The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville, FL intends to issue a sole-source Request for Quotation (RFQ) to Makino, Inc. (Large Business) of Mason, OH for the Fleet Readiness Center
Southeast’s (FRCSE) requirement for Seal Replacement of Makino Electrical Discharge Machine (EDM), Makino is the original Equipment Manufacturer (OEM) of the component to be repaired and the only known source to possess access to parts, equipment and technical data rights and capability for the Makino component.
This is a sole-source synopsis for the acquisition of commercial goods. The North American Classification System
(NAICS) Code for this acquisition is 332710, Machine Shops, for which the Small Business size standard is 500 employees. This requirement is for a six (6) month period. The solicitation will be made under Other Than Full and
Open Competition as authorized by Federal Acquisition Regulation (FAR) 6.302-1— Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to technical compatibility and proprietary data.
This announcement constitutes the only synopsis for this requirement, and is issued for notification purposes only.
This notice of intent is not a request for competitive quotes.
A Sources Sought (SS) was previously published for this requirement under Solicitation number N6883619Q0118.
No other potential sources expressed an interest in this requirement. Based on the results of the Sources Sought
Notice and the Government’s market research; NAVSUP’s Office of Small Business Programs and the Small
Business Administration concurred that Makino, Inc. is the only source capable of fulfilling the requirement because it is the only source known to possess the parts and proprietary technical data required.
The solicitation will be posted to NECO on/around 10 April 2019. The Government anticipates award of a single, Firm-Fixed Price (FFP) contract. The formal solicitation and all amendments will be posted on both Federal
Business Opportunities (http://www.fbo.gov) and Navy Electronic Commerce Online (https://www.neco.navy.mil).
Hard copies of the solicitation/amendments will not be issued.
The Government will NOT distribute hard-copy solicitations or amendments. The Government will not mail, fax, or e-mail the solicitation or any amendments thereto. Subsequent amendments, if any, will be transmitted solely via the
Navy Electronic Commerce Online (NECO) website. Prospective offerors are responsible for checking NECO web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The
Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the document posted on the referenced web site. Telephone and facsimile requests will not be honored. Electronic submission of quotes via NECO is NOT available at this time.
