STATEMENT OF WORK

Safety Data Sheets Creation for Tank Chemistries Fleet Readiness Center Southeast (FRCSE)

1.0 SCOPE

This SOW defines the requirement for the Contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to prepare Safety Data Sheets (SDS), as required by the Occupational Safety and Health Administration (OSHA), for each Fleet Readiness Center Southeast (FRCSE) created mixture in the various FRCSE shops.

2.0 BACKGROUND

FRCSE is an industrial facility that performs the rework, repair, and overhaul of various aircraft, engines, and components. FRCSE is revamping their SDS program to be in compliance with OSHA standards within several FRCSE locations onboard Naval Air Station Jacksonville.

3.0 REQUIREMENT

3.1 The Contractor shall provide fifty-two (52) mixture SDSs in the form of hard copies and electronic format as specified in section 3.5

3.2 The Contractor shall prepare an SDS, per Title 29, Section 1910.1200 of the Code of Federal Regulations (29 CFR 1910.1200), for each FRCSE produced mixture located in the various shops of FRCSE at Naval Air Station- Jacksonville (NAS-JAX). After the Contractor reviews the chemical constituents and concentration of each tank listed in Enclosure (1), they will contact the POC to be escorted to the required shops for sampling. Computer analysis and simulation to determine specific chemistry component may be utilized in lieu of physical sampling upon concurrence from the Government Point of Contact.

3.3 The Contractor shall perform the required analysis on each specific chemistry in order to obtain necessary relevant safety information, to supplement that provided by FRCSE, for inclusion on the SDS. The Contractor is responsible for chain of custody of any samples deemed necessary from initial sampling pull to disposal and responsible for furnishing the chain of custody documentation to FRCSE.

3.4 The SDS shall comply with all OSHA requirements and shall contain the sixteen (16) sections of information as specified in the above regulation. The Contractor shall furnish no less than the minimum information for the mandatory SDS sections as specified in 29 CFR 1910.1200.

3.5 FRCSE shall provide a list of chemical constituents (in the form of Chemical Abstract Service (CAS) #’s and manufacturers) and concentrations of each tank in Technical Exhibit (1) for which a SDS is required. The Contractor shall:

3.5.1 Provide a draft SDS to the FRCSE point of contact (POC) in electronic format for review and comment no later than forty-five (45) calendar days after receipt of tank chemistry and available test data, unless sampling is deemed necessary at which point the contractor may request additional time.

3.5.2 FRCSE will review and provide comments to the Contractor within forty-five

(45) calendar days.

3.5.3 The final SDS shall be delivered to FRCSE in both electronic (PDF) and hard copy formats no later than fifteen (15) days after receipt of comments from the FRCSE unless additional testing is required. The SDS will be generated in four (4) batches of thirteen (13). Each batch will be completed before the next batch starts. Upon request from the Contractor, the batches can be overlapped (Contractor can start the next batch while FRCSE reviews the previous batch). Hard copies shall be printed in color, placed inside a protective plastic sleeve, and neatly organized inside a three ring binder. Four identical binders shall be provided to FRCSE with hard copies.

3.5.4 The SDS shall clearly identify the name and address of the Contractor responsible for preparing the SDS. The total number of SDSs required is fifty-two (52) per Technical Exhibit (1) which includes the description/nomenclature, pH, constituents, concentrations, %weight, and CAS# for SDS generation.

All correspondence will be coordinated with the single FRCSE POC.

4.0 PLACE OF PERFORMANCE

All work will be performed on site at the Contractor facility, unless sampling is required prior to creating SDS for chemical mixture at various Fleet Readiness Center Southeast (FRSCE) shops on Naval Air Station (NAS) Jacksonville, FL. All travel and material expenses shall be included in the fixed price and not billed separately.

5.0 PERIOD OF PERFORMANCE

The Contractor shall provide four identical binders to FRCSE with hard copies within one (1) year after award of a contract.

6.0 GOVERNMENT POINTS OF CONTACT

To be provided upon award.

7.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA) NMCARS 5237.102(90):

The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the FRCSE via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The Contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil..

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil..

8.0 SUBMITTALS:

1. Technical Exhibit 1- Chemical Abstract Service (CAS)

Technical Exhibit 1- Chemical Abstract Service (CAS) Note: 1 - For all tanks the constituent weight % do not add to 100%. The remainder is water.

Note: 2 - These tanks are using proprietary mixtures. This information is summarized from the manufacturer's SDS.
