13.106-3(a), Award and Documentation. The Government may evaluate any and all information submitted by the Quoter to support the reasonableness of the prices quoted. The method of evaluation used is solely within the discretion of the Contracting Officer.

Price will be evaluated by multiplying the estimated quantities by the quoted unit price for each line item and then adding the totals together thereby identifying the Quoter’s total estimated price for each line item.

Prices must be filled in on the schedule and the pricing spreadsheet. If there is a discrepancy between the schedule and the spreadsheet, the spreadsheet price will take precedent over the schedule, and will be considered the quoted price.

Note: Price has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based.

Note: Quoters that do not quote all items or which quote only partial CLIN pricing will be considered non-responsive. Failure to furnish the price in accordance with the instructions above shall render the quote unacceptable.

Factor II Technical Capability:

The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements. For a quote to be found technically acceptable, the quote must clearly meet the minimum requirements of the solicitation. Failure to provide the following will result in an unacceptable rating:

1. Staffing Approach: The Quoter shall provide the labor categories and number of personnel that they intend to utilize during the performance of this contract. The Staffing Plan will be analyzed to determine the Quoter’s understanding of the tasking level to perform in accordance with the PWS. The Quoter shall demonstrate how they will meet, specifically, the requirements of PWS subsections 5.1, 5.2, 6.1, and PWS section 8.

To be rated “Technically Acceptable,” the Quoter must submit a narrative of how they will meet PWS subsections 5.1, 5.2, 6.1, and PWS section 8, and must take no exception to any term of the solicitation. The government evaluation team shall evaluate the technical capability quotes at the factor level assigning ratings of Acceptable/Unacceptable as defined below in Table 2. Any technical capability proposal which is Unacceptable for any of the sub-factors, will be considered Unacceptable overall.

Table 2: Technical Capability Acceptable/Unacceptable Ratings

Rating Description

Acceptable (A)

The quote takes no exception to any term of the solicitation, and a narrative has been submitted that addresses how the Quoter will meet PWS subsections 5.1, 5.2, 6.1, and PWS section 8.

Unacceptable (U)

The quote takes exception to any term of the solicitation, and/or a narrative has not been submitted that addresses how the Quoter will meet PWS subsections 5.1, 5.2, 6.1, and PWS section 8.

Quoter’s plan detailing proposed manning levels, confirming proposed personnel will have the required certifications, experience and skill mix necessary to ensure all required personnel resources are provided to successfully accomplish all performance requirements on the start date of the performance period. Quoter’s plan shall address all identified aspects as outlined in 52.212-1 above.

If the quote is found to be “Technically Unacceptable,” then the Quoter will be removed from further consideration of the award.

Note: Resumes, if provided, shall not be evaluated as part of the technical capability.

Factor III Past Performance The past performance evaluation results in an assessment of the Quoter’s probability of meeting the solicitation requirements. The past performance evaluation considers each Quoter’s demonstrated recent and relevant record of performance in supplying services that meet the contract’s requirements as described in the Addendum to FAR 52.212-1. The recency and relevance of the information, source of the information, context of the data, and general trends in Contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each Quoter, found in Table 4 below. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.

i. The first part of the evaluation is to evaluate the recency of the Quoter’s past performance. Past performance will be considered recent if the work has been completed within three (3) years prior to the solicitation release date.

ii. The second part of the evaluation is to evaluate the relevance of the Quoter’s past performance. To be considered relevant, the Quoter’s past performance information will be assessed on the similarity of the size, scope, magnitude, and complexity of the Quoter’s prior or ongoing contracts to this RFQ’s performance requirements.

iii. Past performance as the prime Contractor will be considered more highly in assigning the overall past performance confidence assessment than that of performance as a Subcontractor.

Table 3. Past Performance Relevancy Ratings

Rating Definition Very Relevant Past performance effort involved essentially the same size, scope, magnitude, and complexities this solicitation requires.

Relevant Past performance effort involved similar size, scope, magnitude, and complexities this solicitation requires.

Somewhat Relevant Past performance effort involved some of the size, scope, magnitude, and complexities this solicitation requires.

Not Relevant Past performance effort involved little or none of the size, scope, magnitude, and complexities this solicitation requires.

Size – The Quoter’s performance will be rated on how they have met contractual requirements for at least a minimum of 2 Home Health Aides (HHAs) or equivalents.

Scope – The Quoter’s performance will be rated on how they have met contractual requirements in terms of Quality, Schedule, and Management for similar geriatric home health care requirements.

Magnitude - The Quoter’s performance will be rated on how they have met contractual requirements for at least $250,000 annually.

Complexities – The Quoter’s performance will be rated on how they have met contractual requirements in terms of multilingual performance and performance in remote or restricted access areas.

A review of all past performance, general trends, and usefulness of the information will be incorporated into an overall performance confidence assessment rating. The past performance confidence assessment rating is based on the Quoter’s overall record of recency, relevancy and quality of performance and will be rated as stated below.

Table 4: Performance Confidence Assessment Ratings

Performance Confidence Assessment Rating Description Substantial Confidence Based on the Quoter’s recent/relevant performance record, the Government has a high expectation that the Quoter will successfully perform the required effort.

Satisfactory Confidence Based on the Quoter’s recent/relevant performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the Quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Quoter may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the Quoter’s recent/relevant performance record, the Government has a low expectation that the Quoter will successfully perform the required effort.

No Confidence Based on the Quoter’s recent/relevant performance record, the Government has no expectation that the Quoter will be able to successfully perform the required effort.

In the case of Quoters for which there is no information on past contract performance or where past contract performance is not available, the Quoters may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the Quoter’s past performance is unknown and assigned a confidence rating of “neutral.” Past performance ratings of “Substantial Confidence” and “Satisfactory Confidence” hold more value than a “Neutral Confidence” rating and will be considered more favorably in the evaluation of past performance.
