About this file

This is a Questions and Answers document clarifying requirements for Navy solicitation N6852026Q1052 for removal and disposal of a 32-foot bathroom trailer located at Fleet Readiness Center Aviation Support Equipment (FRCASE) in Solomons, Maryland. The requirement is a total small business set-aside with a firm fixed-price contract structure, and all costs for transportation, permitting, loading, lifting, escort, and disposal must be incorporated into a single CLIN. The performance period is two months from the award date, with actual removal coordination occurring with the Technical Point of Contact following award. Work hours are restricted to Monday through Thursday, 0530 to 1400 hours, and all contractor personnel must complete background vetting and obtain a paper base access pass prior to entering the facility.

The trailer, measuring 32 feet 3 inches long, 13 feet wide, and 12 feet 6 inches high, is situated in a vacant gravel lot with no electrical, water, or sewer connections remaining. The Government cannot provide trailer weight, GVWR, or complete identification documentation. The trailer contains one exterior wall-mounted HVAC unit requiring refrigerant reclamation prior to demolition; no asbestos or lead-based materials are present. Contractors may remove the trailer intact or dismantle and demolish on-site using mobile cranes or heavy equipment, with site accommodation available for standard removal equipment. Contractors cannot retain any materials and must ensure all materials are recycled or disposed of in accordance with state and federal regulations. No disposal receipts or proof of final disposition is required. Past performance will be evaluated through the Supplier Performance Risk System (SPRS), though submission of past performance information is optional with no required format. The Government will not provide site visits, additional photographs, or weight/condition documentation beyond what is available.
