About this file

This is a Request for Quote (RFQ) and Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the U.S. Navy Fleet Readiness Center Southeast (FRCSE).

The solicitation seeks the procurement and delivery of one HE Proof 200-XL Hydrogen Embrittlement Load Frame system, a specialized testing machine for conducting hydrogen embrittlement analysis on materials used in naval aviation components. The equipment must be purpose-built and dedicated specifically for sustained load testing in accordance with ASTM F519, Annex A1, Test Method 1a.1, and cannot be an adaptation of general-use universal testing machines. The system requires a single original equipment manufacturer to design, produce, and integrate the control system, programmable logic controller (PLC), human-machine interface (HMI), and mechanical hardware to ensure seamless operational integration and single-point accountability. Minimum specifications include a load capacity of 10,000 lbf (44.8 kN), accommodation for a minimum of four simultaneous load strings capable of testing twenty test bars concurrently, integrated sensors for automatic break-event detection, maintenance-free anti-friction bearings, lockable casters for mobility, and operation on standard 115VAC, 5 Amp service. The procurement includes all necessary tooling from the original manufacturer, up to eight hours of on-site setup and startup support (Continental U.S. only), data logging capability, touch screen monitoring, and an Incremental Step Load Program package. The contract is structured as two line items: Item 0001 for the equipment unit and Item 0002 for shipping and handling, both under firm fixed-price arrangements.

The offer due date is November 8, 2026, at 2:00 PM local time, with delivery requested by February 18, 2027, to Fleet Readiness Center Southeast in Jacksonville, Florida. The solicitation number is N6852027Q1006. The contract requires submission of a Certificate of Conformance upon shipment and inspection/acceptance at the Government's destination facility, with the contractor responsible for correcting any damage at its own expense. Payment will be processed through the Wide Area WorkFlow (WAWF) system using invoice and receiving report documentation types for fixed-price deliverables. The issuing office is Fleet Readiness Center, Patuxent River, Maryland (Code N68520), with contract administration conducted by FRCSE in Jacksonville. Section C - Description/Specifications/Statement of Work

1.0 Scope.

1.1 Background. The Fleet Readiness Center Southeast (FRCSE) Materials Engineering Division has a requirement to procure a Hydrogen Embrittlement (HE) Testing Machine. This acquisition is mission-critical, as the equipment will be used to conduct vital materials analysis and qualifications in support of naval aviation readiness. The Hydrogen Embrittlement represents a significant failure risk in high-strength metallic components subjected to certain manufacturing and chemical processes, such as electroplating, surface finishing, cleaning, and de-painting. To mitigate this risk, HE testing is performed on sacrificial specimens that are processed identically to production hardware; the test results from these specimens are then used to determine if the actual production parts are safe for service. Currently, FRCSE must ship samples to an external laboratory for testing, introducing substantial delays due to packing, transit, and queueing. This delay compromises the scientific validity of the test and creates an unacceptable risk. Furthermore, it directly impacts operational readiness by delaying the certification and release of critical components, which can ground aircraft and impede maintenance schedules. Establishing an in-house HE testing capability is therefore essential to guarantee accurate, timely results and maintain mission tempo.

1.2 The primary objective is for a Firm-Fixed-Price procurement and delivery of a complete, fully functional, and ready-to-operate HE Proof Series Hydrogen Embrittlement Load Frame. The contractor shall provide all labor, supervision, tools, equipment, transportation, and any other items necessary to furnish and deliver this equipment.

2.0 Applicable Documents.

ASTM F519: "Standard Test Method for Mechanical Hydrogen Embrittlement Evaluation of Plating/Coating Processes and Service Environments"

3.0 Requirements. The Contractor shall provide a complete, fully functional, and ready-to-operate Hydrogen Embrittlement Load Frame System meeting the following minimum requirements.

3.1 General Characteristics. The required Hydrogen Embrittlement Load Frame System shall meet or exceed the essential characteristics detailed herein.

3.1.1 System Design and Compliance.

3.1.1.1 The system shall be a dedicated, purpose-built design specifically for conducting sustained load testing in accordance with ASTM F519, Annex A1, Test Method 1a.1.

3.1.1.2 To ensure test validity and operator efficiency, systems that are adaptations or re-purpositions of general-use universal testing machines are not acceptable and will be considered technically non-compliant.

3.1.2 Integrated Control Systems.

3.1.2.1 The control system, logic controller (PLC), user interface (HMI), and mechanical hardware must be designed, manufactured, and provided by a single, original equipment manufacturer. This is essential to ensure seamless operational integration, guarantee measurement stability, and provide a single point of accountability for system performance and calibration.

3.1.2.2 The system shall feature a pre-set PLC for automated, repeatable ASTM F519 test exclusion.

3.1.2.3 A digital HMI display shall be integrated for setting test conditions and monitoring status.

3.1.2.4 The system must support both manual and PLC-controlled testing modes.

3.1.3 Load and Measurement Performance.

3.1.3.1 The load frame shall have a minimum load capacity of 10,000 lbf (44.8kN).

3.1.3.2 The system must include a durable, solid-state electronic load cell integrated by the original manufacturer to ensure accuracy and stability.

3.1.3.3 The controller shall natively support both Static Load and Step Load testing protocols.

3.1.4 Frame Configuration and Capacity.

3.1.4.1 The system shall be designed to maximize testing throughput by accommodating a minimum of four (4) separate, simultaneous load strings within its frame.

3.1.4.2 The system's total capacity must allow for testing a minimum of twenty (20) test bars concurrently across all active load strings.

3.1.4.3 The frame shall be a modular design featuring a fully enclosed test area with a safety interlock to protect the operator during testing.

3.1.5 Required Tooling.

3.1.5.1 The procurement shall include all necessary tooling from the original equipment manufacturer required to assemble and test four (4) strings of Type 1a.1 notched tensile bars.

3.1.6 Essential System Features.

3.1.6.1 The system must be equipped with integrated sensors to automatically detect and record the precise time of each sample break event without operator intervention.

3.1.6.2 The lever arm assembly shall be supported by maintenance-free, anti-friction bearings to ensure consistent load application.

3.1.6.3 The frame shall be fitted with lockable casters for mobility.

3.1.7 Power Requirements.

3.1.7.1 The system must operate on standard 115VAC, 5 Amp service.

4.0 Quality Assurance.

4.1 Certificate of Conformance.

4.1.1 The Government requires that the contractor furnish a COC in accordance with FAR clause 52.246 - 15 upon the procurement of products or services. A COC is required to be furnished with the Hydrogen Embrittlement Load Frame upon shipment.

4.2 Inspection / Acceptance.

4.2.1 The Government will inspect material upon receipt of the Hydrogen Embrittlement Load Frame. If the Hydrogen Embrittlement Load Frame is determined to be damaged, the technical point of contact will contact the contractor to discuss any identified issues. The contractor shall be required to correct/repair the rejected equipment at the contractor's expense. When the material is fully inspected and determined operational, the Government will provide acceptance of the material.

5.0 Delivery Requirements.

5.1 Packaging and Shipping.

5.1.1 The Hydrogen Embrittlement Load Frame shall be packaged and shipped in a manner that protects it from damage during transit and storage.

All components shall be securely fastened and clearly labeled.

5.2 The contractor shall ship/deliver one (1) Hydrogen Embrittlement Load Frame to FRCSE:
