STATEMENT OF WORK
PORT OPERATIONS DEPARTMENT,
NAVAL STATION GUANTANAMO BAY (NSGB), CUBA
1. SUMMARY OF SERVICES:
(a) Establish the support requirement for contractor to provide all labor, material, equipment, and supervision necessary to conduct services for two Bauer K42 High Pressure Air Compressors (HPAC) located in Diver’s locker at Naval Station Guantanamo Bay, Cuba in accordance with the Operator Equipment Maintenance Manual.
Bauer-Certified technician will:
(1) Upon request and coordination, conduct maintenance services to two High pressure Air Compressors on designated NSGB Dive locker per the Joint Fleet Maintenance Manual’s preventative maintenance schedule and OEM.
(2) Coordinate with the Receiver to complete the Receipt and Acceptance
Acknowledgment Process (ex. DoN Form 7600RA “Receipt & Acceptance Acknowledgment for Reimbursable Work Orders”).
(4). Maintain supporting documentation and make it available for review within the time frame established to support all financial statement examinations.
(5). Establish, implement, and maintain internal control processes to ensure completeness and accuracy of all receipt and acceptance activities to include confirmation that the quality and quantity of goods or services provided agrees with the terms of the order, and with the amounts disbursed.
Receiver NSGB will:
(1) Initiate the Receipt and Acceptance Acknowledgment process with the Supplier (ex.
DoN Form 7600RA “Receipt & Acceptance Acknowledgment for Reimbursable Work Orders”).
(2) Validate goods and/or services were received in accordance with the quantitative and qualitative terms of the reimbursable order.
(3) Maintain supporting documentation and ensure its availability for review within the time frame established to support all financial statement examinations.
(4) Establish, implement, and maintain internal control processes to ensure the completeness and accuracy of all receipt and acceptance activities to include confirmation that the quality and quantity of goods or services provided agrees with the terms of the order, and with the amounts disbursed.
2. BACKGROUND
(a) This performance work statement provides for the servicing of two Bauer K42 High Pressure Air Compressors (HPACs) for the Guantanamo Bay Dive Locker. The HPACs are required pieces of equipment to provide Diver’s breathing air for the Hyperbaric Recompression Chamber and all diving operations.
(b) The Hyperbaric Recompression Chamber is always fully operational, and a failure of the compressors would cause all diving in Guantanamo Bay to be secured, including Military Diving. We would be unable to perform critical jobs such as UXO recovery, urgent salvage operations and ship husbandry operations.
(c) Without servicing the HPACs, the Hyperbaric Chamber would be unable to function, therefore if a life-threatening diving related injury, such as Arterial Gas Embolism occurred, we would be unable to provide the urgent care and treatment for a patient in Guantanamo Bay.
Recreational and Military diving occurs around the clock in GTMO, and a treatment can occur at any time.
(d) As the only Recompression Chamber available for several hundred miles it is our responsibility and duty to ensure that the chamber is always on standby, functioning and to ensure the safety of the occupants of Guantanamo Bay.
(e) The Dive Locker’s NAVSEA certification is with two working compressors. Currently we have one working compressor, and the other compressor is showing signs of failure at the Automatic Condensate Drains (ACDs). Failure of the ACDs will lead to a catastrophic chemical reaction within the purification system and will lead to additional repair costs and lost time while possibly removing our system certification.
(f) Both compressors are 22 years old and have never had their compressor blocks overhauled which has led to the secretion of oil past the piston rings. Leaking oil will cause the divers breathing air to become contaminated and lead to the shutdown of the chamber and diving operations on Guantanamo Bay, Cuba.
3. JUSTIFICATION:
(a) Certified Bauer technicians are the only individuals authorized to conduct repairs and perform this maintenance. Technicians will be required to use OEM for parts.

7. REQUIREMENTS.
(a) Bauer Industries certified technicians are required to perform this maintenance and all parts will be Original Equipment Manufacturer (OEM) parts, sourced by the manufacturer.
(1) Replace the seals and rings on the compressor block
(2) Conduct all other maintenance involved in the overhaul of the compressor block in accordance with OEM standards.
(3) Overhaul the ACDs on the compressors and set the timing as per OEM standards.
(4) Set automatic shutoff valves as per OEM standards.
8. Performance Requirements Summary. The Performance Requirements Summary represents the most important contract objectives. The Contractor is fully expected to comply with all PWS requirements; however, the Government’s assessment of Contractor performance will place emphasis on accomplishment of these objectives. Performance will be measured in accordance with the following table:

Note: Government surveillance of Contractor performance is not limited to the Performance Objectives as outlined in the SOW. The Government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.

(b) Contracting Officer’s Representative (COR).
1. The COR (and in his absence the ACOR) will act as the Contracting Officer's Representative for technical matters, providing technical direction, discussions as necessary with respect to the specification or statement of work, and monitoring the progress and quality of contractor performance. The COR is not an Administrative Contracting Officer, and does not have authority to take any action, either directly or indirectly, that would change the pricing, quantity, quality, place of performance, delivery schedule, or any other terms and conditions of the contract or delivery order, or to direct the accomplishment of effort which goes beyond the scope of the statement of work in the contract or delivery order.
2. It is emphasized that only a Contracting Officer has the authority to modify the terms of the resulting contract. Therefore, in no event will any understanding, agreement, modification, change order or other matter deviating from the terms of the basic contract between the contractor and any other person be effective or binding on the Government. When/if, in the opinion of the Contractor, the effort is outside the existing scope of the contract or delivery order, the contractor shall notify the Procuring Contracting Officer (PCO) in writing. No action shall be taken by the Contractor under such direction, unless the PCO or ACO has issued a contractual change or otherwise resolved the issue.
