About this file

This memorandum documents the justification for a sole source contract award to GE Precision HealthCare LLC. The Commander of Submarine Forces Atlantic requires an ultrasound system with interchangeable probes for critical medical testing and procedures aboard submarines. Market research identified the GE Venue Go R4 Premier as the only portable ultrasound system that can feasibly perform the required exams in the confined submarine environment, offering linear, curved-linear, and phased array probes to evaluate soft tissue, vascular structures, renal and abdominal organs, and for procedural guidance. The anticipated sole source contract value is $58,956 for one Venue Go R4 Premier system with specified accessories and a 45-day delivery schedule. The justification cites the system's unique operational suitability for submarine use and GE's proprietary rights in the required technology and probes.

MEMORANDUM TO THE FILE

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN

ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

Procurement Request Number: N4658024RC00R2C

Control Number: J002

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

COMMANDER, SUBMARINE FORCES ATLANTIC requires ophthalmic imaging, real-time documentation diagrams for Lung, renal, catheter to vessel ratio measurement, imaging and probe check systems for use in submarines. The Contracting Officer determined this purchase request is separate from N6883623P0283, as it was not known at the time of purchase that SRS-36 SSBN required an ultrasound machine.

COMMANDER, SUBMARINE FORCES ATLANTIC FLEET, has identified GE Health Care as the only qualified vendor to provide the required Venue Go R4 Premier ultrasound system with accessories for critical medical testing aboard submarines. Market research identified the Venue Go R4 Premier is the only portable system that can be feasibly used within a submarine to perform urgent necessary medical testing. The system’s operation, space and power considerations were found to be the only acceptable system for use within a submarine. The Venue Go R4 Premier also was the only portable ultrasound system with interchangeable probes further promoting lifecycle cost savings.

COMMANDER SUBMARINE FORCE US ATLANTIC FLEET does not currently have an alternative for medical testing aboard, leading to delayed specified testing for critical medical abnormalities. Specific testing required includes linear probe for vascular, MSK and soft tissue;

curve-linear probe for deeper renal and abdominal; Phased-array for better resolution with abdominal and cardiac. Required exams, 1) Skin, MSK, LE Vasculature (abscess vs cellulitis, Foreign body identification, Fracture identification, LE DVT) LINEAR PROBE; 2) e-FAST, Renal, and Gallbladder (Trauma, fluid in the abdomen, Hydronephrosis, acute cholecystitis) Curved Linear and phased array both required; 3) Procedural competence (PIV access, Needle Guidance) Used for FB identification and removal from the extremity etc, also nerve blocks. Linear Probe; 4) Ocular- (retinal detachment, foreign body identification), Shock toolkit - Auickly evaluate shock with features. The system also has AI tools not available on other models. Renal Diagram: Simplify documentation and provide easy follow up for patients with suspected hydronephrosis. Catheter to Vessel Ratio Supports clinicians in selecting the appropriately sized catheter based on vessel diameter and help decrease catheter related thrombosis (improved patient outcome).

2. EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

3. OTHER REASONS.

B. BRAND NAME. Item required must be a brand name product, or feature of a product, particular to one manufacturer.

C. UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals.

Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:

1. Date on which the requirement was first identified:

2. Required delivery date/period of performance:

3. Explanation of why delivery/commencement of services by the date mentioned above is required:

4. If appropriate, include any additional pertinent information.

IV. CERTIFICATIONS/APPROVALS:
