Class Intra Calls Local Long Long Distance 911 Outbound Call of Calls Distance INTERNATIONAL dialing Blocking
Service DOMESTIC (GSA Schedule 70)
US ONLY
(DISA EIS)
1 X X N/A 2 X X N/A 3 X X X X X 4 X X X X X 5 X X X X X X 6 X X X X X X 7 X X X X X
4.2.5 Intra Calls dialing means four digit dialing between Call stations.
4.2.6 Local Calls means band A and B Local Access and Transport Area (LATA), or calls that leave the four digit pool but are not routed over the long distance network. Local and Long Distance calls are accessed when the users dials 9 to signal to the Auto Route Selector (ARS) that the call is meant for the Public Switched Telephone Network
(PSTN).
4.2.7 Long Distance refers to calls that leave the seven digit dialing and terminate in band C or outside of the LATA.
As the contract starts, these calls are routed to the Prescribed Interexchange Carrier (PIC) code ‘0222’ to the Defense Information Systems Agency (DISA) Enterprise Infrastructure Solutions (EIS) network as required by the DISA EIS Contract. Local and Long Distance calls are accessed when the users dials 6 to signal to the Auto Route Selector (ARS) that the call is meant for the Public Switched Telephone Network (PSTN).
4.2.8 911 dialing refers to the ability of a user to go off hook and send the three digit “911” dial string to be routed to the Public Safety Answering Point (PSAP) via the PSTN according to the configuration of the originating line. This requirement specifically means there is no other digits that are required to be dialed before the call is routed correctly by the calling system. The result should be identical to what happens when a user dials 9 to tell the ARS the call routes to the PSTN and then dials 911.
4.2.9 988 dialing refers to the ability of a user to go off hook and send the three digit “988” dial string to be routed to the Suicide Prevention Hotline via the PSTN according to the configuration of the originating line. This requirement specifically means there is no other digits that are required to be dialed before the call is routed correctly by the system. The result should be identical to what happens when a user dials 9 to tell the ARS the call routes to the PSTN and then dials 988.
4.2.10. Outbound call blocking refers to the Contractor restricting the originating station from being able to initiate calls to numbers that are prohibited as outlined in the following subsections. The Government may request changes to the blocking programming via a change order.
4.2.11 Protection from other standard forms of Phone Fraud not listed above.

Consultation Hold Direct Inward Dialing Direct Outward Dialing Directory Listing Distinctive Ringing and Call Waiting Tone End-to-End Signaling Equal Access for Inter MSA Calls Hunting Arrangements Intercom Calling Message Waiting Indicator – Audible Night Answer Speed Calling – Long/Short Touch Tone Usage Billing by Line Number Call Screening
4.3.1 Calling capabilities shall include:
a) "Common Equipment" (Central Office memory utilized to provide Automatic Route Selection)
b) "Pattern" (choices available for completion of long distance calls as relates to call routing i.e., an approved DoD Long Distance Service provider plus Direct Distance Dialing, etc.), c) "Only, per Pattern" (when Automatic Route Selection uses the area code only to determine if call is unauthorized and should be blocked),
d) "Per Number Plan Area and Central Office Codes, per Pattern" (ARS uses area code and first three digits of phone number to determine if call is unauthorized and should be blocked),
e) "Adds deletes or changes in number of plans of routes" (the cost of making changes in "Only, per Pattern" and "Per Number Plan Area and Central Office Codes, per Pattern"),
f) "Adds, deletes, or changes in Number Plan or Central Office routing per Code per pattern group" (cost of making change in "Pattern" above).
4.3.2 Telephone Lines/RDP Optimization. Contractor shall monitor line utilization and ensure lines and circuits are available at the RDPs to meet operational requirements.
