About this file
This document is an amendment to a solicitation for instructor training services. The amendment provides answers to 11 questions from potential offerors to clarify requirements. The solicitation is for follow-on training services currently provided by 21 instructors and 1 master training scheduler at Naval Supply Systems Command Gulfport. The incumbent contractors have been in place for 10 years on average. The government will provide all materials, equipment, and safety items except steel-toed boots and prescription safety glasses. The amendment clarifies that the master training scheduler position is responsible for management and scheduling only, not direct instruction. The response deadline has been set at January 3, 2020 with no further extensions planned.
The document includes an annex with service dates for current instructors to aid in pricing vacation requirements under the Service Contract Act. Pricing proposals for the follow-on training services solicitation are due by the January 3, 2020 deadline.

Q&AS
Questions & Answers
Question Answer
1) Is this opportunity a new requirement or is there a previous contract number (#) that this requirement is based on?
This is a follow on contract to contract number N68836-17-P-0651.
2) Will another extension be issued? No further extension will be issued past 01/03/2020.
3) Our team was looking over the solicitation and we did not see the insurance requirements. Can you please direct me where to find that information or can you please share the requirements with me?
FAR 52.228-5, Insurance – Work on a Government Installation, is in the solicitation by reference on page - 44 of 100.
4) The government states “The contractor’s sole responsibility is to provide the number of fully qualified instructors approved to meet the training requirements and to see that the training requirements are fully met as prescribed by NCTC Gulfport”. We request that the government provide more clarity on this statement- historically, has the level of instructor support provided to date adequate for successful completion of the identified training requirements?
Yes the historical number has been able to meet requirements to date.
5) Does the Training Master Scheduler actively participate as a Lead Instructor, or is this position solely dedicated to management, scheduling, and reporting duties for active and planned curriculum instruction?
This statement is correct they do not teach but complete the management and scheduling role.
6) Will the government provide all materials, supplies, workspaces, access, and other requirements to allow contractor staff to meet the PWS tasks as defined?
Contractor provides required steel toe boots and prescription safety eye wear.
7) There are no contractor furnished requirements identified. Is the government providing all materials equipment, safety items, etc.?
Yes government provides except items listed above in question #6.
8) In order to compare pricing amongst all offerors to ensure a balance in pricing with realism and prevent “low balling” will the govt provide the seniority of the current incumbent work force?
Historically due to service contract act, prevailing wage dictates.
Follow Department of Labor Guidelines.
9) FY 19 – FY 22 historical data on page 27 through 31 shows 21 instructors on the average. The number of FTEs do not equate to the 24,664 hours of instructions
There have been 21 Instructors plus 1 Scheduler for the last two years. The contract instructors have ongoing requirements for individual training and certification as
N6883620Q0003 required.
Question: understanding additional non instruction duties are inherent will the Govt clarify the disparity?
Are there 21 individual instructors on site a year?
well as maintaining an up to date curriculum for the navy.
10) Of the 21 instructors identified, does the Master Training Scheduler (lead role) also provide any active classroom/instruction services with direct interaction of students or is that role only supportive of the instructive program?
Scheduler does not instruct. He is oversite of instructors and manages placement or shifts in instructors as required.
11) Will the government provide the anniversary dates (time spent in program) for the purposes of accurate pricing estimations for required SCA vacation time calculations?
See attached below.
