2018 HANGAR VIDEO SYSTEM INSTALLATION PROJECT

BLDG 3460

NAVAL AIR TECHNICAL TRAINING CENTER, PENSACOLA, FLORIDA

SCOPE OF WORK (SOW) REQUIREMENTS

BACKGROUND

Bldg 3460 was constructed as an aircraft hangar in 1975 and underwent a major renovation in 1995 where it was converted to a training facility, hosting up to 5000 students per day. The Charles E. Taylor (CET) Hanger (room 1426) was converted into an "All Hands" Training space due to its size and environmental controls, giving it the ability to hold the entire staff and student population in one space for all required training requirements. The layout of the space lacks essential video capabilities for all hands viewing during training evolutions.

OBJECTIVE

1. Design, Procure, & Install additional Video equipment to existing system at the Naval Air Technical Training Center (NATTC), Building (3460) Charles E. Taylor (CET) HANGAR Bay, room 1426. System must be designed for an audience of up to 5000 personnel. System to be controlled by a single touch screen controller from a central point.

SCOPE

1. Design, procure and install additional associated equipment to produce a high quality video system in accordance with below requirements.

2. Space description:

Building 3460, Room 1426 is an enclosed, environmentally controlled flight line aircraft hangar.

Length: Approx. 340 feet (north to south) Width: Approx. 125 feet (East to West) Overall height: Approx. 57 feet (floor to roof line) Ceiling height: Approx. 40 feet (to partial drop ceiling) Room Pictures:

TASKS

1. Coordinate with the Project Manager for scheduling of all tasks, and provide updates for on-going work as required. MANDATORY SITE VISIT REQUIRED BY CONTRACTOR PRIOR TO PROVIDING PROPOSAL AND WILL BE ESTABLISHED BY THE CONTRACTING OFFICER PRIOR TO BID DEADLINE. Prior to the start of the installation the Contractor shall be required to attend a meeting with the Government Point of Contact and other personnel designated by the Government Point of Contact.

2. Move/re-Mount existing display screen (approx. 33' W X 22' H) from South wall to East wall, center of room where existing US Flag resides. Flag will be moved to south wall (As shown in above pic #1).

3. Procure and install (Mount) two (2) additional Screens to match existing on either side of center screen on east wall utilizing Da-Lite model 40356 Scenic Roller screen or equivalent. Exact location to be verified by government.

4. Procure and install one (1) 15,000 Lumen Laser Projector, to match two existing Government Furnished Equipment (GFE), mounted from telescopic mounts from overhead I-Beams in ceiling. Projectors must match existing GFE (EPSON WUXGA 15K LUMEN Laser Projector Model # ESPV11H892920 with middle throw Lens P/N: EPSV12H001M0F. Must be able to be controlled remotely by video controller system below. Must be able to control equipment power form control station. Projectors to be mounted at correct distance from screens to enable full size screen view.

5. Install required power for three ceiling mounted Projectors in overhead and at control station where needed. Power for all installations will remain the Contractors responsibility to provide. Engineered Drawings to be provided to Government of proposed power installation. Government will obtain required installation approvals from local CNIC Public Works Dept for power installation upon receipt of drawings. All power must be run in metal conduit thru-out this project. There are multiple power panels within the space to obtain projector power for this requirement.

6. Install/Integrate a Video switching/matrix unit (multiple inputs / outputs) into existing audio cabinet or new cabinet to house all equipment. Equipment to utilize at least a 7" touch screen controller to manage switching equipment similar to the Crestron Model TSW-760-B-S. Control area will be centered on west wall of hangar on raised 8' X 12' X 36" staging provided by Government. Inputs to switching unit must include minimum of two SVGA, two - DVI-D, two HDMI and one-RGB (phono plugs). Outputs are complacent on video projector requirements. Unit must be capable of switching any input to any output and must be rack mountable into or installed in equipment cabinet above. Controller must be capable of controlling power to mounted projectors in overhead.

7. Installation must include all required mounts, hardware, misc. cables, wires, connector boxes etc. to present a clean neat installation. All exposed cabling will need to be run in Metal Conduit through-out installation.

8. Contractor must provide minimum of 1 year, onsite warranty for all systems equipment (to include service calls and Labor with 48-hour response time).

9. Must provide training to Government personnel on system operations.

GOVERNMENT FURNISHED MATERIALS

1. Government will provide two (EPSON WUXGA 15K LUMEN Laser Projector Model # ESPV11H892920 with middle throw Lens P/N: EPSV12H001M0F.

