Section C - Description/Specifications/Statement of Work

1.0 Scope.

1.1 Background. The Materials Engineering Lab's Nondestructive Inspection (NDI) Team evaluates emergent NDI technologies and establishes advanced capabilities for the operational fleet. With the necessity to transition the fleet from an aging legacy system to a single unified platform, standardizing a single-system solution would prevent a doubled logistical footprint, avoiding redundant operator training, software, and calibration. The procurement of a NORTEC 700 portable Eddy Current (ECT) instrument and replacement Ultrasonic Testing (UT) hardware is strategically necessary because the NORTEC 700 integrates both the conventional and advanced Eddy Current Array (ECA) capabilities into a single, backwards-compatible chassis, maximizing the utility of existing fleet infrastructure by eliminating a costly "re-kitting" of legacy accessories and the replacement of UT components that will restore broken shop-floor equipment to ensure immediate testing continuity.

1.2 The Primary objective is for a Firm-Fixed-Price procurement and delivery of a complete, fully functional, and ready-to-operate NORTEC 700 portable ECT, to include Ultrasonic Testing hardware, probes, scanners, and multi-use tooling accessories. The contractor shall provide all labor, supervision, tools, equipment, transportation, and any other items necessary to furnish and deliver this equipment to Fleet Readiness Center Southeast (FRCSE) on NAS Jacksonville.

2.0 Applicable Documents.

2.1 Attachment 1 - ASTM E2884-22 - Standard Guide for Eddy Current Testing of Electrically Conducting Materials Using Conformable Sensor Arrays

2.2 Attachment 2 - NAVY (NAVAIR) 01-1A-16-2

3.0 Requirement. The procurement is categorized into three strategic areas to support the government's objectives. All items must be exact matches to the specified part numbers to ensure compatibility with existing infrastructure, fleet accessories, and established testing protocols.

The required shall meet the essential characteristics detailed herein.

3.1 CATEGORY 1: EMERGENT TECHNOLOGY EVALUATION HARDWARE. The equipment provides the core processing unit and array scanners required to execute the ECA technology evaluations.

4.0 Quality Assurance.

4.1 Certificate of Conformance. The Government requires that the contractor furnish a COC in accordance with FAR clause 52.246

- 15 upon the procurement of products or services. A COC is required to be furnished with the hardware herein upon shipment.

4.2 Final Inspection Criteria. Final acceptance of all deliverables shall be performed by the designated Technical Point of Contact (TPOC) (Melissa Gatrost or designated representative) upon visual inspection and successful of the following criteria.

4.2.1 Hardware Verification. Visual inspection and verification that all line items in Section 3.1 through Section

3.4 have been successfully delivered, are free of physical damage, and exactly match the specified part numbers and quantities.

4.2.2 Operational Readiness. The system has been successfully configured, initialized, powered on, and all hardware and software components communicate seamlessly with one another.

4.2.3 Calibration Certification. The contractor has surrendered the official, passing calibration validation report to the TPOC.

4.2.4 Site Acceptance Criteria. The Government has successfully witnessed and documented the completion of the Site Acceptance Testing (SAT) protocol as detailed in Section 4.3.

4.3 Site acceptance Testing (SAT) Protocol

4.3.1 Physical Inventory and Cosmetic Check. Complete a detailed visual inspection of the NORTEC 700 instrument, ECA probes, scanners, cables, and UT transducers to ensure zero transit damage and verify serial numbers against the shipping manifest.

4.3.2 Power-On Diagnostics. Power on the NORTEC 700 using both the AC adapter and the 600-BAT-L-2 rechargeable lithium-ion battery. The unit must boot successfully to main operating screen and pass all internal hardware self-tests without displaying error codes.

4.3.3 Cable and Scanner Communication.

4.3.3.1 Connect the MiniMite Scanner (9744739) and Spitfire 3000 Borehole Scanner (SCANNER KIT Q7500187) to the NORTEC700 using the 9122090 scanner cables.

4.3.3.2 Verify that the NORTEC 700 successfully recognizes the scanners.

4.3.3.3 Initiate a test run to confirm smooth rotational and drive functionality.

4.3.4 ECA Probe Verification and Calibration (Compliance with ASTM E2884-22 & NAVAIR 01-1A-16-2).

4.3.4.1 Connect the 64mm ECA Surface Scanner Probe (SUBS-64-020-2K50K-DP-L) to the NORTEC 700.

4.3.4.2 Confirm that the instrument auto-recognizes the probe type, configuration, and sensor array counts (32 sensors).

4.3.4.3 Place the probe on a standard aluminum calibration block containing electric discharge machined (EDM) reference notches.

4.3.4.4 Perfom balancing, nulling, and lift-off calibration parameters to verify that the signal-to-nose ratio is within manufacturer-specified operational tolerances.

4.3.4.5 Repeat this verification process for the 26mm ECA Probe (SURF-26-008-300K3M-AB-A).

4.3.5 Real-Time Visual C-scan Mapping.

4.3.5.1 Perform a continuous manual sweep with the 64mm ECA probe across the calibration standard.

4.3.5.2 Verify that the NORTEC 700 displays a clean, real-time, 2D color-coded C-scan visual map of the scanned area.

4.3.5.3 Confirm that the reference EDM notches are clearly resolved, defined, and distinguishable on the instrument's display screen.

4.3.6 UT Transducer Functional Echo Check.

4.3.6.1 Connect the replacement UT transducers (V1091 And V133-RM) to an existing laboratory ultrasonic flaw detector (EPOCH 650) using the BCM-74-4 BNC-to-Microdot cables.

4.3.6.2 Verify that a clean, sharp, and stable ultrasonic backwall reflection signal is received on a standard reference calibration block to confirm transducer and cable operational integrity.

5.0 Delivery Requirements.

5.1 Packaging and Shipping. The shipment shall be packaged and shipped in a manner that protects it from damage during transit and storage. All components shall be securely fastened and clearly labeled.

5.2 The Government will inspect material upon receipt. If it is determined to be damaged, the technical point of contact will contact the contractor to discuss any identified issues. The contractor shall be required to correct/repair the rejected equipment at the contractor's expense. When the material is fully inspected and determined operational, the Government will provide acceptance of the material.

5.3 The Contractor shall ship/deliver to:
