DESCRIPTION OF SUPPLIES

Installation of fourteen (14) Intelligent Mail Lockers at twelve (12) NAVSUP Locations.

GENERAL INFORMATION:

1. Scope of Work:

NAVSUP has identified an efficient means of processing personal and official mail/parcel distribution to commands and authorized personnel assigned. By installing the Pitney Bowes

Intelligent Lockers, locations will have an efficient means to make available mail/parcels for pick up anytime that is convenient for the command while maintaining full visibility to the chain of custody associated with each piece of mail or package IAW DOD rules and regulations.

Incorporating the Intelligent Locker technology solution with the present delivery system will improved service, tracking and access for optimum efficiency at minimum cost. Lockers are in a multi-column configuration with flexibility to accommodate front or back feeding for the deposit of parcels in the lockers. The lockers must accommodate a number of standard configurations, which may include up to 9 columns inclusive of the user-station with a total of 60 locker compartments. As a standard spanning all configurations, the solution extends inbound package tracking and delivery capabilities by incorporating intelligent locker technology that includes an all-in-one user-station equipped with a touchscreen, 2 large sized compartments integrated into the central user station, incorporated 2-D barcode scanner, a UPS, cellular service equipped modem, delivery, installation and training for personnel on the solution and best practices to optimize workflows.

NAVSUP under N00244-16-F-0187 obtained the proprietary SendSuite Tracking software.

Lockers will be integrated with existing SendSuite Tracking supplied by Pitney Bowes.

2. Background:

Current mail delivery program is a manual process and labor intensive program for both the customer and program manager and requires personnel to be available for customer service during specific hours, limiting the availability of personnel resources for other postal tasks.

Customers/Command Mail Orderlies must present mail card and CAC to mailroom personnel then sign a mail call log prior to receiving command and/or personal mail for delivery. Signed mail call sheets are maintained for 6 months. Aforementioned steps would be eliminated as

Intelligent Lockers and User Station will obtain electronic signature and one time use locker access code that opens locker to retrieve mail. Mail is scanned and assigned a specific locker automatically based on availability and size of item. All tracking and signature requirements are met.