2. ALL OTHER MATERIALS WILL BE PROVIDED BY INSTALLATION CONTRACTOR. ALL REQUIRED MOUNTS, HARDWARE, MISC. CABLES, WIRES, CONNECTOR BOXES ETC. TO PRESENT A CLEAN NEAT INSTALLATION.

REQUIRED SUBMITTALS

1. Activity Hazard Analysis (AHA).

2. Detailed Room drawings upon completion of entire system in PDF and Hard Copy Prints.

3. Engineered Drawings for proposed power installations

SPECIAL REQUIREMENTS

1. Any and All equipment must be fully compatible with all system equipment.

2. Lift operators must be licensed by the contractor to operate lift IAW OSHA requirements.

GENERAL REQUIREMENTS

1. GENERAL. All work shall comply with current construction standards to include ASTM and BHMA standards and shall follow current SAFETY, EPA, and DEP guidelines. Safety for this project shall be in accordance with the Army Corps of Engineers Safety Manual EM385. An Activity Hazard Analysis (AHA) is required to be submitted by the Contractor prior to start of work. It is the Contractor’s responsibility to verify all conditions prior to proposal submission.

2. MSDS for all materials, oils, lubes, mastic, etc, shall be available on site at all times.

3. CLEAN UP. The Contractor shall maintain installation and storage areas (if any) free from accumulation of waste material and rubbish. Upon completion of the project, all tools, equipment, and materials not designated Government property shall be removed from the premises (off Base) by the Contractor. After completion, the work area shall be left in a clean and un-obstructive condition.

4. English speaking supervisor must be onboard during all phases of work and be employed by prime contractor.

5. Contractor shall protect surrounding areas during this project. Any damages caused by the contractor shall be repaired back to original condition by the contractor at no additional cost to the government.

6. It remains the responsibility of the contractor to verify existing conditions prior to bid.

7. Waste Management Plan: Government policy is to apply sound environmental principles in the design, construction and use of facilities. As part of the implementation of that policy the Contractor shall: (1) practice efficient waste management when sizing, cutting, and installing products and materials and (2) use all reasonable means to divert construction and demolition waste from landfills and incinerators and to facilitate their recycling or reuse. Construction and demolition waste includes products of demolition or removal, excess or unusable construction materials, packaging materials for construction products, and other materials generated during the construction process but not incorporated into the work.

8. Contractor shall furnish all materials, equipment and any necessary accessories for a complete installation, even if the items are not specifically called for herein.

9. The worksite shall be kept clean of debris and waste from the removal operations daily. Debris shall be disposed of at an off station approved site.

8. CAUTION: In the event that asbestos-containing material or lead paint is found or disturbed, the contractor shall stop work immediately and notify the contracting officer. Do not proceed with work until directed to do so by the Government Rep.

9. Final acceptance of the new work will not be given until the contractor has successfully completed all tests and after all defects in installation material or operation have been made according to contract documents.

10. Contractor must follow manufactures and industry recommended installation instructions and procedures.

GOVERNMENT REQUIREMENTS

1. Any and all mountings or penetrations will be approved by the Government Point of Contact prior to the installation.

2. All tools, power cords, etc., required to complete the installation shall be provided by the installation contractor.

COMMENCEMENTS, PROSECUTION AND COMPLETION OF WORK:

Contractor shall commence all work within (30) days of award/receipt of material and complete all work within 30 calendar days of project start.

ACCEPTANCE TEST

1. GENERAL. Government Point of Contact will sign off on final installation upon completion of job.

SECURITY REQUIREMENT

1. All contractor personnel shall require a picture I.D. to gain access to the NASP Complex. Contract personnel shall be required to have a company I.D card with picture in plain view at all times when in the area of the NASP Complex. All personnel must be able to pass existing security requirements (background check) for access to Navy Base.

2. All contractor personnel and company or private transportation modes to and from the NASP Complex are subject to search each and every day to gain access to the NASP Complex.

4. All Contractor personnel shall be required to conform to base regulations:

a. Designated routes

b. Parking regulations

c. Base vehicle speed limits

d. Automotive liability insurance

e. Valid License Plate

f. Valid Driver’s License

PERIOD OF PERFORMANCE

1. Work to be started within 30 days of contract award and completed within 90 days of contract award.

LICENSE AND PERMITS

1. GENERAL. The contractor is responsible for obtaining all licenses and permits at no additional cost to the Government and complying with applicable laws, codes or regulations at delivery location.
