1.0 GENERAL:
Commander, Navy Region Southeast (CNRSE) Unaccompanied Housing (UH) provides housing support for active duty of all branches of the armed services assigned to Naval Support Facility NSF Beaufort, Kings Bay Naval Submarine Base, Eglin AFB, Naval Air Station (NAS) Meridian, NAS Pensacola and Corry Station. Our goal is to provide our single service members with safe, quality housing.
1.1 Description of Service:
Contractor shall provide all labor, materials/locks and equipment necessary to remove and replace existing locks with new Commander, Navy Installations Command (CNIC) designated electronic locks that meet the brand name salient characteristics contained herein.
1.2 Background:
The Department of Defense has established "Facilities Criteria" (FC), which provides mandatory functional requirements for specific DOD Components. The Facilities Criteria for Navy and Marine Corps Unaccompanied Housing (UAH), FC 4-721-ION (dated I November 2012, change 6, 20 March 2015) is mandatory for both the Navy and Marine Corps and provides design criteria for UAH. Pursuant to the FC-4-721-l ON, Section 3-18.1, Navy Locks, building access shall comply with the Commander Navy Installations Command (CNIC) and Installation Standards.
1.3 Objectives:
In compliance with the aforementioned standards, Navy UH is transitioning to an approved, standalone locking system for housing doors.
1.4 Scope:
The Contractor shall provide all labor; materials, locks and equipment necessary to remove and replace existing locks with new CNIC designated electronic locks that meet the brand name salient characteristics contained herein. Contractor shall also be responsible for the programming of new dormakaba RFID locks in all provided locations.
1.5 General Information
Deliverables as stated and contained in the SF1449. All equipment/materials shall be NEW.
Contractor shall be responsible for removal of all existing locks and installation and programming of new electronic locksets by technicians certified to work on the doormaKaba RFID system to include installation, set up and programming of Front Desk Unit (FDU). Attachment 1 (KABA Install Requirements) lists installation requirements to include Government materials on hand as well as materials being purchased by the Contractor.
1.5.1 Contractor shall provide professional design services to include proper installation of locking mechanism and strike plates (front and back), seal open areas on doors and ensure strike plates fit properly and are flush. Each door shall have a professional appearance when complete.
1.5.2 It shall be the complete responsibility of the Contractor to obtain accurate dimensions at the job site and to examine all conditions as they relate to this project.
Contractor shall utilize skilled technicians certified to work on the dormakaba RFID system in the performance of this work. All work shall be accomplished in a neat and professional manner following established trade practices.
1.5.3 Contractor shall properly install Front Desk Unit (FDU) and new 790 electronic lock system and ensure that all locks operate correctly to include key card compatibility with the new system.
1.5.4 Programming of new Front Desk Unit (FDU) and electronic locksets shall be performed by certified technicians.
1.5.5 Contractor is responsible for the removal of all work related garbage and debris in accordance with the existing installation, local, state and federal laws, rules and regulations at no additional cost to the Government.
1.5.6 Contractor shall provide onsite supervision throughout entire project. Contractor’s supervisor or his/her designee shall notify the UH Manager before commencing work each day, and receive verbal approval of the day’s proposed schedule. Additionally, the Contractor’s crew shall obtain a signed "letter of satisfaction" from the UH Manager or his/her designated agent, prior to final departure from the job site. The letter of satisfaction should contain confirmation of the following:
All locks are installed, programmed, and working properly.
Lock trouble shooting, replacement and FDU training has been completed.
A USB thumb drive has been provided to the UH manager with the FDU program for back up (long power outages and storms).
All items were received ( extra locks, card keys and FOB bracelets).
1.5.7 Contractor shall be responsible for all travel arrangements to and from all locations, to include transportation and lodging for its employees IAW FAR 31.205-46.

1.5.9 Hours of Operation:
The contractor is responsible for conducting business, between the hours of 0800 to 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this DOR when the Government facility is not closed for the above reasons.

2.0 Training and Support:
2.1 Contractor shall provide on-site training on basic operations, use and maintenance of newly installed dormakaba RFID Lock System. Training shall be provided following installation and should be sufficient to ensure that UH personnel understand and can operate the system. Training will be coordinated with UH Point of Contact at each location.
2.2 Contractor shall provide virtual support for the newly installed dormakaba RFID Lock System consistent with standard commercial practices.
3.0 Schedule of Deliverables:
3.1 Within five (5) days after contract award, a Post Award meeting shall be held by the Contracting Officer to be attended by the Contractor and the UH Manager(s). The meeting format may be in-person or via telephone and shall be determined by the mutual agreement of both parties.
3.2 All work (removal/installation/cleanup/programing, etc.) shall be completed not later than 25 weeks after delivery of contract (ADC). ADC for option CLIN(s) is equal to the date the option is exercised.
3.3 Shipping of electronic lock system to any base is NOT allowed. Contractor shall receive deliveries at their location for inventory purposes and deliver supplies to the customer upon installation by the Contractor of the electronic lock system.
4.0 Warranty
4.1 Warranties (consistent with standard commercial practices) shall apply. Work shall be guaranteed to be free from all defects in materials or workmanship for a period of not less than two (2) years from the date of acceptance by the Government. All products found to be defective within the warranty period shall be repaired or replaced with the cost of replacement, including shipping charges, the responsibility of the Contractor.
5.0 Inspection Requirement
5.1 UNACCOMPANIED HOUSING (UH) personnel will perform inspection of received items.
Inspection and acceptance will be conducted at Destination/Government facility. The items will be inspected by using visual inspection for quality and defect. Any defects or issues detected will be communicated back to the supplier/OEM for replacement and/or repair IAW the company’s and FAR warranty clause.
6.0 Security:
6.1 All Contractor equipment, personnel, and vehicles are subject to inspection and search by US Government security officials (or designated representatives) upon entry to any Government owned and/or operated installations and facilities.
6.2 Contractor personnel shall comply with all local base/installation security procedures required to gain access to US Government contract-related facilities and other assets (as necessary).
6.3 If directed by US Government security officials (or designated representatives), the Contractor shall remove (and replace as necessary) Contractor-personnel and/or its representatives considered a security risk at no additional cost to the Government.
6.4 The Contractor shall coordinate and comply with “all security requirements” regarding each personnel assigned to this project through the GSO or designated representative within 10 working days of the contract release (or effective date, whichever comes first).
