STATEMENT OF WORK

Vacuum Sensor Calibration Fleet Readiness Center Southeast (FRCSE) Jacksonville, FL

1. SCOPE. This Statement of Work (SOW) defines the requirements for off-site annual periodic calibration services for vacuum sensor kits from a vendor approved by the NAVAIR METCAL program. The contractor shall provide all labor, supervision, tools, equipment, supplies, and any other necessary items required to perform calibration on all three vacuum sensor kits used on the Ipsen vacuum furnace (P/A: 65886066592) at FRCSE, Naval Air Station Jacksonville, Florida, 32212, in Building 797. All work will be conducted at the contractor’s facility. The following vacuum sensors within each kit shall be calibrated:

2. REQUIREMENTS. The contractor shall perform the following services:

2.1. Calibration and Technical Support Services (CLIN 0001). The Contractor shall provide up to 48 calibrations of vacuum sensors delivered to the contractor per the following:

a. Four (4) sensor gauges (2-2126-030, 2-2126-030, 627D11TQC1B, 2-2100-272) shall be calibrated and delivered in a kit with one (1) controller.

b. Calibration procedures shall be in accordance with ISO/IEC 17025:2005, Military Standard 45662A, and AN.SI/NCSL Z540-1-1994, which supersedes Military Standard 45662A

c. Reported estimated measurement uncertainty shall be calculated in accordance with NIST Technical Note 1297, 1994 Edition, and Guidelines for Evaluating and Expressing the Uncertainty of NIST Measurement Results

d. All measurement and test equipment (M&TE) as well as primary transfer standards shall be calibrated traceable to National Institute of Standards and Technology (NIST).

e. The contractor shall be approved by the NAVAIR METCAL program.

f. The contractor shall provide technical phone support between the hours of 8:00 A.M. and 5:00 P.M, (Eastern Time), Monday through Friday, excluding federal holidays.

g. The contractor shall complete the calibrations and return the calibrated vacuum sensor kit within 10 business days (Monday through Friday, excluding federal holidays) after initial receipt of sensors from FRCSE. A copy of the NIST certification shall be provided to the FRCSE technical point of contact (TPOC) with the shipment.

h. Government observed holidays: New Year’s Day, Martin Luther King, Jr., President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

2.2 Shipping.

a. FRCSE will ship sensor kits to the contractor’s facility for calibration. The contractor shall return calibrated sensor kits to the following address:

b. Shipping charges shall be included in the price of calibration and shall not be billed separately.

3. TECHNCIAL POINTS OF CONTACT. The contractor shall coordinate calibration through Government TPOCs’ provided below:

Will be provided upon award of order.

4. PERFORMANCE PERIOD.

This requirement shall consist of a 1-year base period with four (4) option year periods.

The Contractor shall report Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the FRCSE via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
