About this file

This document is an amendment to a solicitation for portable toilets to support the 2023 Naval Air Station Pensacola Blue Angels Air Show from November 3-4. The amendment extends the response deadline from September 21 to September 25, 2023 at 12:00 PM. It clarifies definitions for contract line items (CLINs) for restroom trailers, delivery and removal dates, and services. CLINs were modified to specify a minimum of four stalls per trailer, replenishment of supplies as outlined in the statement of work, adequate personnel for supply replenishment, and a contingent option for emergency emptying and restocking. The statement of work provides background on the air show, details performance and supply replenishment requirements from November 1-5, identifies the designated government representative, and outlines requirements for contractor vehicles, licensing, and base access.

Upon the award of the contract, the COR will provide the CNIC CIL to the contractor. An OPSEC plan protects critical information (CI) by analyzing the threat and establishing countermeasures to mitigate or prevent the collection of CI. If an OPSEC plan is required, the contractor shall provide a plan within thirty (30) days of the award of the contract. CNIC OPSEC CORs have OPSEC templates for the contractor's use."

4.2 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)

The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the Defense Biometric Identification System

(DBIDS) for contractors and vendors requiring access to an installation at no cost to them. The transition will begin 17 April and individuals will have up to 180 days to obtain the permanent card. After August 14, 2017, NCACs cards will no longer be accepted.

In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

NCACS cardholders will have 120 days from April 17, 2017 to obtain a temporary DBIDS paper pass.

After the applicant obtains their DBIDS paper pass, they will have an additional 180 days to obtain an actual DBIDS card at no cost. Those requesting new access onto installations will receive the DBIDS card at the same time they are initially approved for access. After August 14, 2017, NCACS cards will no longer be accepted for installation access.

QUESTIONS AND ANWERS

Questions Submitted:

1: CLIN 0006:”Four (3) Services Friday before 0800 and after 1800 Empty/Saturday after 1800” Is it FOUR or THREE? Do you mean FOUR/THREE before and then FOUR/THREE after (totaling SIX/EIGHT)?

What does Empty/Saturday mean?

There are only 3 services, correct?

Reponse - This has been updated on the Statement of Work to reflect the services needed and not a set number.

2. Section 3.9 in the SOW “An Emergency Contingent Option will apply. Contractor will respond to emergent situations at fair market value.” What emergency response are you seeking from a porta -potty contractor? Urgent sanitation matters? Being prior Air Force and having worked Air Shows, I just want to be sure that “emergency” with regard to all that can go wrong in an Air Show is not implied here.

Response – This has been updated on the statement of work: Require an emergency contingent option for two additional emptying and cleanings, to fill with water if required, and stock with sanitation supplies if requested by the designated government representative due to crowd exceeding expectations. If the extra servicing is not requested the original Base cost would remain the same.

3. I would like to know if there are any incumbents, if so, what is the contract #? If there isn't one, can you give me an idea of the contract value or a budget please?

Response - No, this is a new requirement

4. Also, once the contract is awarded will you be able to provide a site map of where the portable toilets will be placed?

Response - The contractor will work with the host location on the placement post award.

5. Will there be a staging area that we can utilize during delivery, removal, etc. if needed?

Response - No

6. Will there be access to power, water, etc.?

Response - No

7. Will we be able to dispose of grey water on base?

Response - No

8. Is the load in time frame between Nov 1 at 8am and Nov 2 at 10am?

Response - The portable toilets shall be delivered and installed no later than 1 November 2023, by 0900; all equipment shall be ready for inspection and acceptance by 1000 on 2 November 2023.

9. How many stations are required in the restroom trailers? Are these connected to site power and water?

Response – The two restroom trailers should have no fewer than 4 stalls in each unit as listed in the revsied statement of work.

No, there is not site power or water.

10. Do all four service techs require a truck?

Response - Service technicians will require adequate transportation to perform their job duties.

The statement of work has been revisted to state the services required and not a set number of attendants.

11. Please provide which size restroom trailers you will be needing for this event.

Response – The two restroom trailers should have no fewer than 4 stalls in each unit.

Two (2) Restroom Trailers that are lockable, leak-proof, and free of graffiti.

12. Also, is there access to a garden hose with running water and a 110 receptacle with (2) 3-prong extension cords?

Response - No
